Background: To guarantee business in a fiercely competitive telecom market, operators in Bangladesh are focusing to maintain/assure quality at low cost and provide infrastructural support for data communication based services. To assure quality in access network at low cost, a widely practiced method is to outsource RNO activities to respective vendor. Huawei Tech Ltd is one of the leading vendors in Bangladesh telecom market with 4 out of 5 GSM operators using Huawei equipments in the access network. At the end of 2008 the total number of Huawei BTS deployed in all GSM operators is expected to be more then 6000. In this backdrop we believe the demand for Huawei RNO service in the market is already high, and going to increase in coming years. In Bangladesh despite significant success in product marketing & sales, Huaweis experience and success in service marketing is relatively insignificant. For sustainable exploration of promising service market such as RNO service, a major requirement is to have highly skilled human resources, Skilled RNO Engineers.

Scope: The objective of this report is to analyze & identify training requirements for skill development of existing RNO engineers, provide a clear roadmap of trainings for RNP/RNO dept, aimed to develop in-house human resources to satisfy the existing & upcoming needs & wants of operators with a significant & sustainable competitive advantage and at a profit.

RNO/RNP Skill Categorization Matrix: RNO skill can broadly be categorized in to following levels. Category Level 1 Skill Clear understanding of Cell Planning(link budget calculation, frequency planning, Basic Planning etc) Must have the ability to identify any problem in access network through Statistics/KPI analysis, drive test log file analysis. Should be able to address & solve capacity related issues.

Level 2

Should have clear understanding of BSC HW dimensioning, LAC dimensioning, CDD design. Must have the ability to solve cell coverage, capacity, quality, retain ability issues reflected in STS in radio network. Must have the ability to analyze and modify parameters to meet target KPI.

Level 3

Should have a clear understanding of GSL/RSL/PCU/GB dimensioning. Must have the ability to solve any Cell/ BSC performance issue as long as HW/SW is not the limitation. Must have the ability to analysis & modify parameter to meet voice related KPI and data related KPI. Should have the ability to analysis protocol traces to address very critical issues.

To successfully complete any RNO project, a number of level 2 optimization engineers (rule of thumb is 20% of all RNO/RNP resources should be level 2 optimizers) are needed in the team. Training roadmap proposed in the document is aimed to develop skill of RNO engineers up to level 2, not level 3.

Pre-conditions of Successful Training Programs: A blend of experience in RNO activity & well planned training programs is the tested method for RNO skill development. To achieve desired output from any training, following criteria must be satisfied. Which are: Trainees must have the prerequisite technical knowledge and experience to attend the training course. Quality, relevancy & accuracy of training material are very important & must be assured. Trend to oversimplify the original topic/algorithm in training material should be avoided. The trainer must have advanced Technical knowledge about the training course & communication skill to clearly convey that knowledge to the trainees.

A course that describes a technology or activity. Ability to understand technical subject or adequate technical background would be a prerequisite. A course that present certain aspect of technology. General knowledge of technologys principles is the necessary prerequisite.

RNO Skill Level of Existing RNP Engineers: Only 5 out of 25 local engineers have more then two years experience in RNO/RNP. Again within these 5, 4 worked with either different vendors equipment or different standard (CDMA). Only 1 of these 4 has training in Huawei GSM RNO. They are already level 2 optimizers. Training courses proposed in next section will help them to adapt to Huawei GSM platform immediately. Almost all the rest (other then 1 or 2) are level 1 optimizers. To upgrade level 1 optimizers to level 2, proposed trainings along with approximately 1 to 2 years of all round RNO experience (Drive test, log file analysis, statistics analysis, corrective maintenance and parameter modification) is needed.

Next Step Forward: Since presales activities already started for 3G (UMTS) & WiMAX products/services, stapes should be taken to develop/train a percentage(e.g. non overlapping 10% of existing RNP HR for each technology) of existing RNP engineers in WCDMA Radio Network Planning and WiMAX Radio Network Planning.

Huawei GSM Features ***
Objective: Describing aim of each feature, detail description of algorithm associated to that feature (so that based on different input, output can be traced) and related parameters available in Huawei BSC 32 & BSC 6000. BSC 6000 Features: Channel Management, SDCCH Dynamic Adjustment, Multiband Network, Power Control, Handover, EFR, AMR, Half-Rate Service, Frequency Hopping, Co- BCCH Cell, DTX, eMLPP, GPRS, EGPRS, Cell Frequency Scan, NACC, NC2, Streaming QoS, Packet Performance Improvement, ICC, Network Synchronization. Perquisites: General Knowledge in GSM & GSM Cell Planning.

Planning & Optimization Tools


*** Objective: Learn cell Coverage Simulation, Propagation Model Tuning etc using U-net. Learn parameter, frequency plan optimization/neighbor optimization etc using Nuster. Learn drive test, log file analysis, L2, L3 message analysis using TEMS data collection & route analysis. Perquisites: General Knowledge in GSM & GSM Cell Planning, Huawei CDD.

Huawei GSM Statistics Analysis & Optimization


**** Objective: Combine theoretical knowledge of radio network behavior & different Huawei GSM features to practically enhance quality, capacity & retain ability of Huawei GSM system using Naster, M2000 svr & TEMS Data Collection/Route analysis. Detail description of counters associated with GSM PI & KPI calculation formula (cell & BSC level) must also be focused. Optimization Case study. Perquisites: GSM Cell Planning & Huawei GSM Features. 7

GPRS/EGPRS Radio Network Planning ***


Objective: Introduction to complex GPRS/EGPRS system, point to point bearer services as well as point to multi-point services together with GPRS/EGPRS QoS support. Detail demonstration of GPRS/EGPRS cell planning and dimensioning process. Perquisites: In-depth knowledge of GSM Systems, Radio Network Planning & Optimization is needed.

Objective: Combine theoretical knowledge of radio network behavior & different Huawei GPRS/EGPRS features to practically increase reliability & throughput, reduce delay using Naster, M2000 svr & TEMS Data Collection/Route analysis. Detail description of counters associated with GPRS/EGPRS PI & KPI calculation formula (cell & BSC level) must also be focused. Perquisites: In-depth Knowledge of GPRS/EGPRS architecture, GSM & GPRS/EGPRS features.

GSM Signaling
**** Objective: Describe the functional aspect of most important GSM nodes & signaling exchanged between them. Introduce and explain GSM signaling model step by step, following the main interfaces on the so called Call Connection Path(Um, A-bis, A). Discuss various signaling protocol with stress on specific traffic cases (e.g. LAC update, call connection, Handover).

Perquisites: An understanding of the principles of GSM System and basic knowledge on architecture of cellular network is essential.
