CONFIRMATION OF PREVIOUS MEETING MINUTES The minutes of meeting held on 23rd November 2010 were adopted with no amendments. VESSEL MAINTENANCE MANAGEMENT VESSEL MAINTENANCE PROGRESS KILAT 4 PAYMENT FOR POLYURETHANE FENDERS ZAK informed that payment for rectification of Polyurethane fenders tube at aft stbd side by Dalac Marine has been finalized. MMEA will pay 60% of the repair cost. ZAK informed that Dalac Marine is yet to submit the invoice. Decision: Chairman instructed ZAK to hasten Dalac Marine to submit the invoice.

PENGAWAL 11 STATUS CN informed that the proposal to revert the propulsion system to stern drive for PENGAWAL 11 has been submitted to MMEA HQ on 15 Nov 2010 and still waiting for approval from MMEA HQ. CN informed that a separate meeting for PENGAWAL 11 to be conducted as agreed in previous meeting. Decision: Chairman noted and will inform the date of the meeting later.

PENGAWAL 12 STATUS CN informed that the generator, main engines and stern drives has been removed and stored at Syn Seng Ann Wharf workshop. MSM-ISS has submitted the proposal for equipment rectification and still waiting for approval from MMEA HQ. Decision: Chairman noted and decided that a separate meeting for PENGAWAL 12 will be conducted at a later date. The date will be advised.

3.1.4

PENGAMAN 1 REPAIR WORKS HK informed that the Port ME piston and liner no. 1 badly scratched while others found minor scratches. CN informed that the engine has been removed and brought to Irama Bebass sub-contractor workshop on 25 Jan 2011. MSMISS is waiting for full report and recommendation from VPM. Decision: Chairman agreed and requested MSM-ISS to submit the final report. CN

3.1.5

KM KIMANIS REPAIR PROGRAM ZAK explained that KM KIMANIS is still in the process of reactivation from Mothball. SAT was unsuccessful due to several

new defects found during the trials. CN informed that the new defects found are: a. ME air pressure gauges before starter defective and RFQ is in progress. b. Stbd ME UW exhaust flap malfunction at 1000rpm. c. Stbd ME crankshaft seal leaked. CN informed that MSM SC and Mahkota will attend onboard on 7 Feb 2011 to rectify exhaust flap and crankshaft seal respectively. Decision: Chairman agreed with the program. 3.1.6 EX-KM SATANG STBD AND EX-KM LABAS PORT GEARBOX CN informed that gearboxes for both ships have arrived Johor Bahru on 3 Dec 2010. Ajensi Tulen will strip down the gearbox after Chinese New Year break. Decision: Chairman agreed. 3.1.7 KM LANGKAWI STBD ME DEFECT SS informed that DASB has received the spares (governor linkages) and installation will be carried out on 14 Feb 2011. Decision: Chairman agreed with the program. 3.1.8 KM ALU-ALU GENSET MAN BRAND CN informed that Stbd genset is functional while Port genset is beyond economical repair (BER). Quotation has been received and MSM-ISS will submit the proposal when funds are available. Decision: Chairman requested MSM-ISS to submit the proposal to MMEA HQ and execution will be carried out when funds are available. 3.1.9 MTU ELECTRONIC EQUIPMENT HEALTH CHECK SS informed that the health check for all regions has been completed. SS informed that the report compilation and proposal is still in progress and will be submitted to MMEA HQ. Decision: Chairman instructed MSM-ISS to submit the report and proposal once completed. 3.1.10 KM KURAMAN ERDL FOR PORT & STBD PROPELLER HK informed that last SAT was cancelled due to steering hard to steer caused by stiffed port rudder. The ship was up slipped on 29 Jan 2011 at LSE for rectification. Next down slip is planned on 7 Feb 2011. SS CN ZAK

Decision: Chairman agreed with the program. 3.1.11 KILAT 50 BOARD OF SURVEY PROCESS SM informed that KILAT 50 will be boarded out and currently undergoing Board of Survey process. BAH informed that the proposal to board out the boat still with WILTIM and will be submitted to MMEA HQ. BAH requested for MSM-ISS to provide the BER certificate (KEWPA16) in order to support the proposal. SM informed will liaise with MSM-ISS to provide the KEWPA16. Decision: Chairman instructed SM to consult and deal with WILTIM for the Board of Survey process. Chairman instructed BAH to hasten the process. 3.1.12 KILAT BOAT RECERTIFICATION PROGRAM CN informed that currently MSET is in progress carrying out recertification on the following: a. Northern: KILAT 3. CD: 9 Feb 2011 b. Southern: KILAT 32. CD: 9 Feb 2011 c. KILAT 34. CD: 17 Feb 2011 d. Sabah: KILAT 36. CD: 14 Feb 2011 e. KILAT 23. Fabrication of EVA foam is in progress. CN informed that for OBM and Nav. Aids, MSET will carry out checking the functionality of the equipment including the wiring. The next batch of KILAT for recertification can be referred to Annex D-1. However the execution will be subjected to the completion of current boat at MSET. Decision: Chairman requested MSM-ISS to inform and submit the survey report if any new defect found during the recertification. 3.1.13 PORTABLE GENERATOR FOR KM LANGKAWI BAH informed that WILTIM is renting a portable generator for almost one year. The rental is paid by region. WILTIM has proposed to buy new portable generator for KM LANGKAWI and has been budgeted in 2011. Decision: Chairman has noted the issue. 3.1.14 STBD MAIN ENGINE KM ADIL CN informed that A8 and B5 cylinder liners need to be replaced. The report and recommendation has been submitted to MMEA HQ. MSM SC will purchase the spares once receive approval letter from MMEA HQ. YS informed that MSM has reached the ceiling of credit facility for

