Go Green This Holiday Season!


Tree Recycling
Chino Hills Disposal will pick up Christmas trees for recycling from Monday, December 27th through Friday, January 7th. Remove all decorations, nails, and the tree stand from your tree and place it at the curb on the regular trash day. Any tree taller than six feet tall must be chopped in half and placed near or in the black container. The trees will be turned into mulch, which will be made available to residents at free mulch giveaways several times during the year.

Step Up Your Recycling


Chino Hills residents can order a second gray recycling container to handle the extra recyclables generated by gift-wrapping, holiday parties, and family gatherings during the holiday season. The second recyclable container is FREE and can be used for holiday wrapping paper, boxes, cans, bottles, and other recyclables. Green trash containers can also be ordered for an additional $5.89 per month. To order an additional container, or for a free bulky item pick up, please call Chino Hills Disposal toll free at (866) 238-2444. In most cases, an extra container can be delivered within 10 working days. Chino Hills Disposal requires customers to keep the extra container for a minimum of six months or pay a service charge.

Holiday Trash Schedules

If your regular trash day falls on, or after Thanksgiving Day, your trash pickup will be delayed by one day. This year, trash services for Christmas Day and New Years Day will not be affected as these holidays fall on a Saturday.

Sandbags Available
The City has delivered sand and sandbags to Fire Station No. 4 on Carbon Canyon Road at Canon Lane, and to Fire Station No. 2, located on Buttereld Ranch Road at Sagebrush Street in Chino Hills. Citizens with proof of residency will be issued 25 sandbags per household. Bring your own shovel to ll the sandbags. If your property requires signicant sandbagging, visit a local hardware store to purchase necessary supplies. Some hardware stores provide free sandbags.

City Hall Blood Drives Planned


December 1st & February 9th
The City of Chino Hills has scheduled two Blood Drives, one on Wednesday, December 1st and another on Wednesday, February 9th from 2:00 to 7:00 p.m., at the Government Center parking lot located at 14000 City Center Drive. The Life Stream Blood Bank will give blood donors a thank you gift. Donors must be at least 17 years of age, in good health, and weigh at least 110 pounds. Blood donors should drink plenty of decaffeinated liquids prior to donating blood and must present a valid photo identication. Medical personnel will check your temperature, blood pressure, pulse, and iron level. If you meet eligibility requirements, about one pint of blood will be collected. Please consider donating blood! Staff will be available on-call to respond to emergencies just as they are on weekends and other holidays. In addition, water and sewer employees will be scheduled during the December closure to keep water and sewer facilities running smoothly.

Water Customer Service & Building Inspections Continue on a Limited Basis During December Closure
In light of the importance of some types of services the City provides, City staff will continue to respond on call to handle new requests for water service and requests to close water service accounts between Friday, December 23rd and Friday, December 31st when City ofces will be closed for the holidays. Customers who would like to establish or cancel water service will be directed to call (909) 364-2800 to make arrangements with the on call staff member. During the closure, the City will not process delinquent utility bill notices, nor will they lock-off water service. Customers are encouraged to pay utility bills due during the closure to avoid having their water service locked-off when normal business resumes on January 3rd. Some limited building inspections may also be scheduled during the closure, depending upon the circumstances of the project. Street Sweeping Parking Enforcement Takes a Holiday


The City has declared a citation-free period for street sweeping day parking violations in order to accommodate the extra visitors expected in Chino Hills neighborhoods during the holiday season. The City will not issue street sweeping parking tickets on Thursday, November 25th; Friday, November 26th; and from Monday, December 20th through Friday, December 31st. Enforcement will start again on Monday, January 3rd. Other types of parking tickets may be issued during this time period as this applies only to street sweeping day parking tickets.

Passport Services
Need a passport? Please be aware that City Hall will suspend its Passport Acceptance services between Monday, December 13th and Friday December 31st. At all other times, regular passport hours are from 7:30 a.m. to 4:30 p.m. Monday, Wednesday, and Thursday; 7:30 a.m. to 7:00 p.m. on Tuesday; and 7:30 a.m. to 3:30 p.m. on Friday. Visit the City Clerks Ofce at City Hall, 14000 City Center Drive to apply for, or renew your passport. The City Clerks Ofce also takes passport photos. Attention Chino Hills Residents...


