EXECUTIVE SUMMARY
INTRODUCTION: The Proposed Commercial Complex PEARL OMAXE located at Netaji Subhash Place, New Delhi is being developed by M/s Omaxe Construction Limited. They are proposing the projects comprising of 173 offices, 156 shops, food court, parking facilities, extensive landscaping and green belt etc. for beautification of area.

The proposed project shall have included some excellent modern facilities. Total plot area of the project is 5366.39 m2 out of which 2416.37 m2 will utilize for ground coverage. Total green area will be 1610 m2 which is 30% of the total plot area. The cost of the project is expected to be Rs. 113.78 Crores.

LOCATION OF PROJECT:

The project is located near Netaji Subhash Palace. The nearest Railway Station situated at a distance of approx. 6 Km. and nearest airport is Indira Gandhi International airport, New Delhi, situated at a distance of approx. 11 Km. from the proposed site. The area 10 km around the site does not have any

environmentally sensitive spot like wildlife sanctuary, protected monument or any fragile ecosystem.

POPULATION:

(a) Work Force Skilled and unskilled labour force (approximately 400 on rotation basis) shall be engaged during construction phase, which is migrating from near by area. No person shall be staying in the site area. Temporary arrangement for civic amenities has been provided on the site. Soak pits shall be provided.

Staff and Visitors

The Project is commercial in nature having 156 shops and 173 offices. The expected no. of people residing in the complex shall be 2200. There will be visitors and service staff of approximately 1500.

POWER SUPPLY:

The power supply shall be from NDPL. The connected load of the proposed Commercial complex shall be 2887 KVA.

Two DG Sets of 1250 KVA and one D.G.Set of 500 KVA shall be installed for back up. The DG Sets shall be enclosed in suitable acoustic enclosures. The fuel consumption of DG sets shall be about 960 l/hr. The D.G sets will be used only during power failure. These are proposed for 100% power back up.

WATER SOURCES, WATER REQUIREMENT & WASTEWATER GENERATION:

There is no nearby surface water except Najafgarh and Nangloi Drain. The water supply for the proposed project will be met by municipal supply, which is from DELHI JAL BOARD. The water supply system within the complex will have sufficient storage. Total water consumption is estimated to be around 302 KLD. The wastewater generation from all the activities will be 178 KLD. The wastewater is proposed to be discharged into in-house sewage treatment plant of 180 KLD. The treated wastewater will be reused in cleaning and gardening.

AMBIENT AIR QUALITY AND AIR POLLUTION CONTROL MEASURES:

Most of the areas in Delhi and Gurgaon is in under air pollution and vehicular traffic is the major contributor. At the project site and at all other locations, SO2 and NOx always remained lower than stipulated standard of 80 g/m3. The data also indicate that at nightime values were lower than daytime values. The SPM value was ranged between 187.21 to 553.02 g/m3 and 98-percentile value was 423.81 g/m3. The RSPM value was ranged between 136.48 to 348.54 g/m3 and 98-percentile value was 274.10 g/m3 The SO2 value was ranged between 7.39 to 22.17 g/m3 and 98-percentile value was 17.05 g/m3. The NOx

value was ranged between 18.56 to 44.26 g/m3 and 98-percentile value was 34.01 g/m3.

AMBIENT NOISE:

The ambient noise level at the proposed site and surrounding areas was slightly higher due to commercial activity. The area in and around Delhi has intense commercial activities and traffic and this primarily is the reason for high ambient noise level. As per the study carried out of traffic density, sufficient activity exists even during nighttime. At the commercial complexes existing and planned, the noise may be contributed primarily due to

automobiles and DG sets. All the D.G Sets will be enclosed in acoustic coverings.

IMPACT ON SOIL:

The soil in and around the project site is sandy loam. The soil is alkaline and has high conductance primarily due to salts. The proposed project, will not affect the soil quality of the area. The excavated soil will be utilized in filling low-lying area and plantation. The excess soil will also be utilized in filling the areas in vicinity.

SOLID WASTE MANAGEMENT:

The Solid waste generated during Construction was approximately 12 tonnes/day. The waste generated was utilized for filling the lowlying areas and landscaping.

It is estimated that for 3700 persons, around 1665 Kg/day of garbage (municipal solid waste) shall be generated.

