FIRE EMERGENCY PLAN


INTRODUCTION
This document is issued to all departments to explain briefly the fire protection system at the Building of SPARSH Hospital,29/p2 Narayana health city Bangalore -99 . It details the procedures to be adopted by occupants and department staffs to assist in the evacuation of the building in the event of fire. The Building is equipped with a comprehensive fire protection system. Your understanding of this system and co-operation in implementation of the fire emergency/evacuation plan is important. Please familiarize yourself with the emergency procedures contained in this document.

OBJECTIVE
The Fire Emergency Plan is designed to provide information about the Fire Safety Committee, fire protection system of the building, and procedure to be adopted by occupants and staff to evacuate the building in the event of a fire. It also contains instructions for dealing with the emergency after normal office working hours. The objectives of the Fire Emergency Plan are:

To ensure the safeguard of human lives in the event of fire. To establish a systematic and orderly evacuation of plan. To ensure prompt raising of the fire alarm, and marshaling of first aid and firefighting efforts in the event of a fire .

To mount initial fire fighting action to extinguish or contain a fire until the arrival of the Fire Brigade.

To instill awareness in all personnel of the need to prevent an outbreak of fire by constant and habitual observation of basic fire precaution.

FIRE PROTECTION SYSTEMS AND EQUIPMENTS


Building is 02 storeys with roof top and 1 basement. It has three emergency escape staircases as exits. There are 11 staircases located in the building, which provide unhindered escape for the occupants from the main building through the staircases to the exterior ground floor and Assembly Area. Adequate fire protection systems and equipments are provided for the safety of all occupants and for property protection. The building is protected throughout all floors by a fire alarm system comprising a combination of break glass call points, fire hose reels, automatic sprinkler system, fire extinguishers, and automatic heat and smoke detector systems. In addition, the management has a pool of in-house maintenance staff whose function is to service, inspect and maintain all the fire protection, detection and fire alarm are in good working condition.

MAIN FIRE ALARM PANEL


The Main building Fire Alarm Panel is located in the time office (basement). It can monitor all fire activation and Fire protection systems of the building.

BREAK GLASS CALL POINTS


Break glass (manual) call points are located strategically on floor near fire staircases. Break glass call points are placed as follows i.e. in Basement corridore near store, in the ground floor near Xray department near Fire exit stair case, in the first floor near OT entrance door, 2nd floor semiprivate ward main entrance door, deluxe room main door entrance near corridore.When activated all the hooters throughout the building will come on, and the activation is indicated on Main Fire Alarm Panel which is in basement time office.

Fire Extinguishers are installed at every floor including the basements, all electrical rooms and other strategic locations for occupants of the building to fight incipient fire.

EMERGENCY CONTACT CENTER


Initial emergency operation will be directed to the Fire Command Centre located outside building opposite casualty. This is manned by security supervisor and, if necessary, can be contacted at Extension number100.

LIFT
All the lifts have been programmed to descend on the ground floor when the fireman switch is activated. However in the remote possibility that this fails, DO NOT use the lift when a fire alarm is raised as there is a high risk of lift failure in the event of a fire. Should you be trapped in a lift because of power failure, resulting from a fire or other causes, REMAIN CALM! Each lift is linked to the emergency supply. During a fire or power failure, all lifts are programmed to descend to the ground floor and its door will open to let passengers out. Do not panic if the lift door does not open immediately as the lifts are brought down in

sequence, one at a time. Never try to force open the door. Important: Fire doors and staircase exit doors must be kept CLOSED AT ALL TIMES.

RESCUE TEAM
A Crisis Rescue Team is formed in the building to implement the Fire Emergency Plan - refer to Appendix A. SIGNAL FOR FIRE ALARMS The fire alarm signal can be raised by the: Break glass of call point Automatic heat and smoke detector system every floor of the building.

The alarm signal for fire is a continuous ringing note responding electrically operated hooters on

FIRST STAGE ALARM THIS IS TO ALERT SIGNAL


When the fire alarm is activated, the alarm bells on all floors shall ring for not less than one (l) minute before it is isolated. Simultaneously an audio and visual signal will be registered at the Main Fire Alarm panel, which will indicate the Floor on which the alarm has been activated. A general alert announcement will then be broadcast over the public address system. The natures of the announcement will be as per the text at Appendix B.

