BOUT NEIGHBOURS LIVE Neighbours Live is a non profit organization enhancing the participation of the community in embracing good neighbourhood by implementing programs that are designed to alleviate human suffering through Education, Humanitarian response and Advocacy programs in the community for vulnerable children in Nairobi Kenya.

Vision

Be focused with collective responsibility to facilitate childrens rights and sustainable development in the community. ACTIVITIES NEIGHBOURS LIVE 4

Neighbours Live will be implementing the following activities in its three program focus areas;
Program focus area EDUCATION PROGRAM Activities Support Early Childhood Care Development - ECCD Projects in the informal settlements. Initiate and run childrens community libraries and resource centers in the informal settlements. Train Sign language to ease communication with the deaf Initiate and facilitate Drama, music and sports festivals for community schools in Nairobi Kenya. Initiate an award program for actors in children projects in the community. Facilitate a feeding program for children in community schools in the informal settlements. Conduct HIV/AIDS Home Based Care HBC and other health programs in the informal settlements. Respond to childrens emergency situations. Publicity and awareness creation on child rights. Comfort Home program (for house helps). Environmental initiatives for children. Basic life skills projects for children.

EXECUTIVE SUMMARY Like most African countries, Kenya is a signatory to the UN convention on the rights of children (1989) and she is also a signatory of the African charter an agreement that legally binds States in the southern continent of Africa to implement programs aimed at alleviating human suffering among children. Such range from monitoring child rights, programs on HIV/AIDS to implementing universal free primary education. In the late eighty's Kenya experienced a dramatic evolution of the emergency and mushrooming of community schools for poor children. Then the Kenya African national union (KANU) then ruling party could not promote Universal free primary education. This meant that children coming from poor families and had attained the school enrolment age could not be admitted in mainstream learning because they could not afford school fees and related costs of education. Though remote, the civil society in Kenya convinced the idea of establishing community schools as an alternative formation to the learning foundations of children living in informal settlements and from poor families. Today the coalition government is implementing free primary education, that to a big extend has absorbed a number of children (boys and girls) from poor families with support from well-wishers catering for other related schooling needs on their behalf. However, as a result of high population, it is clear that the poorest children cannot manage to enroll, retain and return in mainstream learning due to hidden costs that are attached to it and the high cost of living. INTRODUCTION "NEIGHBOURS LIVE" is a non profit organization implementing programs that are designed to alleviate human suffering among children whom among them live orphaned children who are either infected or affected by HIV/AIDS. It was founded in 2008 to provide alternative formal education and humanitarian concerns within the community. The organization is currently in the process of mapping for Early Childhood Care Development (ECCD) child related programs in the informal settlements in Nairobi and its environs in Kenya. The program aims to cater for poor children out of class from institutions founded within communities to dispense formal education, healthcare and HIV/AIDS Home Based Care programs. Usually teachers, social workers and volunteers trained or untrained in these schools and the community neighbour-hoods offer their services at no cost. These schools unlike mainstream state supported schools where education is exclusively dispensed offer extra needs such as food, clothing, shelter and healthcare to sustain leaning. Pupils don't have to wear school uniform or shoes to learn, nor are they required to write in exercise books but may use foolscaps and other note pads, text books are shared, bullpens, pencils and learning/teaching aids and materials are obtained either from well-wishers or cost sharing with guardians. 100per cent of community schools are both in slums or slum neighbour - hoods in Kenya. The role of the organization is in limelight as a solution/option in catering for the unprivileged society segment within which community schools and other children programs are organized and is a voice of reason articulating rights of children from poor homes/slums. The organization collaborates with other children institutions to spearhead for the achievement of alternative education, humanitarian response and advocacy programs for children living in the informal settlements in Nairobi. RATIONALE Extra-curriculum activities are instruments within which the growth and development of children can be arrived at, children in community schools often in their formative learning stages do not access mainstream curricula activities due to inadequate facilities and resources to implement them in the pedagogic timetable. Unlike in mainstream learning, where the ministry of Education Science and Technology conducts annual events, reading culture and other organized child related resource programs for mainstream schools, community schools are excluded. This means that added learning experiences, knowledge and skills acquired and transferred to children taking part in the programs are foreign to children learning in community schools environment. NEIGHBOURS LIVE has identified the need and committed to initiate the first and only child friendly mini-mobile libraries and resource center project that is not only geared towards positive exposure for children but also for creativity, education and competence amongst the orphans and vulnerable children (OVC) population from different walks of life living in informal settlements in Nairobi and its environs.

A. Objectives In the process of initiating the children resource project in Nairobi, NEIGHBOURS LIVE is objectively aimed at bringing children together to; i. Promote the use of extra-curriculum activities as tools for achieving formative growth and development that will enhance the role of the child in the society. Stimulate creativity and innovativeness among children in the community and identify their talents, gifts and potentials to nurture and develop them for posterity; Spearhead awareness creation on the proven abilities of the underprivileged children in the society by giving them opportunities to share and speak for themselves on problems confronting them for positive actions to be taken.

B. Theme Fighting poverty through the reading culture. Detailed description of activities The following are key activities that will be implemented during the project period and beyond; 1. Training of Facilitators/Project Staff Workshop This will be the first activity and essential before the actual roll out of activities on the ground. The workshop will be held in Nairobi and will bring together all NEIGHBOURS LIVE staff to be involved in the implementation of the Project. NEIGHBOURS LIVE will recruit the facilitators from its existing pool of ECD teachers who have experience in community mobilization and facilitation of childrens programs of the nature as envisaged in this project. Since the participants of the workshop will be persons who have undergone previous training on children programs and have experience on the ground, the methodology will be as participatory as possible. The broad objectives for the activity will include: i. ii. iii. To orient and equip the project staff with strong understanding of NEIGHBOURS LIVE childrens project for effective implementation. To impart/refresh practical and effective childrens facilitation and communication skills to the facilitators on the project. To reflect on effective mapping and mobilization strategies for the project.

