A. EXECUTIVE SUMMARY:
Mountain View Elementary is in need of a full facility replacement. PA Architects have observed significant challenges with failing construction, HVAC systems, site layout, acoustics, and security that require well-planned responses. We believe that constructing new buildings without relocating students and staff from the grounds is an important measure to save money for the school district. To achieve this, we recommend demolishing all buildings except for the kindergarten and gymnasium, and constructing new buildings in a three-phase plan. This process will include transitioning from old to new classrooms without interrupting the instruction process. We propose all new classrooms, administration offices, and cafeteria spaces. And, due to unsafe conditions caused by the nearby industrial surroundings (airport, railroad, diversion channel, and heavily trafficked 2nd Street) we propose a re-orientation of the facility on the site. The updated building layout/design, site drainage, pedestrian and vehicular circulation, and innovative building technologies will enhance the schools function and allow future growth in a cost-effective manner. KEY ELEMENTS OF THIS MASTER PLAN: Full operation of existing plant while new building(s) constructed. Demolish selected buildings (including 1909 building) to facilitate efficient land development. Regrade entire site to correct poor drainage and promote maximum land use. Construct complete utility upgrade and central plant to support existing and new construction. Address area noise pollution through careful acoustic design (building and site). Design facility with a single entry for improved security, control, and safety. Reorganize site with emphasis on site vehicle and pedestrian separation, safe drop off/pick up, and adequate transition to 2nd Street.

INTEGRATING AN ENERGY THEME INTO THE BUILDING DESIGN (subject to approval of M&O and FD+C APS) An enthalpy wheel acts as an air-to-air heat exchange system where intake air is conditioned with exhausted air through heat transfer. The aluminum enthalpy wheel contains a desiccant material that draws humidity out of the air while mixing air streams at slow rotation. During interior/exterior temperature differentials, intake air is pre-heated or pre-cooled in a mixing chamber with exhausted building air. With this system, the enthalpy wheel decreases the need for extensive air-conditioning whereby saving energy costs. In addition to the energy and cost savings, the enthalpy wheel is a visible educational tool for teaching the complexities of building systems, energy savings and air-movement. Incorporating the enthalpy wheel within visual access will provide an opportunity for students and visitors to experience building operation. This experience can be further enhanced by allowing students to power the system by manually turning the wheel.

Mountain View Elementary School is located along Second Street in a neighborhood of residences and industrial businesses. Second Street is highly trafficked by semi-trucks, trains and passenger vehicles. The noise from the street in addition to jet airplanes flying overhead is a major acoustic distraction to the instruction process. The schools utilities and construction are outdated and require extensive renovation to meet current standards. Some walls of the school are deteriorated, cracked, and open to the elements. The majority of the classrooms are portable classroom buildings. Due to inefficient space utilization, the schools layout is confusing and lacks a clear sense of security. In the event of an emergency, students and staff would be required to travel outside and across the grounds to reach the health center or administration offices. Each individual building has its own heating and cooling system rather than an efficient consolidated system. The existing parking lot is undersized and serves parents, faculty, staff and school buses. Buses and passenger vehicles share travel lanes instead of separated routes. There are currently no covered walkways between all buildings.

Due to the complexity and cost of re-locating students and staff, a proposed 3-phase construction schedule will allow Mountain View Elementary to conduct school throughout the duration of construction. Areas such as the parking lot and playground will be used for construction staging while classrooms, cafeteria and offices maintain normal operations.

The proposed design groups all 1st-5th grade classrooms into a two-story building connected to a 1-story administration suite. A new kitchen/cafeteria and art/music classroom connects to the existing school gymnasium. Two new kindergarten and one pre-kindergarten classroom would be constructed adjacent to the existing kindergarten building.

Inhabit newly constructed buildings, begin demolition and removal of existing classroom, media center, all-purpose room, administration and portable buildings.

Scheduling classroom and office transitions will accommodate the instructional process while allowing students and staff to remain on site. Un-compromised portions of the school will not be demolished; included are the gymnasium and kindergarten buildings.

Selective site demolition and grading.

With the assumption all new APS schools will pursue LEED Silver certification, specific energy saving design strategies will be considered. The design and area of the new buildings will allow for photo-voltaic panels on covered walkways, natural day-lighting, sun-control shading systems, and fresh-air conditioning via an enthalpy wheel. These systems used in conjunction with APS standards can greatly increase the energy savings of HVAC and lighting systems.

Begin layout of sitework: sidewalks, landscaping, parking, bus and parent drop-off zones.

The paving design provides independent areas for vehicle parking, kitchen loading zone, parent drop-off and bus drop-off areas. By placing the administration offices in the center, all visitors to the school can be checked in while visual access and security are maintained. Strategic open space is provided for construction of future classrooms and would have minimal interruption to normal school processes.

Construction and site work complete.

The design includes an acoustic buffer zone between Second Street and the buildings. The courtyard and parking lot set the school away from street noise also providing an attractive landscaped entry. Kindergarten-aged students will have a separated bus drop-off zone for safe passage to and from school. Noisy areas such as the cafeteria and music room have been grouped separately from instructional or quiet areas.

At its present size, Mountain View Elementary is undersized for its student population. Records show annual growth since the 2006-2007 school year with future growth anticipated. The proposed school design responds to current classroom needs using Albuquerque Public Schools Elementary School Planning Standards published July 2010. Future expansion of classroom or instructional spaces can be accommodated to the western side of the kindergarten building.
