DECISION
On the approval of the Province Solid Waste Master Plan (PSWMP) for the urban areas and the industrial zones in Binh Dinh area up to 2020 _______________________ THE CHAIRMAN OF THE PROVINCIAL PEOPLES COMMITTEE Considering the Law on Organization of the Peoples Council and the Peoples Committee dated 26 Nov 2003; Considering the Resolution Nr.10/2009/NQ-HDND dated 15 Jul 2009 of the 10 th Provincial Peoples Council at the 15 th session adopting the content of the PSWMP for the urban areas and the industrial zones in Binh Dinh area up to 2020; Considering the Decree Nr.59/2007/ND-CP dated 7 Apr 2007 of the Government on the solid waste management; Considering the proposal of the Department of Construction at the Proposal Letter Nr.57/TTr-SXD dated 14 Aug 2009 on the PSWMP for the urban areas and the industrial zones in Binh Dinh area up to 2020; DECIDES Article 1. To approve the PSWMP for the urban areas and the industrial zones in Binh Dinh area up to 2020, with the following main contents:
1. Plan title: PSWMP for the urban areas and the industrial zones in Binh Dinh area 2. View of point and objective of the plan: a. View of point:

The PSWMP must conform to the Solid Waste Management Strategy for the urban area and the industrial zones in Viet Nam up to 2020, which was approved by the Government, and the Provincial Social-Economic Development Master Plan up to 2020. It must also conform to the sector plans (urban, industry, health) approved by the Provincial Peoples Committee.

Approach the current solid waste management methods of the advanced countries in the world, and suit the conditions of Viet Nam. Apply selectively upto-date processing technologies that suit the economic conditions, technological level of our country and our province. Minimize the solid waste amount to be buried in order to minimize the environmental impact and investment cost as well as increase the land use effect.

Arrange reasonably the locations for the solid waste treatment plants in the provincial area so that each waste treatment plant will serve one area with the fitting radius (not according to the administrative units). Give the priority to the

treatment plants for hazardous solid waste, in urban areas and in centralized industrial zones. Planning and building solid waste treatment plants must assure the sanitation, must not affect the health, livelihood and living activities of the population.
b. Objective:

General objective: Formulate the solid waste management general strategy in Binh Dinh area up to 2015, and the orientation up to 2020, in order to ensure the sustainable development of Binh Dinh province during the development of the Central Focus Economic Zone. Specific objective: Referring to the Resolution of the Provincial Party General Meeting Nr.17: 100% of the urban domestic solid waste, hazardous industrial solid waste, health solid waste are collected and treated in according to the environmental standards, following the schedule:

+ Up to 2015: 100% of the domestic solid waste from Quy Nhon city and 70% of the domestic solid waste from other urban areas are collected and treated; 100% of the solid waste from the industrial zones is separated, collected and treated by applicable methods. + Up to 2020: 100% of the domestic solid waste from Quy Nhon city, 80% of the domestic solid waste from other urban areas are collected and treated; 100% of the domestic solid waste from the urban areas is separated at the source. Improve the State management effect on solid waste management, increase the service quality of collection, transporting and treating solid waste, and improve the living environment quality to meet the increasing demand of the society.
3. Scale and objects of the plan:

Plan scale: Binh Dinh area with 602,600 ha and about 1,536 million of population.

+ Domestic solid waste from urban areas and from rural residential zones + Industrial solid waste from industrial zones, small industrial zones and manufactories + Health solid waste
4. Content of the PSWMP up to 2020: a. The current situation of solid waste management:

Domestic solid waste: The current urban domestic solid waste amount from the provincial area is about 306.6 ton/day.

The separation of solid waste has not been done at the source. The separation at the landfills is spontaneous.

