Dr. Paul William Grunmeier
Dr. Paul William Grunmeier, 83, Winchester, died Tuesday, July 5. Dr Grunmeier was born in 1928, in Bethlehem, PA. He was the only child of Paul A. and Agnes Wilhelmina Grunmeier. His wife, Mary Jackson Braithwaite Grunmeier preceded him in death in June, 2007. Surviving are four daughters; Mary Grunmeier of Whippany, NJ; Maggie DeFilippis and husband, Jim of Los Angeles, CA; Ruth Virginia McBride, 75, Middletown, died Sunday, July 3. McBride was born in 1936, in Romney, West Virginia, the daughter of the late John and Virginia Bauer. Her husband, Roger Leroy McBride, preceded her in death on July 6, 1996. She is survived by a daughter, Lydia Marshall and husband, Billy, of Middletown; three sons, Mark W. McBride and wife, Deborah, of Martinsburg, West Virginia, Paul L. McBride and wife, Donna, of Gainesboro, Virginia, and Philip L. Mc Bride and wife, Sherry, of Winchester; Claude Douglas Hagans, 67, Winchester, died Sunday, July 3. He was born April 19, 1944 in Clarke County, the son of Claude Douglas and Pearl J. Wines Hagans. Molly Anthon and husband, Tom of Winchester, and Susan Grunmeier of Ashburn. Also surviving are his beloved grandchildren. All Services with Omps Funeral Home, Amherst Chapel will be private. William Peter Pete Bill Melton, 77, Frederick County, died Wednesday, July 6. Melton was born in 1934, in Rockingham, North Carolina, the son of the late Robert and Wilma Spellman. Melton was a Veteran having served in the United States Air Force during the Korean Conflict, he then joined the USAF Reserve serving for 43 years retiring in 1994. He was awarded the Meritorious Service Medal, Air Force Commendation with 2 oak leaf clusters, the Presidential Unit Citation, as well as the Korea Service Medal. He achieved the rank of Chief Master Sergeant. He married Betty Lou Knighting on June 29, 1996 in Winchester. Surviving with his wife is his daughter, Carrie Virginia Melton and her husband, William Howe Warner; three step-sons, Bobby McKinney and wife, Mary, Michael McKinney and wife, Tracy, Darryl Willis and wife Alicia all of Winchester; a stepdaughter, Debbie McKinney Dowd and husband Gavin of Newport News, two grandsons; 10 step grandchildren; and two brothers, Robert Spellman of Martinsburg, West Virginia; Bruce Melton of Hagerstown, Maryland. His first wife, Nancy Fay Beatty Melton and one daughter, Holly Sue Belcher preceded him in death. A funeral ser vice was conducted at Omps Funeral Home, Amherst Chapel with Reverend David Witt officiating. Interment in Shenandoah Memorial Park with Military honors accorded by VFW Post #2123. Lawrence E. Butts (LB), 44, Stephens City, died Wednesday, July 6. Butts was born in 1966 in Winchester, the son of Janet Louise Dove and the late B.B. Butts. He was the grandson of the late Ruth and Granville Butts of Martinsburg, WV and Zatae and Sam Dove of Winchester. Surviving with his mother is his brother, Michael Scott Butts, his niece Tish Butts both of Maryland, and his pet, Amber. A memorial service was conducted at Omps Funeral Home, Amherst Chapel with Pastor Mike Woods officiating. Interment is private. Harry Douglas Doug Collis, 92, Stephens City, died Sunday, July 10. Collis was born in 1918, in Rest, Virginia, the son of the late William Arthur and Annie Susan Collis. He was a retired Veteran of the United States Air Force having served for 34 years, achieving the rank of Senior Master Sergeant. He served during World War II, Korea and Vietnam. Elizabeth Louise Hugill Salyan, 77, Winchester, died Saturday, July 9. Salyan was born in 1933, in Hastings, PA, the daughter of the late William and Mary Hugill. She married William Salyan on June 25, 1952, in Hastings, PA. Surviving with her husband are four children, Janice Smith, and her husband, Trammel, of Winchester, William Salyan, Jr. and his wife, Pamela of Gig Harbor, WA, Kathleen Salyan of London, England, and Daniel Salyan and his wife, Kristine of Fredericksburg; six grandchildren; one great-granddaughter; and a sister, Barbara Ann Kirk and her husband, Thomas of Warrenton. Going Online Or Not


