Policy and Programme Development

Policy and programme development takes place
Bottom-up: Agencies develop proposals to parent Ministries for adoption Top-down: Ministries formulate high-level policies for implementation by Agencies Cross-Agency / cross-Ministry

Coordination undertaken at E2PO or other projectspecific platforms that are set up under the E2PO framework to drive special programmes

Policy and Programme Development

Energy for Growth 2007
Developed by Energy Policy Group MTI, MEWR, MFA, EDB, NEA, LTA, BCA,

A*STAR EE could reduce dependence on imports, enhance energy security, reduce carbon intensity, air pollution and business costs. Energy Efficiency Programme Office Initiated development of a comprehensive national energy efficiency plan taking a sectoral approach

Policy and Programme Development

Sustainable Singapore Blueprint 2009
Developed by MND, MEWR, MOF, MOT, MTI Specific 2030 goals and programmes 35% improvement in energy intensity

from 2005 levels by 2030 Interim target of 20% improvement in energy intensity by 2020 Broad outline of key thrusts of EE policy

Policy and Programme Development

Inter-ministerial Committee on Climate Change 2007
MFA, MTI, MEWR, MTI, MND, MOT Copenhagen 2009 MOP 5
Unilateral pledge to reduce emissions

by 7-11% below BAU by 2020 Conditional pledge to reduce emissions by a stretch 16% below BAU by 2020

Whole of Government Approach

Why is a whole-of-government approach being taken?
EE policy is growing is becoming more complex Important policy tool - energy supply security, environmental impact of

energy use, economic competitiveness, energy affordability Increasing integration of verticals and horizontals Smart grids + electric vehicles + smart buildings + smart homes and appliances SMART COMMUNITIES Necessary to coordinate across functions Agencies leverage on each others existing platforms to reach out to energy consuming sectors and communities Reduced duplication of skill sets

Examples

Examples

Examples
Green Data Centers Innovation Challenge
Provide an opportunity for DC operators to participate in rapid deployment of innovative Green DC technology

Electric Vehicle Testbedding

Provide an open platform for industry players to test out different EV prototypes as well as vehicle charging technologies

Smart Grid Research Facility

Attract new companies to invest in new energy and smart grid technologies at the smart grid research facility being built on Jurong Island

Green Building Research Programme

Support R&D on building energy management systems, wireless sensing technology, advanced lighting technology, alternative cooling technology

Diesel Hybrid Bus Trial
