PRIME Minister David Camer-
on addressed the National As-
sembly for the first time yes-
terday but failed to set out
plans for a new commission to
examine how Wales is funded.
Instead he urged the Welsh
Government to followhis lead in
modernising public services by
ending the state monopoly
words described as lecturing
by First Minister Carwyn Jones.
The Prime Minister effect-
ively put the ball back into the
parties court by calling on them

councils to work together and
introduce an opt-out organ
donation system were among
the Bills proposed.
But acting Conservative
leader Paul Davies said it
lacked a clear strategy to
stimulate the Welsh economy
by encouraging entrepreneur-
ship and helping small busi-
nesses to expand and create
jobs.
