I.
BACKGROUND
La BIDC, bras financier de la CEDEAO, est une institution financire internationale appartenant aux 15 Etats membres de la Communaut Economique des Etats de lAfrique de lOuest (CEDEAO) que sont : le Bnin, le Burkina Faso, le Cap Vert, la Cte dIvoire, la Gambie, le Ghana, la Guine, la GuineBissau, le Libria, le Mali, le Niger, le Nigeria, le Sngal, la Sierra Leone et le Togo. Son sige est Lom au Togo. Elle est issue de la transformation, en 1999, de lex-Fonds de Coopration, de Compensation et de Dveloppement de la CEDEAO (cr en mme tant que la CEDEAO et devenu oprationnel en 1979). La BIDC, en tant que Banque est devenue oprationnelle le 1er janvier 2004 sous la forme dune Holding et deux filiales. Depuis, janvier 2007, elle est rorganise en une entit unique. Elle disposant de deux guichets dont lun est destin la promotion du secteur priv et lautre au dveloppement du secteur public.
EBID, the financial arm of ECOWAS is an international finance Institution established by the fifteen member States of ECOWAS which include: Benin, Burkina Faso, Cabo Verde, Cte dIvoire, The Gambia, Ghana, Guinea, Guinea Bissau, Liberia, Mali, Niger, Nigeria, Senegal, Sierra Leone and Togo. Its headquarters is in Lom, Togo. It emerged following the transformation, in 1999, of the former ECOWAS Fund for Cooperation, Compensation and Development (created at the same time with ECOWAS and became operational in 1979) EBID, as a bank became operational on 1st January 2004 like a holding with two subsidiaries Since January, 2007, it was reorganized into single organization with two windows, one for the promotion of the private sector and the other, for the development of the public sector.

Conditions dintervention Les bnficiaires des interventions de la BIDC Sont ligibles lassistance technique et financire de la BIDC : Les Etats membres de la CEDEAO et leurs dmembrements ; les entreprises publiques et prives ainsi que les socits dconomie mixte des Etats membres ; Les institutions financires locales; Les personnes morales ressortissantes de la CEDEAO ou trangre, dsireuses dinvestir dans la zone CEDEAO, dans des oprations relevant des domaines dinterventions de la BIDC. Conditions gnrales applicables Montant Montant minimum de 1 million dUC; Montant maximum de 10 millions dUC pour les projets nationaux ; Montant maximum de 15 millions dUC pour les projets rgionaux Taux dintrts Les taux dintrts sont appliqus en fonction de la nature et de la rentabilit des projets. Pour les projets du secteur public, ils varient entre 1,5% et 4% Pour les projets du secteur priv, ils sont compris entre 6,5% et 12%.
VIII. Conditions for Intervention Beneficiaries of EBIDs interventions EBID financial and technical assistance is open to: ECOWAS Member States or their agencies; Public companies, private companies and mixed enterprise corporations of ECOWAS Member States; Local financial institutions; Corporate bodies from ECOWAS Member States or from foreign countries desirous of investing in the ECOWAS zone, in sectors within EBIDs areas of intervention. General condition applicable Amount Minimum amount of UA1 million; Maximum amount of UA10 million for national projects; Maximum amount of UA15 million for regional projects. Interest Rates Interest rates charged by EBID depend on the type and the profitability of project.
For public sector projetcs, the rates vary between 1.5% and 4% For private sector projects, the rates vary between 6.5% and 12%.

IX. ACTIVITES : Volume des engagements Du 1er janvier 2004, date du dmarrage effectif de ses activits oprationnelles, au 31 dcembre 2010, le Conseil dAdministration (CA) de la BIDC a approuv loctroi en faveur des Etats membres de la Communaut, de cent vingt un (121) concours financiers pour un montant total de 792 504 433 UC, correspondant 1,22 milliard de dollars EU ou 602,8 milliards de FCFA. Au 31 dcembre 2010, lencours des engagements de la Banque en faveur des Etats membres de la communaut slve 551 548 707 UC (849 401 555 $ EU) pour 104 projets. IX. ACTIVITIES: Volume of Commitment From 1st January, 2004, date when it effectively started operations up to 31st December 2010, the Board of Directors of EBID has approved the granting of one hundred and twenty one (121) financial assistance for a total amount of UA 792 504 433 equivalent to USD 1.22 billion or CFA F 602.8 billion. As at 31st December, 2010 the total net commitments (on going) of the Bank in favour of the Member States of the Community stood at UA 551 548 707 (US$ 849 401 555 ) for 104 projects. Nb