The collection and transport of solid waste: In Quy Nhon city, the average collection rate is 85%. In the districts, the collection is 15-30% and usually carried out at the towns and some town-adjacent communes. The treatment of solid waste: The treatment technology is mainly burying. In Binh Dinh province, there are 9 landfills, in which there is only one hygienic landfill in Long My. The other landfills in districts are temporary, unhygienic. They do not have the wastewater treatment system, enclosure walls. They are small, from 0.5 to 1 ha. Therefore, they cannot meet the demand of solid waste treatment in the future. The industrial solid waste in Binh Dinh province has not been collected systematically, so there are no statistic figures on the industrial solid waste amount. The separation of the industrial solid waste has not been done thoroughly, the manufactories usually only separate the solid waste that gives them some economic value. The solid waste that has no economic value, inclusive of hazardous solid waste, is collected and mixed with domestic solid waste. The collection and transport of industrial solid waste is in charge of the manufactories. The treatment of industrial solid waste: The industrial solid waste that can be recycled is sold to the waste purchasing agencies or recycling agencies. The hazardous industrial solid waste has not been separated and treated systematically as stipulated. Health solid waste includes 2 components: hazardous solid waste and nonhazardous solid waste. Currently, the total hospital beds in the entire province are about more than 2,500. The total health solid waste from hospitals in Binh Dinh province is estimated more than 700 ton/year, in which hazardous solid waste is about more than 100 ton/year. All the hospitals in Binh Dinh province separate solid waste at the source and treat the hazardous solid waste relatively well by incinerators. However, some other health agencies has not separated solid waste at the source, health solid waste is collected and mixed with domestic solid waste and then transported to the landfills, or buried at unsuitable places that can cause environment pollution. The total solid waste amount in the entire province is expected to be 8,073 ton/day, in which: Domestic solid waste: 1,176 ton/day Industrial solid waste: 6,724 ton/day Health solid waste: 8.5 ton/day

b. Forecast of the solid waste amount up to 2020:

(The building waste in urban areas is not the object of this plan) c. Planning the system of solid waste separation collection transport: Domestic solid waste: Separation at the source: Solid waste needs to be separated at the source (households, organizations ) into 3 categories: organic waste, recyclable waste and non-recyclable waste.

Collection process:

+ In urban areas (towns, cities): Separate solid waste at the source for all households having domestic solid waste. Manually collect solid waste to intermediate points daily. Mechanically transport solid waste to centralized separation and treatment areas. + In rural residential zones: Manually collect solid waste to intermediate points daily or every two days. Mechanically transport solid waste to landfills within 20km. Industrial solid waste: Separation: Industrial solid waste must be separated at manufactories, industrial zones or small industrial zones; separated into recyclable, reusable, fertilized, buried and hazardous solid waste. The separation of solid waste at the centralized separation area of the industrial zones aims to gather a large solid waste amount of many industrial manufactories.

Collection, transport: For the industrial zones / small industrial zones: The collection and transport must conform to the solid waste management regulation of the industrial zones / small industrial zones. For the manufactories that do not belong to the industrial zones / small industrial zones: The separation, collection and transport is self-managed through contracting with an agency who is licensed to collect and transport solid waste.

Health solid waste: Health solid waste includes: domestic health solid waste and hazardous health solid waste from hospitals, and health solid waste from other health agencies.

Health solid waste from all health agencies is separated at the source, after separation, they will be collected and transported to the dumping ground of hospitals or the treatment plant. The detailed process is as follows: + After being separated at the source, domestic health solid waste from health agencies is collected and transported to the landfills and is treated together with urban domestic solid waste. + Hazardous health solid waste: For big hospitals, it is required to build their own incinerations to treat hazardous health solid waste. For individual health agencies, hazardous health solid waste is collected by specialized means and transported to incinerations at centralized treatment plants.

Manage health solid waste according to the Health Solid Waste Management Regulation issued enclosing to the Decision Nr.43/2007/QD-BYT of the Ministry of Health. d. Planning solid waste treatment system up to 2020: In every district, city and town, there is 1 hygienic and standard solid waste treatment plant. The operation radius of each solid waste treatment plant is about 20km. Each treatment plant can receive and treat domestic solid waste from urban areas and rural residential zones of other administrative areas but within its operation radius. Domestic solid waste from urban areas and rural residential zones, nonhazardous industrial solid waste and non-hazardous health solid waste are treated in the district administrative areas (apart from Tuy Phuoc district, which can use Long My landfill).