Shop Chino Hills First! Dont forget to do your holiday shopping in Chino Hills. When you shop in Chino Hills 1% of the 8.75% sales tax you pay is returned directly to the Citys general fund to support City services. If you plan to spend $600 on taxable holiday purchases for items like gifts, wrapping paper, beverages, paper goods, or even new towels for your guests, $6 will be returned to the City. It may not sound like much, but when that amount is multiplied by over 23,000 households in Chino Hills collectively, holiday shopping may have just paid for one more Deputy to patrol Chino Hills for one year! Water Wise Landscaping for the Home Workshop


The City of Chino Hills and the City of Chino invite you to attend a FREE workshop about Water Wise Landscaping for the Home. This workshop will be held on Saturday, November 20th from 9:00 a.m. to 12:30 p.m. at the McCoy Equestrian & Recreation Center, 14280 Peyton Drive, Chino Hills. Participants attending this workshop will learn how to reduce their outdoor water use and get all the latest information about landscaping design, plant selection, fertilizers, and irrigation. Neighborhood Network Community Meeting


Residents are invited to attend a Community Meeting of the Neighborhood Network Program. The Citys Recreation Division will present an overview of their operations and functions. Information regarding programs such as sports programs; facility rentals; special events; and activities for youth, adults, and active adults will be discussed. The meeting will be held on Thursday, February 10th from 7:00 p.m. to 9:00 p.m. at the McCoy Equestrian & Recreation Center, 14280 Peyton Drive. For more information, please call (909) 364-2700.

Chino Hills Citizens Academy


This series of workshops offers a well-rounded overview of municipal government and the services and resources that are available to residents. The Citizens Academy consists of four two-hour training sessions. Students are asked to attend all sessions. The registration deadline is February 22nd.

Be Ready For Winter Weather


Its time to prepare for the coming rainy season. Please take a moment to review the important information listed below including communication tools that the City uses to provide information to residents and steps you can take to get ready for winter storms.

Sign-up for E-Notify


Take advantage of the Citys E-Notify feature on the City website at www.chinohills.org/E-Notify. Select from a list of options to receive e-mail or text message updates on road closures and emergency alerts. You can even select an option to get updates on eld conditions for youth sports elds in Chino Hills.

Check Neighborhood Storm Drains


Take note of storm drains in your neighborhood. City crews travel throughout the City during the fall and winter months to ensure that storm drains and V-ditches on slopes are clear. If storm drains in your neighborhood appear clogged with leaves, call the City Yard at (909) 364-2800 to request service.

Avoid Flooded Areas During Storms


Some areas are more likely to ood than others so plan to avoid those areas during periods of heavy rain. Examples: Eucalyptus Ave. from Pipeline Ave. past Litel Elementary School to Chino Hills Community Park; Peyton Dr. between Morningeld Dr. and Flooded Eucalyptus Ave.; and Pipeline Ave. near Glenridge Dr. and near The Courts development.

Gain Knowledge
Surf the Internet and expand your knowledge about safety during storms. For example, did you know you should avoid using corded telephone lines and electrical appliances during thunderstorms? Wires can conduct electricity so if lightning strikes, phone lines and electrical appliance wires could carry the current. Learn how to stay safe if you are outdoors during a storm.

Check Drainage Systems at Home


Make sure yard drains and rain gutters are clear and working before the rain. Plan ahead if you need sandbags to protect your property. See page 4 for information on free sandbags.

2010 Chino Hills Community Heroes are Honored


Each year the Chino Hills community looks forward to Chino Hills Day at the L.A. County Fair. Many special traditions make the day memorable. The opportunity to honor local Community Heroes is the most inspiring part of the day. This year the L.A. County Fair Association, and the Chino Hills community honored two amazing individuals for their achievement and their contributions that help make Chino Hills an extraordinary place to in which live!

