HELLO AND WELCOME TO THE TEAM


Dear Volunteer,
Manchester always likes to do things differently and you will be playing an important part in helping the city deliver its promise to bring the world a Championships like no other swimming event has been seen before. With innovative sports presentation along with sound and lighting, together we will be delivering a world class show. Of course all this wouldnt be possible without you and your fellow volunteers. Youre part of the team who, behind the scenes, will make sure everything goes like clockwork so the competition in the pool can be at its best. For British Swimming hosting the Championships will provide British athletes with the opportunity to compete against the world on home soil with the advantages this brings, a chance for our coaches to experience the pressure of the international stage and give us the opportunity to increase the knowledge and expertise of our technical officials, event management and volunteers. This is an important part of our preparations for the London Olympic Games in 2012. The eyes of the world will be on Manchester as our British Team competes against athletes from across the world. I would like to thank you for your contribution to, and support for, the 9th FINA World Swimming Championships 25m 2008. This is the first World Swimming Championships ever to be held in the UK and more than 800 athletes from over 120 countries are expected to participate. At this point it would be remiss of me not to acknowledge the tremendous help and support we have received from all the stakeholders and particularly FINA, UK Sport, British Swimming, the Northwest Regional Development Agency, Manchester City Council and all our commercial partners without whose invaluable support this Championships would not have been possible. Major sporting events provide many benefits to host cities, regions and countries including economic benefit and enhanced international image, profile and reputation, but equally important for Manchester and the city region is the opportunity for local people to participate in and enjoy these events as volunteers. But it is not just the quality of the organisation, the global media images and British medal success (fingers crossed!) that determine the real success of such an event the quality of the welcome and the overall visitor experience are probably one of the longer lasting and most valuable impressions and this is where you, the volunteers, can make your mark and reputation. Our aim is to present a World Swimming Championships unlike any other and we look forward to working with you and delivering a show to remember. We understand that volunteering requires a great deal of dedication and commitment so we hope that this handbook will provide you with all the information you need to know to volunteer at the event. During five days of heat sessions and intense finals you will be part of the event team hosting 800 elite swimmers from over 120 countries, national and international journalists and broadcasters, accredited personnel and thousands of spectators, not to mention 7500 fans at each session. As a volunteer you are a vital part of the team, an ambassador for the event, the City of Manchester and the UK. Keep this guide with you, along with contact details of new friends and event memorabilia to ensure you have a rewarding and fun experience.

BACKGROUND AND KEY FACTS


9th FINA WORLD SWIMMING CHAMPIONSHIPS (25m) 2008
The international governing body for world swimming is FINA (Federation Internationale de Natation) headquartered in Lausanne, Switzerland and one of their key roles is the organisation of two world swimming championship events.
The World Short Course (25m) Swimming Championships are held every two years in the even years since 2000 i.e. 2002, 2004 etc whilst the World Aquatics Championships featuring both long course (50m) and open water swimming and also water polo, diving and synchronised swimming competitions are held every two years in the odd years i.e 2001, 2003 etc. In 2004 FINA awarded the 9th FINA World Swimming Championships 25m to British Swimming and Manchester City Council and in 2005 a local organising committee, World Swimming Championships 2008 Ltd was established. It is this company, supported by Manchester City Council, UK Sport, Northwest Regional Development Agency (NWDA) and British Swimming that is responsible for the organisation of the event in the UK. The first World Short Course Swimming Championships took place in 1993 in Palma de Mallorca, Spain, and was then followed every two years with events in Rio de Janeiro, Brazil (1995), Gothenburg, Sweden (1997) and Hong Kong, China (1999). Beginning in 2000, the event has been held in the even years, with the Championships being held in Moscow, Russia (2002), Indianapolis, USA (2004) and Shanghai, China (2006). Following Manchester the event will be held in Dubai, United Arab Emirates (2010) whilst the host city for the 2012 World Swimming Championships 25m will be determined here in Manchester. The World Short Course Championships take place in a 25m pool whereas an Olympic size pool is 50m long. There are prize money and world-record bonus incentives for top performances by athletes. The event is the first World Swimming Championships ever to be held in the UK and the last major swimming and aquatics competition in the lead up to the 2008 Beijing Olympic Games. Over 800 athletes from more than 120 countries are expected to attend the biggest World Short Course Championships ever! Two huge temporary pools filled with more than two million litres of water will be constructed in the MEN Arena. This is the first time this has been done in a major music and entertainment venue and the spectacular lighting and sound displays will make the 9th FINA World Swimming Championships the first of its kind in the world.