The conversation started easily enough: A local group of seniors were enjoying a monthly lunch when one said: My son wants to buy me a computer. The responses ranged from Oh, lucky you! to You poor thing. We quickly got on to the topic of whether to join the technology revolution -- or not. Back in 2004, a Pew research report revealed that a full 80 percent of seniors didnt have any intention of going online. A 2009 study revealed that 42 percent of seniors use a computer. How far weve come in a few years. We took a vote, and our statistics were higher: Seventy percent of us already had a computer, and of that number, about 50 percent felt competent to do all they wanted. Email was a given.

When it came to downloading and printing or filing photos, the percentage fell. The success rate was related to having taken a class or having a nearby grandchild to give instruction. As for social media -- engaging with others via the Internet -- only one of us confessed to that, saying he had Twitter and Facebook accounts and used them to keep up with his children. But successfully searching on the Internet, that was more difficult. Still, with some effort, its possible to find all sorts of helpful information online: worldwide news, vacation research, the latest health data. Our groups apparent guru, the one with the Facebook account, cited another reason for being on the Internet: One of his old school chums was able to look him up, and theyve been able to share memories, stories and photos. In case youre on the fence: If nothing else, finding old friends would make having computer access worthwhile. Incumbents announce intentions for Nov. election


By Meghan Moeslein Frederick County Report FREDERICK COUNTY Three members of the Board of Supervisors for the county stated Friday that they intend to seek Republican nomination for their current seats. Chairman Richard C. Shickle Sr., Opequon District Supervisor Bill M. Ewing and Back Creek District Supervisor Gary A. Lofton each took a moment to address the standing room only crowd at the county building on N. Kent St., in Winchester. I look forward to the next several months talking to the citizens of the Opequon District, Ewing said. I look forward to serving another four years if I am humbled with your vote. Ewing is seeking his third term as supervisor with the Nov. 8 election. He noted that his original three-tier platform from his first campaign still holds true; Rt. 37 by-pass back onto states six-year plan, keeping taxes low by promoting good/clean businesses, and holding the line on taxes. I am pleased to say that we have made great progress regarding those priorities, said Ewing. The Rt. 37 expansion must be built. Shickle, has served Frederick County in two capacities dating back to 1995 when he was first elected as Gainesboro District Supervisor, and again 1999 the voters boosted him to Chairman of Frederick County Board of Supervisors. Again in 2003 and 2007 he was elected chairman which brings him to this years election, seeking to maintain his title. I have a great love for Frederick County. This is a great community and I am fiercely proud of it, Shickle said. I was fortunate to have been born here, go to school here, work here, and raise my children here. Shickles wife, Louise and daughter were in attendance to show their support. Although not elected, [Louise] unselfishly serves with me, helping me in every way, with support, encouragement, and the best interest of Frederick County in heart, he said. Lofton is serving his first term on the board representing Back Creek District, and is hoping to continue that representation with another term. Lofton is also a lifelong resident of the area, and has enjoyed his time working to enhance his hometown. I ran on a platform that was consistent with my vision of continually improving the quality of government services while maintaining a fair and equitable tax rate, said Lofton. I will continue to focus working on several fronts to place us in a prime position to take advantage of a resurging economy. He said that he looks forward to continuing to work with the residents of Back Creek District, and sharing this vision with them. Showing support, and announcing his intention to seek a nomination was current Frederick County Commonwealths Attorney Glenn Williamson. I think its important people realize how much the candidates who are running, care about the average citizen, Williamson said. Its amazing to me, how they are able to do the things they do and not raise taxes.