The waste generated are collected in four containers (bins):

Green Red Blue Black

- Biodegradable material for composting - non-biodegradable material for landfill - Recyclable material - Hazardous waste

These four bins will be emptied into the main bin of the floor. From bins of each floor service provider will collect garbage and waste shall be discharged to main bin of the complex. The red and green bins shall be picked up for disposal.

The management shall engage a vendor, who carries this waste for recycling and rest to municipal solid waste site.

SOCIO-ECONOMIC CONDITION: Air emission, water effluent, soil and noise, as a result of the existence of the commercial is well with in the permissible limit and

and do not have any adverse effect on the health and socio-economic aspects of people inhabiting the core and buffer zone.

Apart from employment as skilled and un-skilled during construction, following advantages will be available for the local people.

Infrastructure development of the overall area

Electrification

Growth of small shops, market & trading activities

Green belt development in the area

LAND USE:

The study area (10 Km radius coverage from the site) falls in Delhi region, which consist of mainly rural, semi-urban and urban areas characterize total study area.

ENVIRONMENTAL IMPACT ASSESSMENT:

The Environmental Impact Assessment study shows that the proposed project has positive impacts in the form of infrastructure development, employment generation and rainwater harvesting.

There are minimal impacts of the project on green belt development, which can also protect the dust generation during construction, wastewater generation, and uprooting of some herbs and shrubs, production of noise and gases from DG sets. All these negative impacts could be mitigated during maintenance phases. There are minimal impacts on air during construction and operation phase, which can be mitigated through adequate stack height and water sprinkling. In addition, noise generated by emergency use of D.G. Sets, is proposed to be controlled by acoustic covering of D.G. Sets. Water is proposed to be channelized and treated in house sewage treatment plant. The treated wastewater will be reused. The solid waste is proposed to be segregated into biodegradable and non-biodegradable and Hazardous components. The biodegradable waste is proposed to be composted at the municipal waste site of Delhi and nonbiodegradable waste is proposed to be land filled into designated landfill sites or can be hand over to service provider. The project will not cause any adverse impact on flora and fauna of the area. Thus, the emissions and effluents will not have any adverse impact on the socio-economic aspects of people inhabiting the villages in the core zone.

ENVIRONMENTAL

MANAGEMENT

PLAN:

Environmental

management plan includes for maintenance of: Water Environment, Water conservation, Sewage treatment plant, rainwater harvesting etc.

Air Environment shall be maintained by water sprinkling during construction and proper stack & acoustic of D.G. Set room after installation of D.G. Sets.

Traffic management & plantation has been proposed to control traffic movement and noise pollution.

CONCLUSION AND RECOMMENDATIONS On the basis of information provided by the proposers M/s Omaxe Construction Limited, other data procured from the Government agencies, census report, IMD etc. and the data generated by the consultants M/S Perfact Solutions and analysis of generated information, the following generalized conclusions can be drawn. 1. In the Commercial complex construction will cover 2416 m2 on the ground out of plot area of 5366.387 m2. The estimated cost of the project will be Rs 113.78 crores.

The project shall be completed with in 24 month.

NDPL

will

provide

necessary

power

to

meet

the

requirement of the complex, which will be 2887 KVA. A power backup shall be provided installing 3 D.G.Sets of combined capacity of 1250 KVA x 2 & 500 KVA x 1.

Sufficient

water

shall

be

available

through

existing

municipal supply and necessary storage will be done underground as well as in overhead tanks.

The ambient air quality shall remain within the prescribed standards. The recognized sources of air pollution in the area are transport system and diesel generators. The DG sets are the only point source of air pollution and discharge shall be through stacks of sufficient height.

The only sources of water pollution from such projects are usually wastewater, which joins the sewerage system untreated. But in this complex, sewerage treatment plant will be provided of 180 KLD and treated sewage will be reused in the complex.

Acoustic enclosures of DG sets shall be done and adequate stack height shall be provided.

Sufficient parking space for vehicles of visitors has been provided.

The impacts, which have been identified in the planning, development and construction phase, will be transitory and enough provisions have been made to mitigate them. The construction & operation phase will have both positive & negative impacts. But negative impacts have been made

positive through environmental control measures. The infrastructural development, commercial activities and rainwater harvesting are positive impacts.

10. The solid waste segregated and managed through composting and landfills at designated site.

11. 2 number of Rain Water Harvesting pits shall be provided to recharge the ground water.

12. A greenery of adequate density shall be in the 30% of total project area.

13. By and large there is no negative impact of activities proposed. The positive impacts will be advantageous in the socio economics of the area.
