1. Have you ever owned or managed a business? If yes, please explain. a. Yes, I currently operate Flygare & Associates, Inc., a professional legal services

corporaton, which will be celebrating its 34th year of operation in 2012.


2. What is your political philosophy? a. This is a very rhetorical question but I will try to answer as succinctly as possible. My

favorite presidents of the United States of America are George Washington, John Adams, Thomas Jefferson and one of my favorite non-presidents is Benjamin Franklin. George Washington was a courageous leader, unafraid to meet challenges head on. John Adams was a brilliant strategist and organizer of people. Thomas Jefferson was an architect who played a major role in designing our government.

Benjamin Franklin was a man of the people willing to serve at any and all levels where his fellow countrymen needed him. If you were to combine those personalities and were able to squeeze out a statement on political philosophy, that is pretty much what you would find in my thinking of politics and government. To effectively serve the all of the people in Federal Way as well as any other governmental position within the United States of America, ones political philosophy should contain all of those elements. Mine does...vote for Roger Flygare!

3. About how much net profit do you think the average Washington business earns?

To be honest with you, I do not know the answer, but this is some information I am aware of generally:

a. Over the years, I have managed a judicial campaign and state legislative campaigns.

Marilyn Sellers for King County Superior Court, Frank Warnke and Ernie Crane for state legislature, as well as worked on Mike Todds campaign and a number of other

campaigns. I spearheaded a group to keep a Level 5 Sexual Offender Transition Home out of Federal Way and this was successful. I spearheaded the South King County Ball field relocation effort and that was successful as well.
6. Do you have any previous experience with the local government office you seek? If yes,

please describe.
a. No.

7. How much of your personal time and money do you plan to invest in your campaign? a. A lot of time, walking neighborhoods, going to community meetings, hosted coffee hours,

and other events as may arise.


b. My estimate for this campaign for Federal Way City Council is more likely than not going

to be in the range of 5 to 8k.


8. One key element in any successful campaign is the ability of the candidate to raise campaign

funds. What amount of money have you budgeted for this campaign and how much have you raised to date?
a. I have raised approximately 2.5k so far. 9. Have you contracted with a firm or individual to manage your campaign? If so, please

provide the name and address of the firm/individual. If not, what are your plans regarding management of the campaign?
a. This is a campaign for city council and it will be a grassroots campaign and not

professionally managed. My campaign manager, though, is Jona Christoe.


10. Do you accept PAC funds? a. It is my understanding that PACs are not necessarily involved in city council races and I

do not expect this to become an option.


11. Is there any organization or group from whom you would not accept PAC funds or an

endorsement?
a. I am sure there are PACs that I would not accept money from as well as certain

individuals as well. Those decisions to accept money and/or endorsements will be made on a one-to-one basis.

than any other, do you want to see accomplished?


a. Another tough question since there are a number of hot button topics in the community,

but I think the overwhelming and head of the list two issues are the vacant AMC lot and the removal of Federal Way for a light rail connection.
16. Once elected, what committee assignment(s) would you seek? a. I am interested in land use and budget issues so I would probably be looking at those as

primary committees of choice but regardless of my personal choices I will serve the citizens of Federal Way where needed the most.
17. If Federal Way is facing a revenue shortfall, would you work to raise taxes and fees in order

to keep the current programs and services, would you advocate cutting programs and services, or would you do some of both? Which programs and services would you cut first?
a. I think the city council in general as well as the mayors of fice are empowered by the

people to identify sources of revenue, use those revenues wisely, and when shortfalls unexpectedly arise to work with the citizens to find solutions so as to abate cutting programs and services.

Complete programs may have to be eliminated because to reduce them may cause a crippling effect and therefore create a waste of public funds by that department not being able to carry out its mission. The City of Federal Way might well consider combining some of its services with other nearby city governments like Des Moines and Auburn in keeping everyones services as vibrant as possible. Having not been on the council, I am not intimately aware of the possibilities that might exist but you can be sure that I would work hard to find them.

1. Have you ever owned or managed a business? If yes, please explain.

For 5 years I managed the Federal Way PTA Clothing Bank serving the children of the Federal Way School District. We turned away no one, everyone was welcome. We were open twice a week. In addition to being open twice a week I worked to get grants and funding from City of Federal Way and King County. We also received funding from schools, churches and individuals. I coordinated the volunteers which came from the schools. I also coordinated volunteers from youth groups and churches.
2. What is your political philosophy?

The Federal Way City Council is a non-partisan race. I am an independent thinker and am not afraid to take a stand on hard issues no matter liberal or conservative.
3. About how much net profit do you think the average Washington business earns?