Students help to obtain $5,000 grant Uneven economic recovery for Virginians
As part of the Government Service Learning program this year, James Wood High School seniors Erin Gardner, Emily Macauley, Matt Arakaky, Chris Haskiell wrote a grant application requesting funding from the Library of Virginia to protect primary source documents in the Frederick County Circuit Court Clerks office. The documents are from the 1700s. As a result of the students work, a $5,000 grant has been awarded to fund the project. During the upcoming school year, the students will continue to work with Clerk of the Court Becky Hogan to protect the historical documents. By Bill McMorris Old Dominion Watchdog Virginias unemployment rate is among the lowest in the nation and revenue jumped nearly 20 percent in May, but economic recovery is not coming to all Virginians, leaving Gov. Bob McDonnell skeptical that a rising tide can lift all boats. In April, the state experienced growth of of 0.7 percent; however, most Virginians did not experience this growth. The states good fortune is really the northern regions good fortune, as the south of the state continues to lag. Northern Virginia carried the state, growing 1.1 percent in the month. This offset the decline in Hampton Roads and RichmondPetersburg, which fell 0.2 and 1.0 percent respectively. McDonnell is disturbed by the trend. Im of the belief that the rising tide does not lift all boats and thats why weve tried to focus on some of the mega trends in economic development and then try and direct as many projects as we can to the south side and southwest where theyve had chronic double-digit unemployment, he said. Northern Virginia continues to drive a lot of the economic activity and sales tax. And locally its about the only area in the country where real estate values have actually started to go up again. Northern Virginia has proved one of the luckiest areas in the country during the recession and has bucked most economic trends, thanks to a surge in federal spending and job opportunities with government agencies, contractors and defense groups. Its home prices have done the impossible, steadily rising even as the real estate market countrywide continues to free fall. The south and southwest areas of the state have not been as lucky. These areas have reeled in economic decline for more than decade, as textile, tobacco and furniture makers have closed up shop, sending tens of thousands of blue collar workers into the unemployment line. Some places are growing, some are not, state Secretary of Finance Ric Brown said. Go to a place like Danville, a place thats got high unemployment; you will find that its traditional economic base textiles, furniture left in recession and hasnt come back and it isnt coming back. The state is channeling projects and directing business to the poorer areas of the state. The $3 billion transportation spending pushed by McDonnell, for example, is expected to improve Virginias infrastructure and roads but it will go a long way in getting unemployed textile factory workers back in the job market. Economic development, according to Brown, is even more important than state projects. Leaders in Richmond courted businesses and money makers from across the world to set up shop in some of Virginias most distressed areas, and the state is shelling out millions in tax breaks in some cases to hammer a deal through. The governors office, for example, plans on shelling out $4.6 million to Steven Spielberg this year to help him produce his Abraham Lincoln biopic blockbuster. The Virginia Motion Picture Tax Credit program funds have ensured that the legendary director would park his trailers in the Richmond-Petersburg area for the next year and hopefully gin up some economic activity. But financial incentives and business wooing are not so simple. The governor could have offered to pay for the entire film if only the director set it in Virginia Beach, Spielberg would have turned him down. The film required the natural setting and elements of the Richmond-Petersburg area; the subsidy just sweetened the deal. In terms of economic development, you must find employers that match up with these areas and it is difficult because they either dont have the natural fiscal attraction to get a company interested or the quality of the workforce does not match up with what a company needs, Brown said. The stability of the region in northern Virginia has a lot to do with the human assets and educational levels that other regions in the state and country do not have. The state has highlighted education and vocational training in its incentive programs to prepare residents for work in more technologically advanced fields. Such incentives have produced some multi-million dollar expansions from companies in southern Virginia. On June 17, Presto Products Company, a packaging maker, announced a new $6 million investment in its Halifax County plant, drawing enthusiastic praise from the governor, as well as money and services from the state. McDonnell says such programs have produced results. There was even some good news for the states more distressed areas in the states latest economic report.

Sherando High School AP U.S. History and AP Word History teacher Shelly Andrews has been named the top sponsor of applications in Region IV for the 2010-11 Lee-Jackson Educational Foundation Scholarship Essay Competition. In recognition of her accomplishment, Sherando High School has been awarded $1,000. In the coming weeks, the students who have won the essay competition will be named and we are hopeful that some students from Frederick County will be recognized. The Lee-Jackson Educational Foundations primary objective is to encourage students to become more knowledgeable about Generals Robert E. Lee and Stonewall Jackson and the period of American history during which they lived.

