Synopsis: To place this document on record in the Task Force control file and to place a copy on the top seri-al j-n every investigative file containing forensic work performed by any of the thirteen Laboratory Examiners whose scientific work was criticized by the OIG. Reference: 56F-HQ-A!211968 Seria1 B2 Detaile: BE ADVISED, one or more of the TJaboratory Examiners who performed scj-entifiq analysis in this investigation was criticized in the OIG|s report issued on April 15, !997. The OIG conducted a thorough review of allegations of wrongdoing and improper practices within certain sections of the FBI Laboratory. It issued a report which, among other flndings, was critical of Lhe scientific work performed by thirteen lndividual examiners assigned to the Lab. The allegations and crit,icisms concerning these individuals varies greatly and in some inst,ances is case specific. rf the forensic work contained in Lhis file is used in any way in the future, both the OIG's findings and the forensic analysis of the examiners should be reviewe-d. In addition. 1egal advice shoul-d be obtained as to the FBI's disclosure obligations. The criticized examiners are, in alphabetical order: (1) Richard Hahn, (2) Robert Heckman, (3) Wallace Higgins,

At approxinately 10:02 Pld on L/4/80, an undetonated bonb was discovered by a pedestrian in a parking 1ot used by the Golden Shel1 Restaurant. Chicago, I1linois. At approximately 11:58 Al'l orL l/5/80 a borirb exploded behind the Club Continental, Chicago, killing Vincent D. Leone. At the time of the explosion, Leone rvas on duty lrith the Chicaso Departrnent of Streets and Sanitation and was in close*proxinity to the bomb. No individuaL or group claimed responsibility for the bombings. Investigation resulted in recovery of a considerable amount of evidence. Intervierrr of logical witnesses at both sites failed to positively identify any suspect(s) . -P

One bag eontaini-ng numerous lengths of blue' yellorv, orange aud bror.m vrires trith black three,/quarter inch vinyl electrieian's tape adhering' to the ends of the vrires. 0n Satunday, JanuarY 5, 1980 at approxirnately 12:00 noonrshe was sitting in the office of the Gondon Plunbing Comoany located at 5507 No::th Lincoln Avenue. She had hea::d a lange explosion and went out the back of the plunbing office into the a1Iey to investigate. Upon neaching the alley, she sanv what appeaned to be an eldenly pe:rson coveued by a pink blanket. At fi:rst she thought theit it was hen mother and she became ext:nemely upset. 'Upon closen examination she detenmined that it was not hen mothen, but a white male who had been covened up r+ith a blanket aften appanently being injuned in
the explosion.
She had not seen this man befone, but did notice that there was a van pa:rked close by in the a11ey. She stated . she had not seen the van in the al1ey befpne, but had heard fnom other.s who we::e gathened at the seene that the person who was lying on the g:round was the ownen of the van an<l that dnive:'s fr.om the Dv Dee-hlash Diapen Se:rvice located on llonth Lincoln Avenue had been talking to the dniven of the van just pnion to the explosion. She continued that aften seeing that the inju::ed person was not hen mothen she began wal-king back to the rear entnanee of the plurnbing stone. She was sti11 in a somewhat dazed cond'liien when she turned anound to look again at the scene. A woman, whorn she cannot nememben non does she believe she could identifrr, walked up to he:r and Save hen a wad of bil1s vrhich were bl-oodsoaked. The woman told her that this She was f::om the injured man and that she should have it. stated that she does not know who this woman elasr but she took the money anci then immediately tunned it oven to an officen of the Chicago Poliee Deoa::tment who was on the scene. She stated that she did not count the money, but the ltas aPPeared to contain ones, tens, and twenty-doIIar bi11s.