Irma Wickman Community Hero


Irma Wickman, a dedicated volunteer in the City, is the 2010 Community Hero. She has volunteered in support of the City, schools, youth, service groups, and military personnel. Irmas long-time volunteer support of Chino Hills has included being an on call person at City events. She has also volunteered at City Hall as the receptionist and has provided clerical support. She keeps Peyton Drive clean as part of our Roadway Adoption Program. Irma raised funds to purchase a road sign for Highway 71 when a section of the freeway was named to honor her late husband, Mayor Mike Wickman and the late Major Jim Thalman. She volunteers at Michael G. Wickman Elementary school and she supports the Wickman Educational Foundation, which provides computers for kids who do not have access to computers. Irma also supports men and women serving in the armed forces by volunteering at the Ontario USO greeting military personnel. Beyond her volunteer work, she quietly donates nancial support to service groups including Chino Hills Citizens on Patrol, Chino Valley Young Marines, and the Wickman Educational Foundation. The City is fortunate to have such a dedicated, caring individual who works hard to make a difference in our community.

Nicole Wechsler Youth Community Hero


Nicole Wechsler is a 16 year-old junior at Chino Hills High School who loves to serve her community. From a young age, Nicole had a great willingness to help others. In elementary school she tutored students and raised money to purchase school supplies. In junior high she served as a student member of the PTSA Board and volunteered at the Library and Registration Ofce. Now, as a high school student, Nicole is advocating for a pool so future students can enjoy the benets of water sports and extra-curricular activities. Nicole has also been active in Girl Scouts where she has been a camp counselor. She also made hygiene baskets for women at the House of Ruth and blankets for their children. Nicole earned her Girl Scout Silver Award and is currently working to earn her Gold Award by raising $4,000 to replace the ooring at the Girl Scout house. She has made meals for cancer patients, volunteered at the Inland Valley Humane Society, helped with the Special Olympics at Cal Poly Pomona, and supported the Ronald McDonald House Charities. Nicole is a great example of how a young person can make a huge difference in their own community.

Even Friendly Fidos Must Be On a Leash


Many people in Chino Hills enjoy the companionship of a four-legged friend. If you enjoy the company of a dog, please be sure to keep your dog on a leash when out in public. The law requires a dog to be on a leash, six feet or less in length, and under the control of a competent person. It is against the law to let your dog off leash in any public place including all City parks, school properties, vacant land, commercial centers, and open space areas. Even if you consider your dog friendly, they must be on a leash and under your control. Unleashed dogs can cause anxiety for other dog owners and people who may be fearful of dogs in general.

Keep Your Home & Neighborhood Safe


All homes are at risk of being burglarized even in the 13th Safest City in the United States Chino Hills. Homes that provide criminals with an opportunity to sneak onto the premises undetected, or that allow easy access due to poor security locks, or open / unlocked doors and windows, are at a higher risk of being targeted. Homes that have green belts or open space areas behind them also fall into the higher risk category. Residents whose properties have these characteristics should consider installing high-quality locks and motion-sensor lights, and trimming landscaping that could provide cover for a criminal. Watch out for a new ploy that criminals are using to identify unoccupied homes. The criminals will knock on the door to see if anyone is home. If someone answers the door, the burglar will have a story ready like I found this cell phone on the sidewalk - is it yours? If no one answers the door, the burglar kicks in the door or moves to the backyard to break into the home and steal property. The driver will be waiting nearby for a quick get-away and the thieves will be gone in just a few minutes. For your own safety, the Chino Hills Police Department is recommending that you speak through the door, even if you decide not to open the door, so the visitor will know that someone is home.

Do Your Part to Prevent Storm Water Pollution!


The City of Chino Hills encourages residents to help do their part to prevent storm water pollution. Runoff from urban water uses ows untreated through the storm drain system. Anything thrown, swept, or poured into the streets, gutters or catch basins can ow directly into our water channels, creeks, and the ocean. This includes pollutants like trash, yard and pet waste, motor oil, construction debris, runoff tainted with pesticides and fertilizers, paint from brushes and containers rinsed in the gutter, and toxic household chemicals. Urban water runoff pollution can contaminate the ocean and cause beach closures and harm to the aquatic life. The debris can also clog gutters and catch basins, which increases the risk of ooding. OmniGo - Your Hometown Shuttle!