Southport born Francesca Halsall, who won 2 silver medals in the 2006 Commonwealth Games, will be competing at the Championships and City fan James Goddard, 24, is no stranger to major meetings having finished fourth at the 2004 Athens Olympics. Six times world short course gold medallist, Mark Foster, will become the oldest competitor ever to have competed at a World Championships just a month off his 38th birthday. Even when athletes have stopped competing their involvement doesnt always finish; former Olympic bronze medallist and world championship silver medallist, Graeme Smith from Bramhall, will be one of two athlete liaison officers working at the Championships and Head of Public Relations for the Championships is five times World Swimming Champion, James Hickman. We hope you will support all of our athletes throughout the course of the Championships.

S.P.E.E.D.Y Tips
You may have to be a little more patient but still be punctual with international visitors. Please do not become upset if someone enters your personal space. Take the cue from the visitor. Introduce yourself and speak clearly. Refer to them as international visitors or guests. Please do not be offended if a visitor does not make eye contact or makes more eye contact than you would expect. Please avoid discussion around topics such as politics or religion Have a friendly and helpful I can do attitude. Avoid jargon and acronyms. Do not raise your voice.

CHAMPIONSHIP MASCOT
Manchester is to host the 9th FINA World Swimming Championships 2008, so watch out for one of the more unusual characters preparing for it! Welcome to our championship mascot Speedy the Swordfish. Representing the spirit of the event, Speedy has been chosen for a number of reasons. Speedy is so-named because the swordfish is joint fastest fish in the ocean; capable of notching up an amazing 121kph! The swordfish is at home in waters right around the globe, as is every member of the teams wholl be taking part. Having made the news by appearing unexpectedly on the coast of England last summer, it seems only right that we should take this super-fast fish to our hearts here in the North West and give Speedy the Swordfish our support as Championship mascot. VOLUNTEERING ESSENTIALS
The event management team is made up of a number of functional areas (FAs); Sport, Sport Presentation, Media Operations, Broadcast, Accommodation and Transport, PR and Communications, I.T., Accreditation, Legacy, Protocol, Venue and Volunteer Management. You will be allocated in your role to one FA, possibly two, and contact details for these colleagues can be found within the section on FAs later on in the Handbook.

Personal Presentation and Belongings


When on shift, wear your uniform with pride to identify you as a member of the event team, ensuring you look neat and tidy at all times. When you are not on shift please take off your uniform; if you hope to watch any swimming before or after your shift, you will obviously need to bring a change of clothes. You are advised not to bring valuables to work. We will not assume responsibility for loss, theft or damage to personal property. The use of personal mobile phones is not permitted inside the venue whilst working unless authorised by your FA leader.

Rest and Meal Break


Adequate rest and meal breaks will be determined by each FA as and when appropriate. Food will be supplied for all colleagues based at the MEN, however it may not be possible for food to be delivered to colleagues who are not based at the MEN. Please clarify this with your FA Leader if you are unsure.

Uniform
Your uniform will consist of a polo shirt, fleece, tracksuit bottoms and will be allocated according to volunteer roles.

Accreditation
Do not forget your accreditation pass as you will not be allowed into the venue without it. If you lose your pass, please let your FA leader know immediately. Specific details on the Accreditation process can be found in the section on Accreditation later in the Handbook.

COMMUNICATION
Effective and efficient communication is vital to ensure the success of the 9th FINA WORLD CHAMPIONSHIPS (25m) 2008. It is therefore important that you understand that the following methods of communication will be utilised throughout the event.

Reimbursement of Expenses
MEN Arena based volunteers will receive a 5* daily subsistence allowance along with a lunch pack/refreshments whilst on duty. Volunteers not based at MEN Arena will receive a 10* daily allowance but no lunch pack. * This allowance is fixed and is non-negotiable.

Volunteer Crew Room


The volunteer crew room is located on the ground floor room 065. There will be signage directing you to the room once you enter the M.E.N. Arena by the Stage Door on Great Ducie Street. You are advised not to bring valuables to work. We will not assume responsibility for loss, theft or damage to personal property. The use of personal mobile phones is not permitted inside the venue whilst working unless authorised by your FA leader.

Notice Boards
The Volunteer Crew Room located in the M.E.N will post daily updates and information.

Online Registration System or a paper application. Accreditation Passes can be collected from the Accreditation Centre at the Midland Hotel. The Accreditation Centre will be open from 31st March 9th April, 08:00 20:00. You will need to come in person to the Accreditation Centre during this period with a valid photo ID (e.g. passport, driving licence) to collect your Pass. Your Accreditation Pass is a vital part of your uniform that you must bring with you to enter the MEN Arena. If you forget your Pass you will be expected to return to get it so dont leave home without it!

