WMUR: Guinta Tight with House Leadership In January 2012, WMUR Political Scoop published an editorial that said Guinta should distance himself from Washington, but noted his close affiliation with GOP leadership. The author notes, With his plum appointment to the House Budget Committee, Guinta has become close to House leadership. In fact, House Speaker John Boehner even attended a fundraiser for Guinta in Bedford last summer. Concord Monitor: Guinta is Frankie No Deal

In July 2011, the Concord Monitor criticized Guinta in an editorial over his unwillingness to compromise during debt ceiling negotiations. Guinta has said that he won't vote for any package that includes a tax increase or fails to include a vote on a balanced budget amendment to the Constitution, the paper opined, calling for a construct deal to be made. Should the Senate compromise pass, it will be up to the House, many of whose members are either in thrall to or afraid of the Tea Party, to decide whether the United States will stiff its creditors. [Concord Monitor, 7/27/11] Concord Monitor: Guinta Holding Gun to the Head of the Global Economy In July 2011, the Concord Monitor criticize Guinta for playing games with the debt ceiling and imperiling the economy. Sen. Kelly Ayotte and Reps. Charlie Bass and Frank Guinta, are among those holding a gun to the head of the global economy, the paper opined. Ayotte, Bass, Guinta and their fellow Republicans have essentially said, "Put tax cuts in the mix and we'll pull the trigger." They want to hold the rich harmless and have all savings to come from the spending side, primarily through cuts in the social safety net. Worse, all three insist on including a constitutional amendment requiring a balanced budget. Guinta Op-Ed: Balanced Budget Amendment Will Restore Responsibility In November 2011, Guinta wrote an op-ed in support of the balanced budget amendment, which would have required Congress not to spend more money than it collected in revenue, unless approved by a supermajority. Guinta wrote, While I'm always ready to work with any member on either side of the aisle to advance common goals, Democrats simply refuse to work with us on this issue. The spirit of bipartisanship that passed the balanced-budget amendment in the House in 1995 is gone now. The positions are clear and unmistakable: Republicans want to pass a balanced-budget amendment to keep the U.S. from joining the ranks of nations whose out-of-control spending has pushed them to the edge of bankruptcy; Democrats refuse to budge from their business as usual attitude as a tidal wave of red ink threatens to wash over Capitol Hill. [seacoastonline.com, 11/27/2011] Opposed Minibus Legislation to Prevent Government Shutdown In November 2011, Guinta opposed the $245 billion minibus legislation that included three appropriations bills and a continuing resolution to keep unfunded parts of the government running until December 16.