Net profit is total income minus total expenses, essentially the bottomline; is the business making money. I have researched this issue and Ive been told from the Valerie Torris, Advocate for Business in the State of Washington, that net profit is not reported but gross income is reported to the State. I am doing further research and talking to Cosette Gibson-Pfaff, SSRBi Executive Director for further clarification on this topic.

4. Have you sought elective of ice before? If so, please describe the of ice, the level and the f f

outcome. I sought an appointment to an empty Directors seat on the Federal Way School Board. Audrey Germanis was awarded the seat. I was elected 5 times to PTA President of several schools and President of the Federal Way PTSA Council.
5. Have you been involved in a campaign on behalf of another candidate or cause? If so,

please identify the candidate or cause and describe your role. I have worked on two Presidential Campaigns, Director Ann M urphys campaign for Federal Way School Board, Linda Kochmars campaign for Mayor of Federal Way, I was Co-Chair of the Federal Way School Levy of 1996 and worked on many other Levies and Bond issues for the Federal Way School District.
6. Do you have any previous experience with the local government of ice you seek? If yes, f

please describe. I have served on the Federal Ways Arts Commission and Diversity Commission for the last 6 years. I have been Chair of the Arts Commission for the last 3 years and have been Chair of the Diversity Commission for the last year. This experience will help me when I become a Federal Way City Councilwoman.
7. How much of your personal time and money do you plan to invest in your campaign?

I expect to spend FULL time on my campaign and invest what personal resources needed it takes to win the election within the legal limits of the Public Disclosure Commission.
8. One key element in any successful campaign is the ability of the candidate to raise

campaign funds. What amount of money have you budgeted for this campaign and how much have you raised to date? Weve budgeted $10,000 for the Primary Election and have raised $6,033 to date.

At this time I do not believe I will accept PAC funds. I would like to remain Independent and support all businesses and causes.

Because this is a non-partisan race I will not be seeking the Republican nor Democrat endorsement.
12. Is there anything in your background that, if publicized, would prove an embarrassment

to you or the organizations endorsing you? After much thought I do not believe there is anything in my background that would prove to be an embarrassment to anyone who supports me.
13. Have you sought and/or received the endorsement of any other organizations? If so,

please list them. I have sought the endorsement of the National Women Political Caucus of Washington. I will be interviewing for the Tacoma News Tribune endorsement.

15. Realizing that you may be serving Federal Way in of ice next year, what one thing, more f

than any other, do you want to see accomplished? As a Council member, I would like to see our buildings and stores occupied. In order to do this I believe that we should form a downtown association of merchants and property owners who can work together along with the City and Chamber to strengthen our downtown core. By reaching out, advertising and targeting select markets we can take small steps to redevelop our downtown core and bring jobs to Federal Way.
16. Once elected, what committee assignment(s) would you seek?

Parks, Recreation, Human Services and Public Safety. I regularly attend these meetings to report on the Arts and Diversity Commissions. I have also represented my neighborhood concerns during these meetings.
17. If Federal Way is facing a revenue shortfall, would you work to raise taxes and fees in

order to keep the current programs and services, would you advocate cutting programs and services, or would you do some of both? Which programs and services would you cut first? I would not cut any programs or services. I would go through the budget line by line and find out where we can make reductions in spending. By doing this I would find inef iciencies and waste, cut them and not make a big impact on citizens. I would not f increase taxes or fees.

I will work on campaign related activities most evenings and weekends. I plan on investing $2000.

campaign funds. What amount of money have you budgeted for this campaign and how much have you raised to date? I entered the race late, so I hadnt built a network of support. M y plan at this point is to win the primary and then ask for help in the general.

provide the name and address of the firm/individual. If not, what are your plans regarding management of the campaign? No. I have gotten pretty good at asking for advise, which is usually free. To date it has all been very useful.

I have not asked for anyones endorsement yet.


15. Realizing that you may be serving Federal Way in of ice next year, what one thing, more f

than any other, do you want to see accomplished? The budget is a big issue, but after talking with the Mayor I have confidence the tough decisions are being made and will continue to be made. The one thing I would focus on is getting some movement on developing the A MC site. Federal Way needs to fight blight and provide incentive and opportunity for development that will serve as a magnet for South Puget Sound.

order to keep the current programs and services, would you advocate cutting programs and services, or would you do some of both? Which programs and services would you cut first? The reality right now is that government, like all of us, has to do more with less.

I dont think there is any appetite for a tax increase in Federal Way. While we have a revenue problem now, we will always have a revenue problem if we resort to tax increases to solve them. Tax increases tend to disincentivize income-producing activities, making them ultimately counterproductive when facing a revenue shortfall. Regarding fees, I dont think fees should be raised across the board to meet a short-term revenue goal. Regarding which programs and services I would cut first, assuming it was necessary, I would consult with the boards and commissions to get their recommendations.