In September Omnitrans started its new OmniGo Your Hometown Shuttle service for Chino Hills residents. This new service will connect Chino Hills residents to Ayala High School, Chino Hills High School, Chaffey College, the Chino Hills Government Center, and many key shopping destinations. Court Denied Citys Petition to Stop TRTP Construction


Southern California Edison (SCE) started construction of the Tehachapi Renewable Transmission Line in October after the Appellate Court denied the Citys request for an injunction to stop construction while the Citys Appeal is pending. The Citys Appeal remains active and the case could be heard by the court sometime within the next 18 months. The courts are facing furlough days and cutbacks so it is difcult to project when the case will be heard. According to SCE, construction will continue through December of 2011. City Focuses on Street Projects


The City of Chino Hills oversees a regular program of road maintenance with the commitment to make an annual investment in the road system in order to extend the useful life of the pavement. High-quality maintenance projects seal the roadway and signicantly reduce the breakdown of the pavement caused by weather and trafc. Three projects were completed during the summer and fall months. Peyton Drive from Woodview Road to Chino Hills Parkway was improved with a 3/8-inch rubberized interlayer membrane, followed by the application of a rubberized asphalt overlay. This application lasts longer than conventional asphalt concrete. This $854,000 project was funded by the Measure I half-cent sales tax, rst approved by voters in 1989 to fund transportation projects in San Bernardino County. A second project funded by Measure I was the annual street improvement project which focused on Eucalyptus Avenue from Chino Hills Community Park to its west end near Rancho Hills Drive. The $288,000 project included crack sealing and pavement repairs followed by the application of rubberized slurry seal or asphalt overlay. The third street improvement project improved Peyton Drive from Royal Ridge Road (north of Grand Avenue) north to the City boundary at SR-71. This $539,000 project added a second left turn lane from southbound Peyton Drive to eastbound Chino Avenue, and northbound Peyton Drive to westbound Chino Avenue. This project included crack sealing, pavement repairs, and a full width asphalt overlay. Funding was provided by Proposition 1B, a Statewide bond initiative to build infrastructure.

Peyton Drive Corridor


Work on the next phase (2b) of the Citys project to improve Peyton Drive is expected to begin in December. Peyton Drive will be expanded to six lanes between English Road and Eucalyptus Avenue. The project also includes installation of curb and gutter improvements, streetlights, and sidewalks on the west side of Peyton Drive. Most work will occur behind k-rail within the future right-of-way. A landscaped median will be added. Two-way trafc will be maintained at all times. Travel lanes will shift periodically to accommodate construction. The project is expected to be under construction for approximately four months. Remember to take advantage of the City websites E-Notify feature to receive project updates via e-mail or text. Visit www.chinohills.org/E-Notify and click on Peyton Corridor Trafc Impacts. The City has installed a webcam in the project area to provide real-time road conditions 24/7. So avoid Peyton Drive if you can or check the webcam at www.chinohills.org/PeytonWebcam. Phase 3 of the Peyton corridor improvement project will expand Peyton Drive from Eucalyptus Avenue south to Chino Hills Parkway to four lanes. This phase may begin in late spring next year and includes extensive work on the Chino Creek Channel.

Spotlight On Highlighted Volunteers


The Chino Hills Volunteer Service Program was established in 1993. Volunteers contribute signicantly to the quality of life in Chino Hills by donating their time and effort to benet the community. Linda Henze-Staley has been selected as our Highlighted Volunteer for the month of September. Linda has been volunteering on the Grafti Abatement Team since June of 2009. She read about the Grafti Program in the City News & Recreation Brochure. She noticed grafti in her neighborhood while walking her dogs, and decided to call the grafti hotline. Linda eventually joined the Grafti Abatement Team to help do her part to keep her community beautiful and safe. Linda is also a graduate of the Chino Hills Citizens Academy and she found it highly informative. She said the classes really opened her eyes about how her City functions. Linda has been married to her husband George for 26 years. They have three children, four grandchildren, and two mini poodles, Randy and Sandy. Linda retired from AT&T as a Manager in Engineering after 35 years of service. Linda enjoys visiting her cabin in Big Bear, shopping and having lunch with friends, gardening, sewing, and decorating for the holidays. Linda and her family have been Chino Hills residents since 1979. Noel Mayeld has been selected as the Highlighted Volunteer for the month of October. He became a volunteer with the Chino Hills Police Department in 2004 as a member of the Citizens on Patrol (COP). Noel rst learned about the COP program when he drove by the station and saw a recruiting banner. He thought it would be a good opportunity to volunteer for the City. He was looking for something to do since he was newly retired. Noel volunteers over 500 hours each year and his duties include coordinating DUI and drivers license safety checkpoints; assisting with trafc control during the rainy season and for special events like the holiday boat parade; providing trafc enforcement; and protecting crime scenes. Noel was elected to serve as the Commander of the COP Unit, a position he has held for the past three years. What Noel enjoys most about volunteering is how fun it is getting to learn about his City. He also enjoys hanging out with his wife Linda, also a COP volunteer, when they patrol together. In 2009, Noel was the Co-volunteer of the Year for the Police Department, an honor he shares with is wife. Noel was awarded the COP Coordinators Choice Award in 2007, named the Citys Highlighted Volunteer in January of 2007, and COP of the Year in 2004. Noel and his wife Linda have been married for 35 years. They have one adult son and have been Chino Hills residents for over 35 years. Julie Fernandez and Sharon Fradella have been selected as the Highlighted Volunteers for the month of November. These sisters joined the Chino Hills Auxiliary Radio Team (CHART) together in 2009. They both had been eager to receive their Ham Radio licenses, and help carry on a family tradition. Their parents, Jack and Shirley Pattison, were both Ham Radio Operators starting in the 1950s. As Julie and Sharon became more involved with CHART, they realized how rewarding it was to communicate with others and to help the community. They both received their Ham Radio Licenses in May of 2010 and took over their parents call signs. Julie and her husband Hector have been Chino Hills residents for 12 years. They have two sons and four grandchildren. Sharon, and her son Garrison have been Chino Hills residents for 13 years. Both Julie and Sharon are delighted to carry on their family tradition while volunteering for their community.