spares and repair works. Therefore, MSM SC will undertake selected jobs based on priority. Decision: Chairman has noted the issue. 3.2 3.2.1 EQUIPMENT UPGRADING PROGRAMME GPS FOR KILAT BOATS MA informed that the performance report of the Garmin GPS on KILAT 15 has been submitted. The performance report of the Garmin GPS on PETIR class has been submitted and as follows: a. Vendor has rectified the problem of unable to give reading when speed 30 knots and above by installing the transducer at the boat keel below transom. b. Upgrade the equipment software from version 3.3 to version 3.4. c. The GPS able to give depth reading at speed of 40 50 knots. NB informed that report has been received and Dato TKPL has accepted the result. Decision: Chairman agreed and the equipment will be installed onboard KILAT boats when funds are available. 3.2.2 KM RHU REPLACEMENT OF NEW GPS FOR INTERFACING WITH ECDIS FH informed that the current Navman Tracker GPS is unable to interface with Sodena ECDIS. FH informed the GPS connector to the ECDIS is not available and proposed for the current GPS to be replaced with Furuno GP-32. FH explained that quotation for Furuno GP-32 has been submitted for approval. Decision: Chairman agreed with the proposal however the installation will be carried out when funds are available. 3.2.3 RHU & SEMILANG CLASS TO INCREASE THE LIFE RAFT CAPACITY SAM explained that the current life raft capacity for KM RHU and KM SEMILANG is insufficient with additional training crew onboard. The status is as follows: a. KM RHU has 16 crews with 18 pax capacity of life raft. b. KM SEMILANG has 19 crews with 16 pax capacity of life raft. SAM informed that SY previously suggested increasing the life raft capacity to 20 pax for both vessels. FH All All

Chairman informed that sea boat is an alternative life raft station. NM informed that sea boat was not a life raft station and it does not have features of a life raft. Decision: Chairman instructed SAM to informed SY to study the proposal by taking into account sea boat as an alternative life raft station. The feedback to be submitted to MMEA HQ. 4.0 4.1 TECHNICAL SUPPORT MAINTENANCE SUPPORT AT TANJUNG MANIS, SARAWAK SAM informed that PENGAWAL 7 and KM SEMILANG is yet to be located at Tanjung Manis. SI proposed for MSM-ISS to co-locate at MMEA base in Tanjung Manis. NB explained that MSM-ISS may submit the proposal and rent the space at MMEA base subjected to approval. Decision: Chairman agreed for MSM-ISS to submit the proposal and it will be considered. 5.0 5.1 VENDOR MANAGEMENT AND DEVELOPMENT 8th VENDOR APPRAISAL PROGRAM (APR 2010 SEP 2010) SI informed that she is yet to receive the information from regions. She requested the info to be forwarded soonest as the 9th Vendor Appraisal (Oct 2010 Mar 2011) is approaching. NB informed that the data received from regions are incomplete. NB will provide SI all the data within 2 days after the meeting. Decision: Chairman agreed and requested NB to hasten the process. 6.0 6.1 TRAINING MANAGEMENT AND DELIVERY 2011 TRAINING PROGRAM SI provided an update on the overall conduct and training plan for MMEA as follows: On-Board Continuous Training (KM BANGGI) OCT for KM BANGGI is subjected to completion of ongoing repair works onboard. Decision: Chairman agreed with the proposal. 7.0 7.1 LOGISTIC SUPPORT MANAGEMENT MMEA BASE SPARE MANAGEMENT PROGRAM SM informed that the BER items have been disposed and next disposal program for the balance item will be done on 16 Feb 2011. BAH also informed the meeting that there are spares (84 items) for GAGAH Class stored at WILTIM office. Decision: Chairman instructed all regions that still posses the spares transferred from previous government agencies to be disposed off. Regions to submit the list to MMEA HQ. 7.2 MMEA SPARES AT NNSE SI informed that NNSE is reluctant to release the shaft. (1 inno. GAGAH Class). ZAK informed that WILUTA planned to conduct a meeting with Mr. Chuah but he is unable to be contacted. Decision: Chairman agreed that MSM-ISS to discuss with NNSE and Bank Pembangunan to resolve the matter. 8.0 8.1 MATTERS ARISING LIST OF SHIP FOR REFIT CN presented the refit program for 2011. The 1st phase of ship going for refit are as follows: a. Northern: KM SIAMIL, KM NYIREH & KM GAGAH b. Southern: KM SEMPADI & KM MULIA c. Eastern: KM LANGKAWI, KM SEGANTANG, KM JUJUR & KM RENTAP d. Sarawak: KM CEKAL, KM SETIA & KM RHU e. Sabah: KM IKHLAS, KM PINTAR, KM PEMANGGIL & KM SATANG Decision: Chairman agreed with the program. 8.2 DEFECT RECTIFICATION MECHANISM FOR IMMEDIATE AFLOAT REPAIRS CN informed that to bring back all operational ships and boats to highest operational level, MMEA Regions are requested to provide comprehensive defect list. MSM-ISS and MMEA to conduct a thorough inspection and update the defect list. Decision: Chairman agreed and instructed regions to provide the defect list. 8.3 DOCUMENTATION FOR NEW VESSELS FH requested MMEA to provide MSM-ISS all documents for new lifeboat and PETIR boats. The documents are required for configuration management and Maximo update. MA informed that 8 sets of document for PETIR boats have been made. MA All