2. Mapping NEIGHBOURS LIVE will conduct a mapping exercise in the first month of the project implementation. The exercise will entail; i. ii. Confirming and identifying new project implementation entry points within the coverage area and its environs. Analyzing any possible challenges in terms of insecurity, location of the project entry points etc before the initial implementation of the project in the coverage area. Obtaining documented approvals from the relevant authorities consenting NEIGHBOURS LIVE intention to implement the project in the concerned areas.

3. Fieldwork/Outreach Sessions NEIGHBOURS LIVE will conduct a reading culture by employing fulltime ECD teachers (facilitators) for all the areas to be covered by this project. The facilitators will transverse the geographical area and will make outreach sessions to children homes, community schools and other organized children group meetings. During the sessions, the facilitator will issue educational books and materials and facilitate reading, hold discussions and engage in any other creative artwork with participating children. Reading/Library sessions; Children will sample and read variety of story books, magazines and perform creative artwork that will include drawing, coloring and puzzle-work in the facility and the mobile library program. Games and Entertainment; During the project implementation, children will also be grouped to participate in a variety of games and entertainment based on their interests that will include; indoors apparatus and watching child friendly educational documentaries. The broad objectives of the outreach sessions will include: a. Enlisting children interest in participating in the sustainable development for a better world through the reading culture. b. Providing a forum for discussing childrens rights and social issues with an aim of enhancing good neighbourhood amongst children from all walks of life in the society. The main aim of this activity is to motivate and enlist interest of teachers and parents of children in community schools to retain, return and enroll as many children as possible in their respective learning institutions in the informal NEIGHBOURS LIVE 8

settlements as a means of attain and contribution toward the Millennium Development Goal MDG (education for all) i.e.; i. ii. iii. Retention: to ensure children in the community currently enrolled in school stay in school. Return: to ensure children in the community who have drooped out, return to school. Enroll: to ensure that children in the community who have never been to school and have attained school enrolment age are enrolled.

Exchange/Review meetings NEIGHBOURS LIVE shall have a project exchange meetings with the field officers thrice during the project period to assess gains, impact and exchange of ideas, strategies etc to better the project results that will determine the sustainability of the project. 6. Monitoring and Evaluation Monitoring and Evaluation is a critical component of all NEIGHBOURS LIVE projects. NEIGHBOURS LIVE has developed a Monitoring and Evaluation (M&E) framework, which is designed to measure progress towards the achievement envisaged in any project to be implemented. Mechanisms will be put in place to improve data collection and flow mechanisms to ensure quality, valid and accurate data. Existing data collection mechanisms will be enabled and new systems developed to respond to the data needs imposed by this project. Existing systems include activity report forms filled after every activity, monthly data reports and monthly narrative reports all compiled by the field officers and submitted timely to the secretariat. Regular field visits will be conducted on the ground to ensure that activities are being implemented as planned. During these field visits, the project staff will have an opportunity to discuss with the field staff and school teachers and solve any challenges the project might be incurring on the ground. A review meeting will also be held after every three months to take stock and will have an opportunity to realign the activities based on realities on the ground not envisaged at the time of the project design. An end of review meeting will be conducted after the completion of the report which will take stock of the project, share and document lessons learned and best practices which can be adopted in the future similar projects. Children will be assessed on how they are adopting and using their skills. There will be data collection on the retention, return and enrolment of children and the general project implementation impact. Procedures for monitoring and evaluation NEIGHBOURS LIVE shall develop monitoring and evaluation framework which shall capture the following: NEIGHBOURS LIVE 9

a) Performance level b) Conformity level NEIGHBOURS LIVE shall use an M and E tool developed by project secretariat (e.g. observation form with question and answer). NEIGHBOURS LIVE shall conduct monthly field visits. D. Work Plan NEIGHBOURS LIVE proposes the following main activities of the assignment, their content and duration.

E. Organization Project Staffing Tasks, The following are the proposed staffing for the project.

F. The target group The following is the description of the role and participation in the action of the various actors (local partner, target groups, local authorities, etc.), and their contribution to the achievement of results to this project; i. Community schools - shall be used as the main entry points during the mobilization of our target group and provide venues for the project during the implementation period. The community The Government Shall provides security and relevant permits where need be during the project implementation. Target Group Children will be the main beneficiaries of the Project and will directly attend and participate in the project planned activities.

Humanitarian Aid agencies Will provides the necessary assistance to children i.e. mounting medical camps and feeding program among others social initiatives in the community.

G. Sustainability In addition to the project funding, NEIGHBOURS LIVE in collaboration with the community and other local partners will give kind and full time contribution to the project by i.e. i. ii. iii. Providing additional resource materials and facilitating for long term Income Support projects for young parents in the community. Contributing to availing some of the facility furniture and equipments not reflected in the budget i.e. shelves for the books, chairs and tables etc. NEIGHBOURS LIVE and the community will source for more funds to contribute towards paying the full time project facilitators and resource attendants on a monthly basis after the project fund implementation period is terminated. NEIGHBOURS LIVE will further source for more children reading materials from the community, other development partners and partner with the Kenya National Library Services on a mobile library program.