How It Works...

An equal ratio between clothes and other items is requested (i.e. Six total items are purchased, three of which are clothing and the remaining three items are toys).

Santa Makes House Calls
During the holiday season, Santa and his helpers visit homes in the City of Chino Hills bringing candy canes, smiles, and laughter to all they see. Reservations begin Monday, November 8 at the Founders Recreation Center, 2000 Founders Drive and are on a rst come, rst serve basis. Space is limited so register early! Please note that all reservations will be taken at Founders Recreation Center.

Letters to Santa
Christmas is a very busy time of year for Santa, so he asked his friends at the City of Chino Hills to lend him a hand and forward all the letters from children in Chino Hills to the North Pole! Letters can be dropped off at our Special Mailboxes at Founders Recreation Center or at City Hall-Recreation. Each child will receive a personalized letter from Santa. Please allow one week for delivery. Letters to Santa begins Friday, November 26 and must be sent by residents no later than Monday, December 13 in order for Santa to respond before Christmas.

Breakfast with Santa


Santa is making a special visit from the North Pole to have Breakfast with his Chino Hills friends! Bring the entire family for a pancake breakfast, provided by the Chino Hills Kiwanis Club. February Frolic Horse Show


Come and join us for a fun-lled day of equestrian competition. The horse show is open to all breeds of horses and all ages of exhibitors. Its snowing in Chino Hills! Join us for our 5th annual Winter Wonderland as we play in the snow, make snowmen, and sled down our snowy hills. Enjoy games, face painting, and fun winter crafts, all while playing in the snow. Vendors will be onsite with tasty treats to purchase. Pre-sale wristbands will be available until Friday, January 28. Gator Skate University
Learn to roller and blade skate! Students are taught beginning to advanced recreational skating, including backward skating, and safety tips. Free skates are provided during class, if needed. Parents must assist children if they are not able to stand on skates. Each child receives a certicate of completion at the end of the course. Four free admission passes are included with the course. These may be used to practice what was learned in class during any of the public skating sessions. A $2.50 skate rental will be charged if skates are needed during public skate sessions.

Ice Skating Lessons
Want to learn to ice skate? Then this class is for you! Its a beginning class that will teach you to glide effortlessly, skate forward, backward, spin, and stop. Youll also learn some very cool moves. $3 skate rental fee is due each week, if needed. Students should wear gloves and warm clothing. The City of Chino Hills welcomes teams and individuals to the Adult Soccer League. A fun, competitive, and quality program for all levels of soccer players is provided. Players receive a 10-game season with ofcials. Games will be held at Grand Avenue Park located at 1301 Grand Avenue. Krav Maga
Based on simple principles and instinctive movements, this reality-based system is designed to teach real self defense in the shortest possible time. Whale Watching
The California Grey Whale makes the most spectacular and longest mass migration of any marine mammal. Grey Whales migrate annually along the west cost of North America from the summer feeding grounds in the Bering Sea to the winter grounds of the Baja California lagoons and back along the Orange County coast during the months of December through early April. Newport Landing offers Whale Watching cruises twice daily Monday through Friday and three trips on Saturdays and Sundays. The cruise lasts approximately three hours.