Lexprience de la BIDC en matire de gestion de fonds spciaux a port entre autres sur :
- le Fonds de Garantie des Industries Culturelles (FGIC).
Cr linitiative de lAgence Intergouvernementale de la Francophonie, le FGIC est destin la couverture des oprations de financement en faveur des entreprises culturelles en Afrique de lOuest.
The experiences of EBID in managing funds has focused among others on:
- Cultural Industries Guarantee Fund of West Africa (CIGF) Created at the initiative of the Intergovernmental Agency for the Francophonie, (CIGF) is aimed at covering the financing of operations of the cultural enterprises in West Africa. - African Biofuel and Renewable Energy Fund (ABREF) ABREF is a joint initiative of UNCTAD and EBID exlusively dedicated to funding projects related to renewable energies. It has two components namely: investment fund and facility for technical assitance. - Special Fund of telecomminucations (SFT)
- le Fonds Africain des Biocarburants et des Energies Renouvelables (FABER). Le Faber est une initiative
conjointe de la CNUCED et de la BIDC exlusivement ddie au financement des projets relatifs aux nergies renouvelables. Il comporte deux volets savoir : un fonds dinvestissement et une facilit dassitance technique.; - le Fonds Spcial des Tlcommunications (FST)

A part les ressources propres, la Banque, depuis 2004, a mobilis auprs des partenaires techniques et sur les marchs financiers de la sous rgions, plus de cinq cent millions de dollars EU. Les principales sources sont : - Gouvernement Indien ; - Industrial Development Corporation (IDC) ; - le march financier de lUnion Economique et Montaire Oueste Africaine (UEMOA) ; - la Banque Arabe pour le Dveloppement Economique de lAfrique (BADEA) . - Le Fonds de lOPEP Les diligences sont en cours en vue de la mobilisation de ressources sur les marchs financiers du Nigeria et du Ghana.

In addition to its own resources, the bank, since 2004, has mobilized more than five hundred million US dollars from technical partners and on the capital markets in the sub-region. PESPECTIVES: Les axes prioritaires du plan stratgique 2010-2014 La Banque compte injecter dans lconomie de la sous-rgion environ 300 millions de dollars par an, soit 1,5 milliard de dollars EU pour des projets publics comme priv Le plan stratgique 2010-2014 est bas sur trois axes stratgique et cinq domaines cinq domaines dintervention suivants :
The Bank envisages to inject about USD 300 million dollars per annum, or about USD 1.5 billion into the economy of the sub region for financing of projects both in the public and the private sector. The 2010-2014 Strategic Plan is based on three strategic priority platforms and five areas of intervention as follow :

Les nouveaux engagements prvisionnels 2010-2014 de la Banque, tous secteurs confondus slvent 984,8 millions UC (1,5 milliards de dollars EU). Les nouveaux prts se chiffrent 863,6 millions UC (environs 1,35 milliard de dollars EU), les garanties sont estimes 90,9 millions UC (142,5 millions de dollars EU) et les prises de participation 30,3 millions UC (47,5 millions de dollars EU).
XIV- PERSPECTIVES
The projected new commitments (comprising all sectors) of the Bank for the 2010-2014 period will amount to UA 984.8 million (USD 1.5 billion). New loans will amount to UA 863.6 million (about USD 1.35 billion), while guarantees and equity participation will amount to UA 90.9 million (USD 142.5 million) and UA 30.3 million (USD 47.5 million) respectively.

Treize (13) projets ont dj t approuvs par le Conseil dAdministration de la BIDC. Treize (13) projets ont dj t approuvs par le Gouvernement indien. Un (1) projet savoir le projet dacquisition de bus en Guine est totalement dcaiss. Dix (10) projets ont dj fait lobjet de passation de Marchs. Trois (3) projets sont la phase appel doffres et / ou passation de marchs.
Thirteen (13) projects approved by the Board of Directors of EBID. Thirteen (13) projects already approved by the Indian Government. One (1) project has been fully disbursed, namely, the project for procurement of buses in Guinea. Ten (10) projects for which contracts have already been awarded. Three (3) projects are in the bidding phase and / or contracting.

CONCLUSION
La BIDC est une institution vitale pour la mise en uvre des programmes et projets dintgration en Afrique de louest. Dans sa stratgie de financement, la Banque met laccent non seulement sur des infrastructures routires, ferroviaires, portuaires, nergtiques solides mais galement sur la constitution dune base industrielle diversifie et comptitive et sur le renforcement dun commerce intra - rgional dynamique et prospre. Son principale dfi reste la mobilisation de ressources suffisantes et adequates.
EBID is a vital institution for implementating integration-oriented programmes and projects in West Africa. In its strategy of financing, the Bank place emphasis not only on roads, railways, ports and energy infrastructure, but also on the development of a diversified and competitive industrial base as well as the re-enforcement of a dynamic intra-regional trade. Its main challenge is mobilisation of adequate resources.
