List of international institutions INTOSAI 2004 Foreword The 17th International Congress of Supreme Audit Institutions (INCOSAI XVII) in Seoul 2001 decided to establish an ad hoc working group of a limited number of interested SAIs to elaborate and propose guidance on the audit of international institutions by SAIs. As a consequence the Working Group on the audit of international institutions (WGAII) was formed after INCOSAI XVII. It developed a number of products to be presented at INCOSAI XVIII in Budapest in 2004: 1. "Principles for best audit arrangements for international institutions" (intended as an official INTOSAI document after decision by the Congress), and 2. three working group products, namely "Best practice example of financial rules and regulations concerning audit arrangements in international institutions", "Audit of international institutions - guidance for Supreme Audit Institutions (SAIs)" and "List of international institutions". The working group products are intended for interested SAIs as well as for other interested parties like government representatives in the governing bodies of international institutions and the management of international institutions. According to the recommendation of INCOSAI XVII, the working group developed a definition of an international institution to guide its work: An international institution is an organisation whether or not established by a treaty, in which two or more states (or government agencies or publicly funded bodies) are members and in which a joint financial interest is overseen by a governing body. The purpose of such an international institution could be to achieve international cooperation in dealing with issues of an economical, technical, social, cultural or humanitarian character. This could be co-operation in the field of governance, security, finance, scientific research, environment or the realization of joint technical, economical, financial or social projects. This definition formed the basis for the development of the present "List of international institutions". On occasion of INCOSAI XVIII in 2004 in Budapest, the

List of international institutions INTOSAI 2004 list will be made available to the INTOSAI community as hardcopy in a condensed form and with more details electronically on INTOSAI's web-site (http://www.intosai.org). It should be mentioned, that the list in its first run might not be exhaustive. Therefore the list could be enhanced and regularly updated to provide for SAIs actual details of forthcoming appointments for external audits of international institutions. All suggestions of INTOSAI members with respect to corrections and amendments or any other relevant information and inquiries are welcome and should be directed either to the Working Group Chair or to the INTOSAI General Secretariat.

Additional information The African Development Bank is a regional multilateral development bank, engaged in promoting the economic development and social progress of its Regional Member Countries in Africa. The Bank's principal functions are to provide for member countries loans and equity investments as well as technical assistance, to promote investment of public and private capital and to respond to requests for assistance in coordinating development policies and plans. The African Development Fund provides development finance on concessional terms to low-income member countries which are unable to borrow on the non-concessional terms of the Bank.
