Most dams are built to control flood hazards, to store water for irrigation or other uses, or to produce electricity.

Along with these benefits come environmental costs including riparian habitat loss, water loss through evaporation and seepage, erosion, and declining water quality. Farther-reaching consequences of dams include changes in groundwater flow and the displacement of human populations.

You are spaking against the motion that rivers should not dammed-no construction of dams. 1st argument from nature s point of view: a) Scientists and engineers have begun questioning whether construction os dams have actually agravated natural phenonmenon of flooding. b) If allowed to flow naturally along the river basin with no concreate construction to increase runoff, we allow water to percolate and increase the ground water level or even get stored in a rudimentary form. c) Rivers deposit silt all over the flood-plains making the surrounding land more fertile, particularly true in an agrarian country like ours. d) We must not overlook the fact that wetland store water and provide diverse flora and fauna. 2nd argument give definate example of three gorges project on river Yangste Kiang which I happened to see on the national geographic channel. The three gorges project was constructed against much international and internal objection. The question that arises is Why should there be objection against this 2309 metre long dam, 185m high dam designed to protect 50000 km. sq. from flooding and protect 15 million people in China? In construction of this dam 1.3 million people had to be re-located, four cities, eight towns, 365 villages where submerged as the reservoir water behind the dam rose. There was forced evacuation and resettlement was not easy because a meagre compensation was given to each household. There was silting in the lake which reduced sediments downstream and toxic wastes were stagnated in one area. There was also a threat of extinction of species and marine life due to the constricted flow of water. 3rd argument The world today is developing and technological break-through have permitted these montrous constructions at phenomenal expenditure and risk. However despite these civil engineering marvels, we have had most unfortunate incidents of dams collapsing under sheer weight of water and causing incomprehensible destructions. The United Nations describes the concept of Sustainable Development as meeting the needs of the present without compromising the ability of future generations to meet their own needs. We all look forward to developing technology that is appropriate to the skills, wealth and needs of local people. Yet another way of development is by using natural resources without harming the environment and more importantly, development of projects which are in harmony with nature.

First, the worst floods are the largest floods - to reduce the occurrence of large floods we would have to overdesign our dams. This would result in low efficiency and high costs as the dams would be mostly empty, as in the past 10 years of drought. And we can't accurately estimate the largest possible flood, particularly with predictions of increasing extreme events due to climate change. A dam can never provide full flood protection. Second, because of the inefficiency of having dams solely for flood prevention, most dams have multiple purposes, such as for power generation or water storage - and these counteract the effective floodprevention role. Finally, some interesting socio-economic research. Dams tend to give a false sense of security to people living below dams and on flood plains; they believe they are 100 per cent safe, which is never the case. And there is the fact that increasing water supply (through building additional water storages) always leads to increased water use and water demand. The volumes of water are significant. State jurisdiction starts with a pond of water the size of a football field to a depth of 8 feet, or at least 3.26 million gallons of water. In Arunachal Pradesh the intention of the government is to build about a hundred dams with a total capacity of 56,000 MW.The recent controversy in Arunachal Pradesh on the construction of dams voices some of these concerns. While the local tribes in Arunachal consider dams as an existential threat to their socio-cultural fabric, where development is divorcing them from their cultural heritage; organised protests in Assam stem from its lower riparian fears of being flooded due to manual tampering with the Brahmaputra waters. Environmentalists meanwhile have been raising the alarm since the dams would be built on a fragile ecological zone prone to frequent earthquakes. Increased sedimentation of rivers, they argue, can lead to loss of flora and fauna. In the US, Nationwide, the potential repair costs are staggering. A 2009 report by the state dam safety officials group put the cost of fixing the most critical dams where failure could cause loss of life at $16 billion over 12 years, with the total cost of rehabilitating all dams at $51 billion.
