We are saddened by the death of Russell Durant of North Adams last week. Russ was our principle auditor for many years with Adelson Moynihan Kowalczyk PC. Massachusetts Teachers Association is in town for their annual conference this week. Drivers are urged to be cautious of jaywalkers.
PUBLIC WORKS

On August 5, 2011 streamflow measured at the Green River USGS streamflow gauge station #01333000 dropped below 19 cubic feet per second (cfs) for three consecutive days. Effective immediately and in accordance with Williamstowns Water Management Act Permit, Massachusetts Department of Environmental Protection requires mandatory outside water use restrictions in order to protect streamflow for aquatic life and to assure a sustainable drinking water supply. This weekends rain was helpful, but streamflow must remain above 19 cfs for 7 consecutive days to lift the restrictions. More information is posted on the towns web site. Residents need not be concerned about their drinking water supply. Williamstown wells draw from a confined aquifer not connected to or affected by Green River and Hoosic River flows. Every year we receive a few telephone calls about road shimming. Shimming is only the first step in leveling the roadway before chipseal is applied. The shim pavement must cure for a month before the asphalt emulsion and crushed stone is applied in September. Blacktop shimming is being performed on lower Petersburg Road, Buxton Hill, Hawthorn Court, Belden Street, Knolls Road, Observatory Lane, Cluett Drive, Hopper Road, and Sloan Road.

COUNCIL ON AGING

The Council on Aging has received a Helping Hands grant from the First Congregational Church of Williamstown to provide another round of community CPR training. The COA will team up with Village Ambulance Service to offer basic CPR classes leading to certification of new life savers. The COA and Village teamed up in 2008 to offer a similar program which resulted in over 50 new life savers certified by the American Heart Association as proficient in adult and infant CPR. This years classes will be offered in October at a date(s) to be determined. Each class will be offered to the public at a minimal fee of $10. All classes will be offered at the Harper Center. The Council on Aging and Village Ambulance will also join forces on Tuesday, November 1, for a winter coat drive at the Harper Center. Last fall the COA and Village collected over 300 coats which were distributed to individuals and families in need throughout the community. The goal this November will be to exceed the 300 coats collected last year.
INSPECTION SERVICES

Nonnies Country Store has been granted a Permit to Operate a Food Establishment by the Board of Health, following a successful pre-operative sanitary inspection by the Health Inspector. Nonnies is located at the former Harvest Moon General Store (The Village Market for those who remember) on North Hoosac Road. A Permit to Operate as a Mobile Vendor has been granted by the Board of Health to El Conejo Corredor (the Running Rabbit), following a successful pre-operative sanitary inspection by the Health Inspector. The Rabbit will be preparing food at Hobsons Choice. State regulations require that all mobile vendors (other than temporary) operate out of a properly permitted food establishment. Olympic Pizza and Family Restaurant has been granted a Permit to Operate a Food Establishment by the Board of Health, following a successful pre-operative sanitary inspection by the Health Inspector. Olympic, which will serve pizza, pasta, and various Greek dishes is located at the former Michaels Restaurant on Main Street. Jeff Kennedy has passed the field test for certification as a Sealer of Weights and Measures in Massachusetts. The field test had been delayed by personnel changes and retirements at the Division of Standards. The Conservation Commission will meet on Thursday, August 11, to discuss an RDA for a proposed addition to a home at 638 White Oaks Road, an RDA for proposed geothermal wells at the Clark, and an NOI from the Town for slope stabilization off Bulkley Street. The Commission continues to work with DEP to assure that the site of the truck accident at the foot of the Taconic Trail is stabilized. DEP has not yet issued an enforcement order but is working with Guntlow & Associates and the trucking company's insurer to make sure stabilization work is completed. The Conservation Commission will take oversight responsibility once the project enters the final site restoration phase.
PUBLIC SAFETY

Officer Kyle Jolin has completed training to be certified in (i) Standardized Field Sobriety Test and (ii) Firearms Instructor.

There were seven (7) crashes recorded during this reporting period: two (2) two-vehicle roadway collisions; one (1) vehicle causing property damage; one (1) vehicle/bear collision; two (2) parking lot collisions; and one (1) roadside collision with a parked vehicle. A total of ninety-two (92) vehicle stops were conducted during the reporting period, with eighty-nine (89) citations issued, recording one hundred fourteen (114) violations. Sixty-seven (67) parking violations were issued this reporting period.