By Sue Golden Frederick County Report At Monday evenings Town Council meeting, Police Chief Phil Breeden noted that crime has been on the rise in Middletown. Middletowns been lucky, Chief Breeden said. As the economy worsened, most jurisdictions have encountered more crime. Middletowns luck apparently ran out. July is already showing signs of additional crime. Let me warn the residents right now; lock up your belongings, he said. Do not leave anything outside, whether it be gardening tools, chain saws, or fourwheelers. The added crime wave will be exacerbated by the resignation of Officer Carl Story. Mayor Mark Brown commended Officer Story for his excellent record while part of the Middletown team. Officer Story was involved in the cadet program, encouraging young people to become police officers. He was active in the community. We will miss; we wish him well, he said. In other Middletown news, council continues to investigate the change of election day to coincide with other elections in November. The proposed change would give all council members and the mayor an additional six months of service. Several other area municipalities have been researching the matter as well. Front Royals council recently voted to maintain their May election status which has caused backlash from community members. Moving an election from May to November can carry more than a simple date change, it requires much by way of paperwork. The Town of Middletown would have to change its ordinance of having the town elections in May to November, and that must take place in 2011, Rick Miller, voter registrar for Frederick County said in an email to Joan Roche, town manager. Along with the ordinance change the town would

need to petition the General Assembly in 2012 requesting that the appropriate changes are made to their town charter. If the year 2012 is chosen to move the election from May to November, the current office holders up for election would stay in office until Dec. 31, Miller wrote. He also informed council members that with the change to November the town could be saving money. If the elections were held in November, the town would be splitting costs rather than paying all of the costs, said Miller. If town elections are held in November 2012, the state board of elections will not charge the localities their town election expenses. In the event Middletown decides to keep the May date the polling location will remain the same. If the election is moved the town has no authority to establish the polling place location. The polling place location for town elections held in November will be the polling place established by the county for its elections, he wrote. This would be Cedar Creek Precinct at the Middletown Elementary School. A proposed Property Tax Increase of .035% must be voted on at the next Town Council meeting, before the bills are issued in August. The annual audit will be completed this week. Council voted on the Third and Final reading of an ordinance looking at their fee schedule. According to Councilmember Donna M.G. Gray, the ordinance brings Middletowns fee schedules in alignment with neighboring jurisdictions, as per Town Planner Fred Wharton. Councilmember Carl H. Bernhards voted against the ordinance. The Planning and Zoning Committee noted that Frederick County approved the Councils appointments to the Board of Zoning Appeals. The appointees, Teresa Cangiano-Klimm; James Hall; Anita Holley; Tommy Rohrer; and Henry Shiley, must now be sworn in by the County. The Dollar General building permits were issued, and work should begin on the project in the near future.

On Thursday, July 14, at 11 am, there will be a ground breaking ceremony for the building to replace the destroyed Carter Family Store. On Saturday, July 16, from 11 am to 12:30 pm, the National Park Service will be giving civil war era historical walking tours in Middletown. On Saturday, July 16, the Wayside Theatre will preview The Nerd. The show will run through August 13. On Monday, July 18, at 7 pm, the Planning and Zoning Committee will hold a Commercial Zoning Ordinance workshop, to define commercial development at the outer edges of Town. On Saturday, August 13, the Route 11 Yard Crawl will take place. Councilmember Charles H. Harbaugh, IV is collecting items to sell on behalf of the Town. Contact Charlie at (540) 877-4594. By Jonathan Lucci Frederick County Report he raise on citizens water and sewage rates in Winchester was made official by City Council during its July 12 meeting, with some modifications. The original plan had called for a 20-year loan to pay for the costs associated with the renovation projects being planned to the system. The loan would be paid down by raising the rates 15 percent in 2012 and another 15 percent in 2013, with smaller increases in the years to follow. Councilman Willingham proposed modifying the plan by changing the payment period on the loan to thirty years, instead of twenty. He raised concerns about paying a larger amount of money in a shorter time frame, pointing out that there may be other projects required in that time period that would be harder to pay for because of the loan payments. That could put stress on the cash flow for existing infrastructure projects, said Willingham when discussing the 20-year loan. Ther e was some disagreement among council members, with Council President Buettner indicating he believed the change was unnecessary. However, council voted to amend the ordinance and apply for a 30-year loan. The change in the plan will benefit consumers slightly. The jump in water and sewage rates will be 14% in 2012 and again in 2013, as opposed to 15 percent. Council also officially approved an ordinance exempting disabled veterans from paying property taxes. The ordinance itself is a way of implementing a requirement under state law to exempt these veterans and to clarify who is eligible. Council believes that