SECOND STAGE ALARM - THIS IS THE SIGNAL TO COMMENCE EVACUATION


Upon confirmation of a fire situation, the alarm will get reactivated on all floors and the evacuation will begin with: -.

The floor where fire is

The rest of the floors will be evacuated in subsequent phases depending on the situation. Notwithstanding the above, a total evacuation of the building may be declared in extreme cases.

IN THE EVENT OF ACTIVATION OF FIRE ALARM


When there is "Fire Alarm Activation", the duty security personnel at the Fire Command Centre will isolate the fire alarm. The Building Maintenance Services Personnel and Security Guard shall check and report the status to Mr. Kulakarni.On receipt of "confirmation" Mr. Kulakarni shall commission the

Fire Brigade accordingly, for appropriate action.

ACTION TO BE TAKEN IN THE EVENT OF AN OUTBREAK OF FIRE INFORMANTION


The person who discovers the fire shall immediately:

Raise the alarm by activating the nearest fire alarm "Break Glass Call Point". Attempt to rescue anyone in immediate danger. Attempt to extinguish any incipient fire with the available firefighting equipment and without personal risk. Confine the fire by closing the door(s) to the fire area. Notify the Floor Fire Warden that you have confined the fire on floor. Follow the Floor Fire Warden's direction to evacuate.

ALL STAFF

Upon hearing the First Stage Alarm, all staff shall lock important files. Cash, shut down machinery, etc. and remain alert.

Do not make unnecessary telephone calls to verify the nature of the alarm in order to avoid jamming up the building telephone line.

Upon hearing the Second Stage Alarm, all staff shall evacuate immediately guided by their respective Fire Wardens.

When evacuating do not panic but quickly walk down the staircase, b. the nearest exit and proceed to the Assembly Area. Do not use the lifts.

The Assembly Area is located at the vacant land in front of BuildingWait for the Floor Fire Warden to conduct a roll call. All staff/patient/attender/customers/visitors shall not re-enter the building once at the Assembly Area unless instructed by the Fire Officers of Fire Brigade.

Remember If you are trapped in an office, by smoke or heat and cannot reach the EXIT AREAS;

Close the office door and seal off any cracks to prevent smoke from entering. Open windows for air and signal fire fighters for rescue. Do not panic or jump.

DUTIES AND RESPOSIBLITIES (In Emergency)


FIRE SAFETY MANAGER/ASSISTANT FIRE SAFETY MANAGER/FIRE SAFETY OFFICER
In the event of a fire: Proceed to the "Fire panel Room to ascertain the location of the fire. Ensure that the first fire alarm bell has been isolated after ringing for not less than one (1) minute. Ensure that the Fire Warden on the fire floor has instructed to investigate the cause of the alarm and status. Standby to receive status report from the Fire Warden/Leader of the Fire Fighting Team on the fire and assess the need to declare total/phase evacuation of the premises. Ensure that the fire fighting team has been mobilized, the necessary first aid kit, firefighting equipment walkie-talkie, to respond to the alarm. If any of the fire fighting team members had not report the Fire panel room, to inform the Supervisor to contact the said person to report to the Fire Command Centre . Ensure that the necessary Alert Announcements are as detailed at Appendix B, over the Public Address System. If the Fire Fighting Team reports that evacuation necessary: Co-ordinate evacuation by initiating the various phase of evacuation, as necessary Initiate phase evacuation procedures.

Notwithstanding the above, total evacuation of the building should be declared, if the situation warrants such an action. Ensures that the building evacuation status is monitored. Fire Command Centre. Report the condition of the fire number of persons missing, if any, to the Fire Brigade Officer upon his arrival at the Fire Command Centre.

Ensures that the Operations Book and the necessary keys are readily available at the Fire Command Centre.

Proceed to the Assembly Area and obtain the Evacuation Floor Register reports from the Fire Wardens

Maintain a Summary of Evacuation Status Await the arrival of the responding crew from the Fire Brigade at the main entrance of the building and report to the officer in charge the status of the evacuation.

FIRE WARDENS/ASSISTANT FIRE WARDENS


On hearing the First Stage Alarm:

Wardens and Assistant Fire Wardens shall check the Fire Alarm Sub-Panel and conduct a physical check determine whether the alarm originates from their floor.