Decision: Chairman instructed MA to make copies for MSM-ISS. 8.4 COORDINATION & SUBMISSION OF COMPLETED WORKS INVOICES TO ISS FOR PAYMENT PROCESS SI requested all MMEA Regions to check with local vendors for any completed works which did not have approval. If any, MMEA Regions to get the approval before invoice can be submitted to Finance. SI informed that MMEA Regions to make sure the non-registered vendors have MOF Registration before submitting their invoices. Decision: Chairman instructed MMEA Regions to make sure non registered vendors to register with MSM-ISS. 8.5 ISS VENDOR INVOICE PORTAL SI informed that the invoice portal will be made available. This portal is to provide the invoice status for registered vendor and vendor only allowed to access for their respective invoices. The portal will go on life today (1 Feb 2011) and ID will be given to the vendor at a later date. ANY OTHER MATTERS TAX EXEMPTION HK informed that WILSAB experienced difficulty in order to get tax exemption from Custom Department for item purchased by appointed vendor. The reason given by Custom was the letter of request for tax exemption is not valid. Decision: Chairman instructed regions to inform and submit request for tax exemption to MMEA HQ. Chairman informed that only three personnel been authorized to sign the tax exemption letter. They are Dato TKPL, Capt. M Osman and Cdr. M Aminuddin. 9.2 KM SIPADAN ERDL BAH informed that WILTIM has agreed for KM SIPADAN to undergo for ERDL at Geliga Slipway Sdn Bhd (GSSB). The joint survey by MSM-ISS, MMEA and GSSB has been conducted on 17 Jan 2011. Ship will sail to GSSB on 16 Feb 2011. Decision: Chairman agreed with the program. 9.3 MAINTENANCE STATUS FOR REMOTELY OPERATED UNDERWATER VEHICLE (ROV) BAH requested for status of maintenance 2 unit ROV in WILTIM office.

FH requested MMEA to provide MSM-ISS the documentation of ROV. Decision: Chairman agreed and instructed regions to raise job card for maintenance of ROV. 9.4 PROPOSAL & REPLENISHMENT OF ONBOARD SPARE LIST (OSL) BAH requested for OSL to be reviwed. SS explained that as decided by Dato TKPL the end user to study the need of exact OSL and forward to MMEA HQ for approval. Then MMEA HQ will inform MSM-ISS for implementation. Decision: Chairman instructed regions to review submit to MMEA HQ for approval. 9.5 MINUTE OF MEETING (MOM) TO MMEA REGIONS BAH requested for MOM to be distributed to all meeting members earlier for preparation. NB explained that the minute will be distributed by MMEA HQ to all MMEA Regions after Capt. Maritime Osmans review. 9.6 MTU TEST KIT & NAV. SIGHT SM informed that there are 8 sets of MTU Kit and 11 innos. nav. sights for gun stored in Rawang. SM proposed for all those items to be issued to ships. Decision: Chairman requested MSM-ISS to study and propose for the distribution. 9.7 KM BANGGI REPAIR WORK STATUS Chairman informed MSM-ISS that the DG of MMEA has highlighted that all repairs for KM BANGGI must be completed when contract is signed. CN informed that currently the ship is experiencing problems on compressors and both ACU control panels. Rectification is in progress by Maxima Jaya. 9.8 RETURN OF VESSEL AVAILABILITY (ROVA) Chairman suggested for a centralized ROVA database to be implemented. FH informed that IT Department is in progress of preparing the proposal to develop a portal. Regions can fill in the ROVA by login into the portal.
