In developed countries recruitment of police officers is done only at one level and that is at the bottom. Candidates have to have a minimum of 12 years of schooling. Go through police academy training and start as a constable. These constables can rise all the way to chief of police. There is no recruitment in between. That is what we need in Pakistan but not now.