the language in the state law is unclear as to whom is eligible for the exemption and the ordinance is meant to assure that no disabled veteran is excluded from the exemption because of unclear language It is the belief of Common Council that the legislative intent is served by allowing those veterans whose entitlement to exemption may be precluded due to the legislative ambiguity to receive the exemption, states the ordinance. To be eligible a veteran must have a disability that was service-connected and is permanent. The report given to Council stated that the financial impact on the city would remain unclear because it is tied to how many veterans would apply and be approved. Council also approved an ordinance that redistricted some of the voting wards in the city and created a second polling place in the Fourth Ward.

Wincnester City Council members met in regular session on Tuesday. They approved water/sewer rate increases for 2012 and 2013 in order to help of fset costs associated with the renovations needed for the plant.

he Winchester Fire and Rescue Department (WFRD) has completed their Neighborhood Smoke Alarm Canvassing Program by distributing the smoke alarms that have been provided to them through the Get Alarmed Virginia smoke alarm grant. This was accomplished through phone requests to the department and by WFRD personnel performing door to door canvassing of neighborhoods on weekends and evenings. Not only were smoke detector installations completed, the department provided approximately 50 batteries for existing/working detectors, and home fire safety surveys were completed by the occupants of the residence. Flyers in English and Spanish were left at residences where there was no answer explaining how to request a smoke alarm. In total between April 2 and June 22, 229 smoke alarms were successfully installed, 328 were refused and 593 were not home. More information is available by calling 540-622-2298.

Greenwood Mill Elementary School has launched a summer reading program for students. There are currently 28 students enrolled in the program, which is being done on a volunteer basis by the

The Frederick County Sheriff s Office is investigating a burglary and grand larceny from Shenandoah Honda, located at 2098 Berryville Pike. Unknown suspect(s) forcibly entered the business by removing steel wall panels at the rear of the building. Taken were four CRF150R red and white offroad dirt bikes. Several other bikes were moved and damaged. The cash register in the retail area was opened and the cash removed. Dont Let Down Your Financial Guard


Depending on which pundit you listen to, the news on the economic front still isnt good. Purchases of homes are still down. There was a small upward blip in advance of the tax credit for homebuyers coming to an end, but then the figures and prices fell again. Consumer confidence is still down, and not too many people are expecting to buy big-ticket items soon. Still, if you know where to look and are willing to take small changes as indications of a recovering economy, its possible to find hope: More shipping containers are being processed in ports. More trucking companies are hiring drivers. Stores wouldnt be ordering merchandise unless there was an indication that consumers will buy. Small local banks in many parts of the country are posting profits again, no longer barely hanging on. In a survey by Advantage magazine of small business owners comparing 2010 with 2011, fewer owners think were still in a recession, a higher number expect revenue to be as good as last year, the majority plan to keep staff and approximately one-quarter even plan to hire.

Divorce rates are rising again. Think about it: It takes some confidence in the financial aspect of ones life to file for divorce. Theres the house (Will it sell? Is there any money to divide up?), the prospect of paying alimony (Is there enough job security to make alimony possible?) and the division of assets. The emotional aspect should be included here: If its perceived that the bad financial times are over, maybe having a partner isnt as important now. Even if the news were all bad, its still possible to live a secure and contented life in spite of the economic news. Your own money plan should continue as it has for the past few years. Your goal should be to spend as little as possible. Save every dollar you can, ideally in an interest-bearing account, until you have your rainy day fund. You should know within $10 what your actual bills are each month. Keep credit-card debt low or nonexistent so youre not spending money on interest and fees. Take care of your health, reduce stress and get exercise daily. Focus on friends and family, and look for free activities. Keep your vehicle in good shape to avoid expensive repairs.
