Upfront payment of Annuity

Primarily a social security benefit scheme; upfront commutation permissible only in case of less than one acre; Amount of upfront payment is @ 30% of the Gross Amount. Purchase of Company shares is a high-risk investment without any assured returns/ dividends. Accordingly, no such provision has been kept in Haryana Policy. Instead, in cases of acquisition of land for Private Development, the rates of Annuity and the annual increase are twice the normal amount, which is a much better, safer and assured option.

Allotment of Developed Land

Haryana Policy provides for allotment of commercial sites/ industrial plots in cases where 75% or more land, subject to a minimum of one acre, is acquired in all cases of acquisitions for HUDA, HSIIDC and HSAMB. These plots are allotted at 20% discounted price and are free from any transferability restrictions.

residential plot shall be given free. the landowners in the case of HUDA, HSIIDC and HSAMB at a price discounted by 20%. The maximum ceiling for allotment of plots is capped at 50% of the acquired land. Haryana Policy provides for assured employment in Government sector for those whose 75% or more land, subject to a minimum of 2 acres, is acquired for any Government Project other than those for HUDA, HSIIDC and HSAMB.

Where 100% of the land is acquired for private development, one dependent of the family rendered landless would be adjusted in jobs in the Company as per their educational qualifications. Further sum equal to minimum wages for 5 years will be given cash. In case of part acquisition, wages for 500 days shall be given. If a person becomes landless, a 40 sq. metre residential plot shall be given free.

The Policy provides for assured allotment of a residential plot in these cases where a self-occupied residential house gets acquired for unavoidable reasons.

Agricultural/nonagricultural labourer affected shall be given wages ranging from 250 to 625 days. The facility granted to the landowners who buy agricultural land within the amount of compensation within one year in the state of Uttar Pradesh Kisan Bhawan cum Community Center and Model School ( VIII std) along with play ground will be developed by the Private Developer No Provision

Specific provision made for capacitybuilding and skill development of these categories for improving their employability with 1% of the compensation amount allocated/ earmarked for the purpose. would allocate the 16% developed land amongst themselves. There is also uncertainty about the allocation of inter-se nonagricultural uses in respect of 50% of the returned land. It is likely to lead to disputes. Further, the identification of affected landless persons to whom wages are proposed to be paid remains a major issue.
