AFFIDAVIT IN SUPPORT OF A CRIMINAL COMPLAINT

I, Beau Bourgeois, being duly sworn, state:

I am a Special Agent employed by the Federal Bureau of Investigation (FBI). I

am assigned to the Violent Crimes Task Force in Washington, D.C. and Northern Virginia. My
duties include, but are not limited to, investigations of bank robberies.

The facts and information contained in this affidavit are based upon my training

and experience, participation in investigations, personal knowledge and observations during the
course of this investigation, as well as the observations of other agents involved in this

investigation. All observations not personally made by me were relayed to me by the individuals who made them or are based on my review of records, documents and other physical evidence

obtained during the course of this investigation. This affidavit contains information necessary to support probable cause. It is not intended to include each and every fact and matter observed by
me or known to the United States.

This affidavit is submitted in support of a Criminal Complaint charging that on

June 8, 2011, in Fairfax County, Virginia, within the Eastern District of Virginia, EDWARD
ANDREWS, did knowingly and unlawfully, delay and affect commerce and the movement of

articles and commodities in such commerce, by robbery, in violation of Title 18, United States
Code, Section 1951.

The FBI and Fairfax County Police Department (FCPD) are investigating a series

of bank robberies that occurred within Fairfax County, Virginia on April 11, 2011, May 6,
2011, May 13,2011, May 19,2011, and June 6,2011.

Following the May 6,2011 robbery of a Wachovia Bank in McLean, Virginia, the

assailant entered a white or cream colored Lexus SUV and fled the scene after receiving a dyepack.

Following the May 19, 2011 robbery of the United Bank at 2071 Chain Bridge

Road, Vienna, Virginia, the assailant entered a gold Toyota sedan bearing partial Maryland tag
0287. A dye-pack exploded inside the vehicle. 7. A check of vehicles in Maryland matching the description of the May 19, 2011

robbery reveals that a 2005 gold Toyota Camry bearing Maryland tag XXXX287 is registered to
YOLANDA ANTOINETTE ANDREWS (DOB: XXXX, 1971; SSN: XXX-XX-5302) at XXXX

Iverson Street, Apartment XXXX, Oxon Hill, Maryland. Records checks also show that a 2001 White Lexus RX SUV bearing Maryland tag XXXX5M6 is registered to YOLANDA
ANTOINETTE ANDREWS at the same address.

On June 7,2011, pursuant to a Warrant, the FBI placed a GPS tracker on the 2001

White Lexus RX SUV bearing Maryland tag XXXX5M6 while the vehicle was parked outside of
the Iverson Street address. Law enforcement officers observed this vehicle outside of the

Iverson Street address on multiple occasions during the previous three weeks.
9. On June 8, 2011, the assailant entered the BB&T Bank located at 2941 Chain

Bridge Road, McLean, Virginia. The assailant was wearing a jacket over a red shirt and armed

with a handgun. The assailantjumped on the teller counter, pointed a gun at a teller, and told the
teller to open the cash drawer. The assailant took money, including a dye pack, and placed it in his pants. The assailant then exited the bank. 10. After exiting the bank, smoke emanated from inside the assailant's pants. The

assailant then hid in the bushes near a church parking lot at 2951 Chain Bridge Road. The assailant entered a white Lexus SUV and drove on to Chain Bridge Road. The assailant passed
the bank in the Lexus SUV. The assailant was wearing a red shirt.

Upon report of the robbery, the FBI queried the location of the 2001 White Lexus
The query showed that the vehicle was on

RX SUV bearing Maryland tag XXXX5M6.


Interstate 495 near Gallows Road.

FCPD officers located the vehicle and followed it. The individual driving the

2001 White Lexus RX SUV bearing Maryland tag XXXX5M6 resembled the assailant from the

bank robbery. Officers from FCPD and the Virginia State Police attempted to stop the vehicle. The vehicle failed to yield to officers. A pursuit ensued through Maryland before ending in Washington, D.C. EDWARD ANDREWS (DOB: XXXX, 1964; SSN: XXX-XX-8878) was arrested. Officers observed dye-stains and money inside EDWARD ANDREWS's pants. 13. The BB&T Bank is insured by the Federal Deposit Insurance Corporation (FDIC).

Based upon the above information, I respectfully submit there is probable cause to

believe that on June 8, 2011, in Fairfax County, Virginia, within the Eastern District of Virginia, EDWARD ANDREWS, did knowingly and unlawfully, delay and affect commerce and the
movement of articles and commodities in such commerce, by robbery, in violation of Title 18,
United States Code, Section 1951.