The Big Train Show


The Big Train Show is returning to Ontario with elaborate layouts from model railroad clubs and Southern Californias largest Lego Train layout. J. Paul Getty Center
The Getty Center in Los Angeles presents the Getty's collection of Western art from the Middle Ages to the present against a backdrop of dramatic architecture, tranquil gardens, and breathtaking views. Designed by architect Richard Meier, the center opened in 1997. The museum houses the Getty collection of European paintings, drawings, sculpture, illuminated manuscripts, decorative arts, and American and European photographs. The complex also maintains a research library and archives, which include performance and lecture facilities; conservation and art historical research institutes; and educational and computer centers. Participants can also arrange free tours throughout the day with experts on various topics and dining facilities are also available. Fee includes charter bus transportation. Venture to the Temecula Valley for a day of shopping and wine. Registration Information
Registration Procedures
The Recreation Division encourages advance registration for all programs since the majority of classes require preregistration. Registration will not be accepted at the class site. Except for Tiny Tots, mail-in registration will be processed on a rst-come, rst-serve basis and must be received by the Recreation Division no later than one working day prior to the class start date. If a class species material fee due to instructor, please do not include that fee with your payment. Pay that fee to the instructor on the rst day of class. Program times and dates are subject to change.

Mail-In Registration
1. 2. 3. 4. 5. Complete the registration form (on the next page) in its entirety. Make checks payable to the City of Chino Hills. If paying by credit card, please complete the bottom portion of the registration form and sign. Do not mail cash. Please enclose a self-addressed, stamped envelope and your receipt will be mailed verifying your enrollment. Mail to: City of Chino Hills, Attention Recreation, 14000 City Center Drive, Chino Hills, CA 91709.

Refund Policy
Classes: Requests for refunds will be honored by the Recreation Division only if they are made at least one (1) day prior to the start of classes with one or two meetings. If made the same day, refunds will not be honored. On classes that consist of three or more meetings, the request for refund must be made before the second class meeting. Refunds will not be granted if made after the second class meeting. City Sponsored Trips & Tours: In order to receive a full refund or credit less the non-refundable deposit and $10 processing fee, the City must be able to ll your vacated spot(s) or you will not receive any monies already received by the City to date. In addition, all cancellation requests for single day City trips and tours must be received two (2) weeks prior to the trip or tour departure date. Any cancellations received less than two (2) weeks prior to the departure date will not receive a refund or credit, no exceptions. All cancellations for overnight or multiple day City trips and tours must be received six (6) weeks prior to the departure date. All single day trips and tours cancellation policies apply to overnight and multiple day trips and tours. If a trip is cancelled by the City you will receive an automatic refund for the full amount paid to date. A $10 processing fee will be deducted from all requested refunds. A full refund will be made only when a class, program, or trip is lled or cancelled by the Recreation Division. Each program has a minimum enrollment number. If this number is not reached, the program will be cancelled and refunds will be issued. The Recreation Division reserves the right to change any program information as necessary.

Building Reservation Information


Community meeting rooms are available for reservation at Founders Recreation Center, Grand Avenue Park, McCoy Equestrian & Recreation Center, Mystic Canyon Community Building, and Sleepy Hollow Community Building. Reservations must be completed, in person, at the City Hall Recreation Division or at Founders Recreation Center. McCoy Equestrian & Recreation Center reservations must be completed, in person, at that facility.

Gazebo Reservation Information


Covered picnic areas at Alterra, Buttereld, Crossroads, Danbury, English Springs, Faireld Ranch, Grand Avenue, and Vellano parks are available for reservations. Reservations must be completed, in person, at the City Hall Recreation Division or Founders Recreation Center. Reservation Times: 7:00 to 10:00 a.m. 10:00 a.m. to 1:00 p.m. 1:00 to 4:00 p.m. 4:00 to 7:00 p.m. 7:00 to 9:00 p.m. (May 1 through September 30 only)