Planning solid waste treatment plants up to 2020: 1 conjugate treatment plant at Cat Nhon commune of Phu Cat district, 70 ha (approved by the Prime Minister in the Decision Nr.1440/QD-TTg dated 6 Oct 2008, which approves the construction plan of the solid waste treatment plants for 3 focus economic zones South, Central and North up to 2020).

11 incinerations of hazardous health solid waste, used for district health agencies, placed in solid waste treatment plants. Place 4 incinerations of hazardous health solid waste at big hospitals: Provincial Polyclinic, Tuberculosis and Lung hospital, Bong Son Polyclinic and Phu Phong Polyclinic. The location of treatment plants must assure the current building criteria on solid waste, in which, it need to assure the criteria on geology and hydrography. It must be far away from big rivers, clean water supply sources, residential zones and assure the ecological environment. Orientation of solid waste treatment technology: Apply up-to-date processing technologies that suit the conditions of Viet Nam, minimize the solid waste amount to be buried. The applicable technologies are: Recycle, Reuse Process Burn Hygienically bury. Intensify recycling, reusing solid waste, especially industrial solid waste. For organic solid waste, compost them for the agriculture through the upto-date and comprehensive technological line. For the hazardous industrial solid waste and health solid waste, burn them by up-to-date incinerations.

Bury the inert substances, which can not be recycled or reused, the ashes and cinder that are left after the burning of hazardous solid waste. The landfill cells must be hygienic according to Viet Nam standard. 5. Solution: a. Management Operation mechanism:

The State manages through policies and guidelines. Encourage and mobilize all fund sources from the community and the society in the solid waste management; give investment incentives in order to promote the privatization in solid waste management at the steps of collection, transport and process. The community is the subject conducting the management of solid waste. The enterprises (organizations), which manage the solid waste, implement their tasks with the high responsibility to the community, under the supervision of the community and the inspection of the State. The Peoples Committee of Binh Dinh province: direct the state management in all the activities relating to the solid waste management in the provincial area; assign, decentralize the localities and advising agencies to execute, monitor and handle. The Department of Construction, relating departments and the Peoples Committees of districts/city have the functions of advising and executing according to the direction of the PPC and the task assignment of this plan. The period up to 2015: + Focus on the training, capacity building and awareness raising; strengthen the awareness of the officers and the people on the solid waste treatment in the unlimited administrative areas; initially separate the solid waste at the source in large urban zones, industrial zones, small industrial zones, manufacturers and health enterprises; improve the policy frame. + Focus on the investment and construction of new solid waste treatment plants for the districts of Hoai Nhon, Phu My, Phu Cat (at Cat Nhon commune), An Nhon and Tay Son; focus on the rehabilitation of the Long My solid waste treatment plant, using every fund source of domestic or abroad. + Strengthen the socialization of the solid waste management; increase the capacity of solid waste collection and transport; invest in the health solid waste management system.

b. Task assignment:

c. The implementation schedule: -

The period from 2015 to 2020: Increase the capacity of solid waste collection and transport (transition projects); build centralized solid waste treatment plants for the districts that have not had any treatment plant; rehabilitate the existing treatment plants and build the recycling, reusing and treatment lines for hazardous solid waste; socialize the solid waste management (transition projects); conduct the separation at the source at the high level. The total investment is estimated about 1,610 billion VND, in which, about 862 billion VND for the period up to 2015, about 748 billion VND for the period from 2016 to 2020. Fund source: government budget (244 billion), loan from ODA organizations and other foreign organizations (588 billion), grant (248 billion), socialization fund from private enterprises and other fund sources (532 billion).

d. Cost estimation:

Article 2. To assign the Department of Construction to bear the main responsibility and get the coordination of other departments and Peoples Committees of districts/city to instruct and implement all the contents of the Plan enclosed to this Decision; and make the periodical reports on the situation, especially on the difficulties and problems, sending to the PPC for timely direction and solution. Article 3. The Chief of PPC Secretariat, the Directors of the Department of Planning and Investment, Construction, National Resources and Environment, Finance, Industry and Commerce, Science and Technology, Health, the Chief of Nhon Hoi Economic Zone Management Unit, the Chairpersons of district/city Peoples Committees, and the heads of relating agencies are responsible for executing this Decision since the signing date./.

