Requirements and Constraints Approach and Technical Framework Solution Development Work-Rhythm (example) Common and Nationally Funded Activities Conclusions and Recommendations
Context (assumptions)
With demanding information needs (quality, quantity and real-timeliness) need for automated Information Systems support
Examples
1. Man-made/acts of terror, e.g. with NATO lead, Nations (mil & civil) 2. Major natural disasters e.g. with UN lead, NATO, EU, IO/NGO, Nations 3. Regional Emergencies e.g. with National lead (mil & civ), Regional (civ)

IFA01
Community of Interest Info Communication
Problem
Protecting the info exchange within a COI (unclassified sensitive). Independent system authentications not scalable.
An equivalent of a COI-VPN (Virtual Private Network) communication (to complement public/open info sharing) increases shared trust and enhances info sharing
Solution Options
(a) An actual COI VPN (b) A federation of User Directories
Available Technology
ADFS (for LDAP directories), XML-labelling/guarding. Semi-operational ADFS prototype by NC3A. NC3A R&D POW (soon ISAF POW)

Collaboration and Information Sharing Environment
Problem
Info spread over multiple Info Portals causes collection overhead. Common protected collaboration space absent (or to be established at hoc) Automated feeds (mashup, portal federation) optimized human effort. Single protected collaboration space enhances collaboration (a) A single std CISE tool/app (b) a federation of CISE
Web-2 std (RSS-ext, XMPP ..) to be customized and agreed on use NC3A Tactical Chat & Collaboration Service Prototypes NC3A R&D POW, NOTS (ISAF)

IFA03
Warning and Alerting
Problem
No single automated W&A solution across nations/regions and different security domains and for any type of hazard.
A standard W&A protocol that can be used by any player and in any situation improves efficiency and effectiveness of response (a) Acquiring a common package (b) implementing W&A standards
Solution Options
Available Technology
Public domain standards (CAP, EDXL, EDXL-ext) Existing CAP/EDXL implementation (NC3A and outside) NC3A R&D and ISAF POW, US-DM-OPEN Project, NCOIC

IFA04
Information Sharing Services
Problem
Information Sources possibly sharable in crisis situation within a COI are not accessible
Sharing of Info Sources within a COI enhances situation awareness improves efficiency and effectiveness of civ-mil support operations (a) Acquiring a common package (b) adopting & implementing specific standards & services to enable selective Info Sharing in a COI
Solution Options
IFA05
Situation Awareness & COP*
Problem
No interoperability for a civ-mil operational/tactical COP limits shared situation awareness. Manual data entry / shivel chairs not possible in real-time situation. (Semi) automated COP feeding for each player/system as enabler for improved effectiveness and collaboration. (a) Adopting & implementing data and protocol standards for the COP exchange
Solution Options
Several NATO and Intl. standards (TSO, NFFI, NVG, Asterix) NC3A R&D POW, EU FP6 Oasis
Common Operational Picture
NATO/EU UNCLASSIFIED
IFA06
Tactical Communication Services
Problem
Lack of interoperable, secure and resilient (voice & data) communication among first responder is major cause of inefficiency
Multiple technologies & profiles adoptable in different scenarios can greatly improve the effectiveness of first and follow-up responders. (a) An emergency comm. capability for each situation (b) standards and technologies used in multiple systems
Solution Options
Several intl std and technologies (TETRA,SDR, RoIP) NC3A R&D POW, EU FP7 Secricom
Solution Development
Expected Deliverables
(For each addressed Interoperability Focus Area):
Interface Specifications
The interoperability standard that each shall implement. Based on de-iure / de-facto standard (with tailoring/profiling) E.g.: transport protocols & profiles, data formats.
the interfaces (e.g. NEC Services). For validation purposes, for training/exercises or operational employment. Independently or jointly developed or acquired (COTS, OpenSW)
Presentation lithouwen (*) A 29-10-2010 COI includes all the players involved in a specific Crisis Management Operation/Phase 20 NATO UNCLASSIFIED
Solution Development
Baseline Technology
Specification, development and validation
Mature at least for demonstration and system development (TRL* > 5) E.g. from NATO/NC3A R&D, EU FPs, National R&D or existing product/applications
NC3A can pick and offer support from a base of 40+ scientist & 7+yrs POW in CMI-related areas Methodology extensively applied by NC3A for C4ISR interoperability can be largely re-used
Local (at NC3A-NLD) test & development or distributed (through lab networking / web-apps) Real and virtual conferencing
Facilities
Allows closer collaboration with the Industry and increase its awareness of CMI requirements & operational context.
Can reuse existing infrastructure & relevant TV&V Programs.
E.g. Distributed Networked Battle Labs (DNBL) and Testing Env. (DTE); Coalition Warrior Interoperability Exercise (CWIX)
Most existing (military) TV&V initiatives are focused on C4ISR; limited participation and some difficulty in access by Civil Organizations
TV&V
Essential for full implementation of capabilities, for maintaining the required readiness levels and to build shared trust. ManyT&E Programs/Events relevant for CMI exist e.g.
NATO/EAPC (CEP POW) - Civil Emergency Exercises Other NATO/PfP civ-mil live & simulated T&E (SeeSim,Viking, SteadFast ) Regional and National Emergency T&E Programs
T&E
is not included in MN CMI scope: MN CMI resuts are used to enable and support existing T&E events

Presentation lithouwen (*) Nation to be intended also as National or International Organization 29-10-2010 28 NATO UNCLASSIFIED
The Program of Work (POW) is decomposed into discrete Objective Capabilities (e.g. IFAs) Each IFA is supported by two or more Nations and can be addressed in one or more years.
National efforts for the POW of interest are funded by each Nation.
Program Management, Technical Consultancy, Support, Infrastructure is provided by NC3A under Program Common Funding. NC3A can also support the analysis, development and testing of specific IFA (as under POW agreements)

Recommendations
Agreement and direction (asap), commitment and funding (afterward) by the Stakeholders is needed to continue
Is there a general interest by your Organization in participating and sponsoring this Initiative ? What is your potential scope of interest (e.g. which IFA) ? Which are specific suggestions or recommended for a revision or detailing of the scope? Is - in principle - a commitment by your Organization achievable in 2011 ?