Accreditation
All Participants such as Teams, Media, Broadcasters and, of course, Volunteers must apply and be approved for an Accreditation Pass in order to take part in the World Swimming Championships 2008. Passes contain personal information, including a photograph, of the Participant and are not transferable. As with all major events the personalised Accreditation Pass must be worn to gain access to, and at all times when within, the Venues. You will all have applied either using the

Transport
GMPTE will provide free Metro Link transport to all volunteers with a 9th FINA WORLD SWIMMING CHAMPIONSHIPS (25m) accreditation pass for the period commencing 4th April 2008 to 14th April 2008.

Post event celebrations


The 9th FINA WORLD SWIMMING CHAMPIONSHIPS (25m) closing party will be held on Sunday 13th April at Pure, The Printworks from 9pm. All welcome!

Below gives you an insight to a typical day at the championships. Pre event planning: 1. Check which venue you are at as some volunteers have duel roles. 2. If unsure, check your shift schedule with your functional area via the Volunteer Crew Room or designated area.

Before You Leave Home


check you have your accreditation pass and bag ensure your uniform looks smart and clean note the start time of your shift and plan to arrive at least five minutes prior to this fill your drinks bottle know how you are going to get to your venue set off in plenty of time to arrive punctually for your shift

Arrive at the Venue


enter the venue through the appropriate entrance sign in at the Volunteer Crew Room or designated area ensure that you receive your meal voucher (if applicable) check the notice board for any updates and new information check your daily schedule and arrive in time for your daily brief report to your FA leader

End of the Day


report to your supervisor and inform them if you are leaving the building check roster for next shift sign out at the Volunteer Crew Room or designated area collect daily expenses allowance exit venue through appropriate exit put your feet up and reflect on a job well done N.B. Lunch vouchers will be available from the M.E.N from the 4th April 2008 onwards.

Professional Behaviour
Volunteers will work in different roles across all teams but wherever you are working you will be in contact with a variety of people such as athletes, officials, spectators, contractors and other volunteers. At all times it is expected that you will be: Polite and Professional Welcoming and Friendly Knowledgeable and Informed Energetic and Enthusiastic Visible and Proactive All volunteers must not: Eat, smoke or chew gum in view of the general public Sit in designated spectator seating Ask for autographs or take photographs

HEALTH AND SAFETY


Responding to Media Enquiries
All requests from members of the media for comments or information should politely be directed to your FA leader. This will ensure the accuracy of all information given to the media. Do not give interviews; appear in promotions, advertisements or endorsements.

Consume illegal drugs or alcohol prior to and during working hours Use obscenities, offensive language or inappropriate jokes Liaise with family or friends when on shift

Volunteers Clothing
Do not wear volunteer crew kit when not on duty or when spectating.

Responding to Complaints
Despite all our efforts, there may be times when things will go wrong and you will have to deal with someone who is unhappy. When dealing with any type of conflict or problem remember the following S.P.E.E.D.Y tips: Apologise and attempt to diffuse the situation Listen carefully and be empathetic Explain what actions you will take Seek help from your team leader if needed

We are committed to providing you with a safe working environment. All volunteers are required to be familiar with the security and emergency arrangements and procedures for the venue. However as a volunteer you are asked to remain vigilant for potential breaches of security or situations of risk since you may be the first to observe an incident or accident. Please remember the following S.P.E.E.D.Y tips: Never put yourself at risk Ensure public safety Report any issues to your FA leader immediately Familiarise yourself with the venue plan and where the assembly points are Know where first aid assistance is located Take care when lifting and carrying equipment

Report any potential hazards to your FA leader immediately Pick up litter and move obstructions

Lost Property
If a spectator who has lost property approaches you, direct them to the lost property area located at the Customer Services Desk (Hunts Bank entrance). If you find items that appear to be lost property pass them to your FA leader. When you come across an unattended item be vigilant and report to your FA leader.

Reassure them that every effort will be made to reunite them with their companions Contact your FA leader or take them to the Customer Services Desk (Hunts Bank entrance).

If you suspect a suspicious package: Stay calm Contact a member of MEN staff DO NOT open it

Emergency Procedures
All MEN staff are trained in the detailed venue emergency operation plan. If you discover a fire: Keep calm Contact a member of MEN staff immediately Do not tackle the fire yourself If evacuation takes place: DO NOT stop to collect belongings DO NOT use the lifts DO NOT re enter the building unless authorised to do so

Incidents and Accidents


In case of an emergency your first point of contact must be a qualified first aider and paramedics will be onsite to provide this. Stay with the person until medical assistance arrives. Assist emergency crew ONLY if asked by them to do so. Contact your FA leader and complete the required incident form as soon as possible. Remember to record how the incident occurred, the consequences and the details of any persons involved including witnesses.

Confidentiality
As a member of our team you have an obligation to protect confidential information about the championships and other parties. Never discuss or disclose such information to anyone other than persons authorised to receive it.

Lost or Found Persons


You may be approached or come across a person that has been separated from their family or friends. If this happens: Stay calm and stay with them
