Clean Air: Energy Efficiency in Transportation

Clean Air projects aim to contribute to the improvement of air quality, to reduce the negative effects on public health and the environment Swisscontacts Clean Air projects focus on five intervention areas: Baseline elaboration
Emissions air quality impact on health & environment

Awareness building & environmental education

Creation of awareness and demand for clean air

Capacity building through institutional strengthening

Local capacities guarantee sustainability of the process

legal framework improvement

Crucial for setting incentives and investments by the private sector

Clean Air Management Plan implemented

Assistance in elaboration, public consultation and implementation

Clean Air Central America

Location: Duration: Funder: Budget: Staff: Objective:
Capital cities of Central America 11 years (1993-2003) SDC 12 millions Swiss Francs 772 person months

Promotion of policies and activities for the reduction of vehicular emissions Public awareness: 17 Clean Air Weeks Training inspection & maintenance: 500 training courses Air Quality monitoring: 6 operating networks Vehicle inspections: 100000 tested during Clean Air Weeks Emission control on imported vehicles: established in 4 countries

main Activities:

Clean Air Indonesia

Location: Duration: Funder: Budget: Staff: Objective:
Jakarta 10 years (1997-2006) SDC 8 millions Swiss Francs 852 person months

Improve institutional capacity for reducing air pollution caused by motorized traffic Eco-Driving: in alliance with private bus companies Conversion from gasoline to natural gas: technical assistance in legal aspects, training & implementation Local Act on Air Quality Management: key for air quality improvement in the megacity of Jakarta

main Activities :

19.05.2011

Peru: Fuel taxes according to toxicity

Situation before project start:

The fuel taxation system recompenses the use of the most pollution fuel, therefore hindering the shift to cleaner engine technologies
Project interventions:

Campaign against high sulphur content in diesel designed Key allies for campaign identified and convinced High media coverage obtained
Results:

New fuel taxation system that recompenses the use of clean fuels (and therefore modern engine technology) elaborated and in gradual implementation Trend towards cars with modern technology statistically proved

Bolivia: Air quality monitoring

Situation before project start:

No awareness about negative impacts of air pollution on public health and environment
Project interventions:

Pilot monitoring network established Technical staff trained Joint funding body: municipalities & universities Gradually decreasing co-funding of equipment
Results:

Air quality monitoring network in four biggest cities established Municipalities cover running costs and invest in equipment Quality control regularly conducted by a national university High quality data on urban air quality obtained

Healthcare Waste Management - Separation

To assure the sustainability of the separation of healthcare waste in origin, various steps have been undertaken:
Yearly evaluations headed by Ministry of Health Waste management will be part of accreditation of hospitals Introduction of waste management into university careers

Success stories in pilot hospitals:

Amount of infectious waste reduced by 50% (Cochabamba) 25% of general waste sold to recycling companies Amount of infectious waste reduced by 30% (La Paz)
15

Healthcare Waste Management - Collection

Assistance to improve separated collection of healthcare waste through the following measures:
Optimisation of routes of the collection service based on the information provided by the baseline studies Adapt vehicles for the collection of infectious healthcare waste, according to national standards Tricycles for areas of difficult access by vehicle, strategic distribution of transfer stations Training the staff of the private operators and the public supervisors of the collection service

Healthcare Waste Management - Disposal

For reasons of sustainability, the project priorizes the following measures:
Improvement of monitoring of final disposal Competence of the local authorities, since urban waste management has been privatised Creation or improvement of existing section

for healthcare waste within municipal landfill

Three big cities (El Alto, La Paz, Cochabamba) are in the process of translation of the landfill Lobbying and assistance for an environmental

friendly deposition of the healthcare waste in the new landfills

A landfill built with up-to-date technology is more sustainable than the decentralized incineration (no hospital incinerator is working properly)

PET Recycling
Adjusting experiences made in Central America to the Bolivian context, the action line will emphasise in:
Strengthen legal framework Law on Solid Waste Local rules on Recycling Create and foster neutral PET-Foundations Regional non-profit-organization shall be in charge based on contributions of PET-generating enterprises of awareness building and setting up an improved system of PET-collection Foster alliances: companies

local authorities civil society

18

Improve initiatives by sponsoring activities cooperation to private sector related to social responsible business

19.05.2011

Bolivia: Potential of domestic waste

Environmental potential in Bolivia: 80% less solid waste in landfills = less transport & treatment costs, less pollution, less greenhouse gases

Economic potential of waste recovery in Bolivia: Value of solid waste: 60 millions USD per year Job opportunities for 20.000 people

Energetic potential (biogas production from organic waste) in Bolivia: 20 million gas containers per year (2 for each inhabitant)