If the fire is not on his floor, the Fire Warden/Assistant Fire Warden shall ensure that his floor is prepared for evacuation.

If it is confirmed that the fire is on his floor, he shall communicate to the Fire Command Centre the following:

His name. Nature of fire/ alarm and location, and he shall immediately effect evacuation on his floor All Fire When evacuation becomes necessary, alert everyone on his floor to evacuate in an orderly manner using the nearest exit.

Check all offices, stores, toilets, etc. to ensure that no one is left behind. Ensure that the disabled, children, pregnant women, etc. if present in their floor are given particular attention during evacuation.

Leave The building after ascertaining that all the occupants of the floor have complied with his order.

On reaching the Assembly Area, conduct a roll call of the staff present in person, to the Fire

Safety Manager, and report to them of missing persons, if any.

SECURITY SUPERVISOR
In the event of fire: The Security Supervisor shall ensure that security personnel are deployed at the ground floor staircase exits to guide patient/attender/visitors to the designated Assembly Area when evacuation has been declared. Ensure that all main entrances and exits to/from the building are adequately manned to prohibit unauthorized entry and also to intensity patrolling in the vicinity of the building. Ensure that security personnel directs the Fire Service Officer on his arrival to the Fire Command Centre, located at the ground floor and security personnel are detailed to direct traffic to facilitate the movement of evacuees at points where they cross roads to reach the Assembly Area.

FIRE FIGHTING TEAM

On hearing the First Stage Alarm, member(s) of the fire fighting team shall proceed to the Fire Command Centre and wait for confirmation of the fire. Once the location of the fire is confirmed from the Main Fire Alarm Panel, below the "fire floor (when possible) and proceed to the ''fire'' floor via the staircase together with firefighting equipment.

The fire fighting team shall attempt to extinguish or control the fire without taking personal risks before the arrival of the Fire Officers of the Fire Brigade.

The fire fighting team shall comprise, where possible, one Team Leader and at least one Team Member (preferably comprising maintenance/security officers).

PERSON RESPONSLE FOR ISOLATION AND ACTIVATION OF FIRE ALARM (DUTY PERSONNEL AT FIRE COMMAND CENTRE)

Fire Alarm system would be switched on at operating position at all times unless testing of such system by the authorized e.g. In-house Technicians, etc.

As a precautionary measure, the person responsible for testing should inform the Building Manager before commencing and notifying all occupants of the Building concerned via

public address system. The time of isolation should be recorded in the logbook for reference.

DUTIES OF THE HOUSEKEEPING STAFF


1) Remain in the area to assure patient and to assist in the Evacuation of the area, if necessary. 2) To organize team of two persons to be sent on the floors (that is two persons per floor) for

evacuating patients by fire exit to safe area.


3) Wake up the patient/attender and ensure that the rooms are vacated when instructed by the

Chief Engineer, Security Officer. This has to be done carefully because a patient/attender woken up on account of fire is likely to panic. 4) Ensure that all Corridors, Exits and Lifts Landings are free of trolleys and other obstructions. 5. Organize emergency lighting like candles and torches.

DUTIES OF THE FOOD & BEVERAGE


1) Remain in the area to assure Patient/attender and to assist in the Evacuation of the area, if

necessary.
2) To organize team of two persons to be sent on the floors (that is two persons per floor) for

evacuating patient/attender by fire exit to safe area.


3) Wake up the Patient/attender and ensure that the rooms are vacated when instructed by the

Fire safety officer and Security Officer. This has to be done carefully because a patient/attender woken up on account of fire is likely to panic. 4) Ensure that all Corridors, Exits and Lifts Landings are free of trolleys and other obstructions. 5. Organize emergency lighting like candles and torches.

DUTIES OF UNIT FINANCIAL CONTROLLER AND ACCOUNTS STAFF


1. Secure all Licenses etc. 2. Secure Cash. 3. Secure all Accounts Books 4. Evacuate to secure when directed 5. Remain available for any assignment such as fire damage assessment or carrying house count of patient/attender and employees in assembly areas.

DUTIES OF THE CASHIERS

1) Seal the Accounts books.


2) Proceed to secure areas as directed by the Finance manager.