TASK ASSIGNMENT ON THE IMPLEMENTATION OF THE PROVINCE SOLID WASTE MASTER PLAN FOR THE URBAN AREAS AND THE INDUSTRIAL ZONES IN BINH DINH AREA UP TO 2020 (Enclosing to the Decision Nr.637/QD-UBND dated 27 August 2009 of the Provincial Peoples Committee)
Agency Department of Construction Functions, duties Be the advisor of the PPC in directing the implementation of the PSWMP for the urban areas and the industrial zones in the province up to 2020, be the leader in the coordination with other departments to draw up an implementation plan up to 2020. Assess the construction plan of solid waste treatment plants, monitor and supervise the construction as planned. Coordinate with the districts and the Department of Planning and Investment to make the list of investment projects according to the priority order to arrange the fund sources (government budget, ODA fund and other fund sources according to the socialization policy). Bear the main responsibility in the coordination with other departments to draw up the Provincial Solid Waste Management Regulation (in the districts, city, industrial zones, and health enterprises) and then submit it to the PPC for approval as a basement of state management. Bear the responsibility in the coordination with the Department of Natural Resources and Environment to instruct the district/city Peoples Committees on the technical standards and conditions of location selection and solid waste intermediate point construction at rural residential zones. Bear the main responsibility in the coordination with the relating departments to draw up investment incentive policies for the organizations that take part in the solid waste collection, transport and treatment in the province, and then submit it to the PPC for approval. Bear the main responsibility in the coordination with the relating departments to submit the Tender Regulation or Order Regulation of solid waste collection, transport and treatment service in the province to the PPC for approval and issuing. Arrange the government budget for the solid waste management plans approved by the PPC. Be in charge of the state management on environment matters at the intermediate points, solid waste treatment plants in the province. Bear the main responsibility in the coordination with the Department of Industry and Commerce, Binh Dinh Economic Zone Management Unit and the district/city PCs to periodically inspect and supervise the solid waste management situation at the

Bear the main responsibility in the coordination with the Department of Health to periodically inspect and supervise the solid waste management situation at the health agencies in the province. Preside over the program of solid waste separation at the source. Bear the main responsibility in the coordination with other departments to appraise the compositions and properties of solid waste imported to Binh Dinh. Make annual reports on solid waste management, including domestic solid waste, industrial solid waste, health solid waste and hazardous solid waste in the province, and then send them to the Provincial Peoples Council and Provincial Peoples Committee. Coordinate with the Department of Natural Resources and Environment to instruct the district/city Peoples Committees on the technical standards and conditions of location selection and solid waste intermediate point construction at rural residential zones. Appraise and submit the tariff of solid waste collection, transport and treatment service in the province to the PPC for approval. Bear the main responsibility in the coordination with other departments to draw up tax and finance incentive policies for the organizations that take part in the socialization of solid waste management. Be in charge of the state management on industrial solid waste, monitor and supervise regularly the compositions of industrial solid waste, the amount of solid waste at industrial zones, trade villages and enterprises, and the implementation of solid waste management regulations in the province. Give the instructions on the collection, transport and treatment of hazardous solid waste originated from industrial production. Direct and organize the solid waste management within their scales of control. Coordinate with environment inspectors and environment police officers to inspect and penalize any breach of environmental protection regulations in term of solid waste at industrial zones. Be in charge of the state management on health solid waste in the province. Regularly supervise the collection and treatment of hazardous solid waste originated from health activities in the province. Appraise the technologies and equipments of solid waste treatment and recycling in the province. Appraise the treatment technologies of hazardous solid waste in the province.
