VI PAN AMERICAN CONFERENCE OF NATIONAL DIRECTORS OF HEALTH AND SECOND MEETING (TECHNICAL SECTION) OF THE DIRECTING COUNCIL of the PAN AMERICAN SANITARY ORGANIZATION DRAFT OF THE INTERNAL PROCEDURE October 4 - 7, 19~4 Mexico, D. F. Art. 1 - The VI Pan American Conference of National Directors of Health will take place in Mexico City from the 4th to the 7th of October, 194$, ointly with the Second Meeting of the Directing ouncil of the Pan American Sanitary Organization. Art. 2 - Delegates of the American Republics, alternates and observers, subject to the approval of the Conference, shall be considered official members.

Art. 3 - Ex-officio representatives of the Pan American


3initary Bureau and observers from other countries and institutions, subject to the approval of the Conference, shall be considered members.

Art. 4- The Officers of the Conference shall be: a Chairman, four Vice-Chairmen, and a General Executive Secretary, to be elected by the official members of the Conference. Art. 5 - The calling of Delegations shall be done in alphabetical order by the countries represented, each country having one vote. Art. 6 - At the proposal of the Chairman, the Conference shall appoint the following committees composed of its members: I. Credentials II. Regulations and Procedure Art. 7 - The official languages of the Conference shall be English, French, Portuguese and Spanish. Art. g - The papers, as listed in the official program, shall be read by the authors or persons designated by the Executive Board in the absence of the author, taking no more than 20 minutes for the reading,

-2Art. 9- Articles which are considered as forming part of a series shall be read in succession by the authors or by their representatives, all comments and replies being held until the end of the series, instead of taking each one separately. Comments and replies on papers shall not exceed 5 minutes and the closing discussion by the author of the paper, shall not exceed 10 minutes. Meeting shall see that the rules are complied with.