3) Assist Patient/attender in Evacuation and guide them to notified Assembly Areas.

DUTIES OF THE SECURITY STAFF

The Security Staff other than those in the Fire Fighting Team will arrange. To provide security of property in the fire area during the incident. To keep unauthorized persons out of premises.

To keep elevators free. To maintain integrity of the fire scene until an investigation is made.

DUTIES OF TELEPHONE OPERATOR

Contact each patient/attender of the deluxe and super deluxe ward and give a brief polite message without any sign of panic for e.g., In case of a fire situation, message may read as "We are carrying out the evacuation of the hospital to ensure safety due to a small "emergency. There is no need to panic. Kindly use the fire escape routes indicated by the 'EXIT' lights on the floors and please follow the advice of our staff. Do not use elevators on any account.

Call all elevators to check patient/staff who May be trapped and advise them to be claim and that help is on the way. Inform security supervisor in case of anyone is trapped.

Notify all Managers about evacuation. Remain in room unless directed by the Manager on duty to evacuate.

DUTIES OF THE RECEPTION STAFF


I. Assist the Lobby Manager. 2. Keep Patient/attender calm and answer queries. 3. Do not give any information / Statements to press. 4. Dispatch Press Reporters to Administrator.

DUTIES OF THE MANAGER (NURSING SUPERINTENDENT) ON DUTY


The Manager on Duty performs the following tasks.

1) Act as 'Information Center' will establish communications with the Fire Fighting Team for

proper measures concerning the safety of Patient/attender and Employees.


2) Remain at his desk except when the Security Officer is off duty. 3) Calm all the patient/visitor/attender to prevent panic. Supervise the evacuation of the

building I floor(s), if necessary.


4) Arrange to have the fire Brigade met and directed to the scene of Fire, He can use Bell

Captain for this task.


5) Understand the use of the Fireman/s switch for Guest Elevators. Operate the switch to bring

elevators to lobby level.

FIRE OCCURRING OUTSIDE NORMAL OFFICE HOURS


In the event of an outbreak of fire after normal office hours, the Security Personnel on duty shall immediately inform the following staff: Designation Administrator Maintenance Tel No. 9845477435 9980909848

Until the arrival of the Fire Safety Manager, the security personnel shall take instructions from the Security Supervisor who will cover their duties. Note: The procedures detailed above are to be adopted even if a fire occurs outside normal office hours. DUTIES AND RESPONSIBILITIES ( Regular period )

FIRE SAFETY MANAGER/ASSISTANT FIRE SAFETY MANAGER /FIRE SAFETY OFFICER


Represent the Management of the building in respect of all fire safer) matters. Has the full responsibility for:

Establishment of a Fire Safety Committee Training of the employees Preparation, drafting and putting into force the Fire Emergency Plan. Ensures that all staff in the building abides the approved Fire Emergency Plan. Ensures that fire extinguisher and other fire fighting/protection systems are kept in good working condition through regular inspections. Appoints one person as coordinator during his absence from the building. Responsible for the formation and training of a fire fighting team within the building from amongst responsible employees who are physically fit to fulfill this function.

Ensures that exit doors are kept closed and unlocked during business hours and that hallways, corridors, lobbies and staircases are kept free from obstruction at all times.

Summons and presides over the periodical meetings of the Fire Safety Committee and ensures the execution of any decisions made by the Committee.

Arrange for replacement of any member who resigns from the Committee. Ensure that formulation of an Operations Book, which is kept updated. Be familiar with messages to be announced under the various phases of evacuation.

FIRE WARDENS/ASSISTANT FIRE WARDENS

Acquaint any new employee with the Fire Emergency Plan including his/her specific role (if any) during an emergency.

To designate a replacement if can no longer serves in Fire Safety team, and subsequently informs the Fire.

Safety Manager of the change.


Be familiar with the Fire Emergency Plan and means of escape of the building. Be familiar with the operation of the fire alarm system, and the use of first aid and fighting

equipment.

Liaise and coordinate with each other.

SECURITY SUPERVISOR/SECURITY OFFICER


Be familiar with the Fire Emergency Plan and means of escape of the building.

Be familiar with the location and operation of the Fire Alarm System. Ensure that the security personnel are well versed with their roles as described in the Fire Emergency Plan.

