HON. MA. MERCEDITAS N. GUTIERREZ Ombudsman (Tanodbayan) PROJECT PROPOSAL TITLE: The 1st Integrity Development Review Agency Partners Testimonial Ceremonies. BACKGROUND: In 2003, the Office of the Ombudsman (OMB) was one of the pilot agencies for the Integrity Development Review (IDR) Programs. It paved way for the creation of the Internal Affairs Board (IAB), issuance of the Code of Conduct for OMB Officials and Employees, Rules on Gifts and Benefits, Rules on Internal Reporting and Whistleblowing. Motivated by the success and benefits it experienced, the OMB institutionalized the IDR Program and named it the program Pursuing Reforms through Integrity Development (PRIDE) the goal of the program is to establish a culture of professionalism and integrity in government, raising consciousness on corruption prevention and providing practical tools to improve organizational and system integrity in public sector agencies. Sixteen (16) agencies participated the PRIDE Program in two years, to wit: First Cycle Second Cycle 1.Land Transportation Office 1.Land Registration Authority 2.Philippine National Police 2.Light Rail Transit Authority 3.Bureau of Internal Revenue 3.Bureau of Corrections 4.Department of Public Works and 4.Department of Environment and Natural Highways Resources 5.Bureau of Corrections 5.Department of Agrarian Reform 6.Department of Health 7.DBM-Procurement Service 8.DND-AFP-Philippine Navy 9.Bureau of Fire Protection 10.DND-Philippine Veterans Affairs Office 11.DA-National Irrigation Administration As a result of the program, the IDR Participating Agencies implemented corruption prevention measures and improved their systems by establishing adequate control mechanism to forestall wrongdoings in their agency. At present, each of the sixteen (16) participating agencies has its own Integrity Development Committee (IDC) composed of the Resident Ombudsman, a Senior Top Official of the IDR Participating Agency, representative/s from the Civil Society Organization (CSO) and IDC Secretariat. The IDC regularly meets and continuously monitors the progress of the implementation of the PRIDE program.

OBJECTIVES: 1. To celebrate OMBs anniversary month with the IDR participating agencies. 2. To recognize IDR participating agency efforts in the fight of graft and corruption. 3. To encourage IDR participating agencies to continuously cooperate and participate with OMBs anti-corruption programs and initiatives. 4. To provide means of communicating to the public, that the government, is continuously doing its part in addressing graft and corruption problems. 5. To provide a forum for exchanging learning experiences and sharing best achievements among IDR participating agencies. 6. To strengthen the resolve of the IDR Participating Agencies in combating corruption. SCHEDULE AND PLACE OF IMPLEMENTATION: The historic 1st IDR Agency Partners Testimonial Ceremonies will be held on 06 May 2009 or on any date as the Ombudsman calendar may permit at the OMB Function Room, Ground Floor, Ombudsman Building, Agham Road, Diliman, Quezon City. METHODOLOGY and PROGRAM: This half day activity will be participated by the following: 1. The Honorable Ombudsman 2. The Overall Deputy Ombudsman 3. The Assistant Ombudsman of Public Assistance and Corruption Prevention Office 4. The Director of Bureau of Resident Ombudsman 5. Chairman and Members of IDR Management Team 6. IDR Incentives and Awards Committee 7. Organic Resident Ombudsmen 8. Three Representatives from each IDR participating agency preferably the Head of Agency, IDC Chairman and any member of the IDC 9. Members of Civil Society Organizations 10. Representative from Development Academy of the Philippines 11. Press/Media People.

EXPECTED OUTPUT:
1. A close tie-up with the Heads of IDR Participating Agencies and OMB in

the fight of graft and corruption


2. IDR Partner Agencies will have a renewed commitment to fully implement

the IDR recommendations in improving public service delivery to the people in general.
3. The presence, message and fellowship of the Honorable Ombudsman

Ma. Merceditas Navarro Gutierrez at the 1st IDR Agency Partners Recognition Ceremonies will send a very strong signal to the public sector of the Offices utmost sincerity and determination to promote public accountability and good governance.