FIRE FIGHTING TEAM


Be fully aware of the location and operation of the Fire Alarm System. Be familiar with the Fire Emergency Plan, location of staircases, exits and emergency exits. Be familiar with the location and use of first aid and firefighting equipment.

PROCEDURES

ASSEMBLY AREA
It is necessary to organize an Assembly Area to receive evacuees and ensure that all persons are accounted for. The Assembly Area will be at OPEN SPACE ACROSS THE Building On arrival at the Assembly Area, the Fire Warden will organize and physically check to ensure that all persons on their checklist are accounted for. They will then report to the Fire Safety Manager or Assistant Fire Safety Manager or Fire Safety Officer accordingly with full information on their floor and occupants status. The Fire Safety Manager would then collect the entire checklist and forward the reports to the Fire Brigade Officer at the Assembly Area. All personnel will remain at the Assembly Area and will only disperse when the Fire Brigade or the Fire Safety Manager has given instructions.

FIRE EVACUATION DRILLS


The Management of Building shall conduct fire evacuation drills where possible at least once a year, and all persons in the building are required to participate in the drill. The Fire Brigade should be notified in advance of the date and time of the drill. The assistance of the Police Department maybe necessary in conducting the fire drills involving large number of people.

All personnel, with the exception of those authorized by the Fire Safety Manager shall participate in the evacuation drill.

Special consideration is necessary for those personnel handling money confidential documents or operating computer equipment. In Such cases, the fire drill situation shall be pre-planned so that there is maximum participation by all persons in the drill and minimum inconvenience to the occupants.

Observers should be posted during the drills and de-briefing held rectifies all deficiencies. Only by drills can the procedures be evaluated and amended, when necessary.

Although speed is desirable in evacuating a building, it is not the object. itself; but is secondary to maintaining order and discipline during the evacuation process.

FIRE PRECAUTIONS
TENANTS/STAFF The following precautions should be adhered to all times by everyone.

Whenever you leave the office, check that all electrical switches are off and all electrically operated equipment, are off.

Do not store in your office, materials of a flammable nature which are not normally found in these places. Do not overload any electrical point using adaptors. GENERAL GUIDELINES TO ALL PERSONS


Remember, it is in your own interest to ensure that you are thoroughly familiar with the Fire Emergency Plan and that you: Know how to report a fire Sound the Alarm without delay Know what to do in the event of fire Avoid Panic And Confusion. Evacuate Quickly but Orderly

Know the locations of nearby fire alarm break glass call point, extinguishers and hose reels

Learn the proper way to use them Know the means of escapes in case of fire

Know where the emergency exits are located and where they lead. Remember to keep staircases, landings other escape clear of obstructions at all times.

Participate in periodic fire drill conducted.

APPENDIX B -STANDARD ANNOUNCEMENTS


In the event of activation of fire alarm in the building (Alert Message) PROCEDURE: PURPOSE: To provide the procedure to be followed to protect patient, visitor, staff and property in the event of real suspected fire. Code red should be immediately initiated by dialing 100 whenever anyone of the following indication of real or suspected fire is observed, 1. 2. 3. Seeing smoke or fire. smelling smoke or other burning material Feeling unusual heat on a wall door or other surface. From the central announcement area,
1. On the recieval of the call the security supervisor will go to the central announcement area

and announces, code red in.concerned area for three times.

If the extension number 100 is not responding call 212, on the receival of the call the staff announce code red in concerned area for three times. After the team is activated, from the central announcement area

"Ladies and gentlemen, your attention, please. The fire alarm has been activated in the building. We are investigating the situation. Please remain calm and stand-by your speakers for further instruction. Thank you." (Announce Thrice). In the event of false fire alarm "Ladies and gentlemen, your attention, please. We have investigated the situation and found it to be a false alarm. We regret for inconvenience caused. Thank you." - (Announce Thrice) In the event that evacuation is not required

"Ladies and gentlemen, your attention, please. The emergency in building is now under control. We regret for inconvenience call Thank you." - (Announce Thrice) In the event of a need to evacuate from the building (Evacuation Message) "Ladies and gentlemen, your attention, please. There exist emergency situation in the building. Please evacuate by the nearest staircase and obey all instruction given by the Fire Ward Remember to avoid the use of lifts." (Announce Thrice)