Guinta said that the resolution called for too much spending. He said, The Washington mentality of voting for a bill because a few sweeteners are included in it must end. The federal debt hit $15 trillion on Wednesday how much bigger must it grow before the spending spree stops? [Union Leader, 11/17/2011] Listened To Voter Concerns on Medicare Cuts In October 2011, Guinta visited an adult day rehabilitation center and listened to concerns over Medicare cuts. Under the Ryan plan, which Guinta voted for, Medicaid expenses would be shifted to states in the form of block grants. Guinta said, Right now we are looking at a lot of different options on Medicaid. This is exactly the challenge we have. At the federal level, with respect to Medicaid, we have 8 percent increases in expenditures every year and the math suggests we can only afford 4 percent. The block grants have been discussed, there are pros and cons to block grants. [seacoastonline.com, 10/20/2011] Refused To Say Whether He Would Accept a 10:1 Spending Cuts To New Revenue In August 2011, Guinta dodged a question in a Greenland town hall about whether he would accept a deal that included 10:1 spending cuts to new revenue. In responding to the question, Guinta said that new revenue did not necessarily have to come from raising tax rates . He said, I dont feel that raising taxes has to be the first option, there have to be many other options and alternatives before you raise tax rates. [thinkprogress.org, 8/18/2011] Guinta Debt Vote Criticized by Dover Seniors In August 2011, Guinta received criticism over his debt vote during a visit to the Dover Senior Center in Dover, N.H. Several seniors voiced their strong discontent with Guintas vote, saying he had fumbled the ball with his vote. According to the Daily Democrat, Guinta agreed he has seen the same frustration expressed in Dover in other towns and cities. He said he's received many phone calls and e-mails about and against the recent decision. [Fosters Daily Democrat, 8/09/11] Guinta Gets Earful on Debt at Hooksett Town Hall On August 4, 2011, Guinta was criticized by attendees at a town hall meeting in Hooksett, N.H., over his vote to raise the debt ceiling. According to the Concord Monitor, the 100-person audience applauded as several different citizens voiced their displeasure with Guintas vote for the compromise bill. [Concord Monitor, 8/05/11] According to WMUR, Conservative activists like Skip Murphy of Granitegrok.com said it's too early to tell if this will become a wedge between Guinta and the tea party activists, but the congressman's vote is certainly putting him under greater scrutiny. Voted for Final Debt Ceiling Compromise Legislation In August 2011, Guinta voted for the final debt ceiling compromise legislation, the Budget Control Act of 2011. The framework would cut $917 billion in spending over a decade, raise the debt limit initially by $900 billion and assign a special congressional committee, with members from the House and the Senate and appointed by congressional leadership, to find another $1.5 trillion in deficit savings by late November. If Congress met that deadline and deficit target, or voted to send a balanced budget amendment to the states, the debt ceiling would be raised an additional $1.5 trillion. The plan guaranteed a vote on the balanced budget amendment between October and the end of 2011. If Congress failed to take either step, or debt savings of at least $1.2 trillion were not produced, the plan allows the president to obtain a $1.2 trillion debt ceiling increase. That would trigger automatic spending cuts across the government including in defense and Medicare to take effect starting in 2013. The Medicare cuts would only affect Provider reimbursements. The legislation included no revenue increases. The bill was passed by the full House, 269-161. [Bloomberg, 8/01/11; S 356, 8/01/11] Voted Against Reids Debt Ceiling Plan In July 2011, Guinta voted against Sen. Harry Reids plan to raise the debt ceiling. Reids plan called for raising the debt limit by $2.4 trillion, requiring no additional debt ceiling vote until after the 2012 election. The plan included $1.2 trillion in discretionary spending cuts over 10 years, mandatory spending cuts of $100 billion, $1 trillion in savings from winding down combat operations in Iraq and Afghanistan, and $400 billion in interest savings. The legislation included no revenue increases. The CBO score of Reids plan said it would reduce the deficit by $2.2 trillion. The bill was rejected by the full House, 173-246. [New York Times, 7/25/11; HR 2693, 7/30/11] Voted in Favor of Boehners Debt Ceiling Plan In July 2011, Guinta voted in favor of Speaker John Boehners plan to raise the debt ceiling. Boehners plan called for an immediate debt ceiling raise of $900 billion, spending cuts of $917 billion over 10 years, and an additional debt ceiling vote in six months. The legislation contained no revenue increases. Under Boehners plan, the second debt ceiling raise was conditional on the passage of a balanced budget amendment by both Houses of Congress and the creation of a select joint committee on deficit reduction.

The CBO score of Boehners plan said it would reduce the deficit by $850 billion. The bill was approved by the full house, 218-210. [ABC News, 7/29/11; S 627, 7/29/11] Supported Boehner Debt Ceiling Plan, Said Default Would Have Real Costs In July 2011, Guinta said he supported Boehners debt ceiling proposal because short of Cut, Cap and Balance, it is the strongest cap on spending that we can actually pass. Guinta also said he didnt agree with Michele Bachmann, who again said she did not support raising the debt ceiling at all. Asked about the potential for default, Guinta said, There are real costs to average Americans, and I dont know if people realize that. Its hard for me to fathom that the Senate, the Congress and the President of the United States would allow that to happen. [Union Leader, 7/26/11] Said He was Frustrated with Debt Ceiling Standoff In July 2011, the Sacramento Bee reported that Guinta was one of many freshman Republicans caught squarely between hard-line conservatives with tea party allegiances in their district and the political reality of Washington. Guinta has been careful not to say never. Hes said that with any debt ceiling increase, he would need to see significant spending cuts and budgetary reforms. Hes rejected higher tax rates. Voted in Favor of Cut, Cap and Balance Plan In July 2011, Guinta voted in favor of the Cut, Cap and Balance Act, legislation requiring deep spending cuts, a federal spending cap and a balanced budget amendment in order to raise the federal debt ceiling. Under Cut, Cap and Balance, discretionary spending in fiscal year 2012 would be reduced below fiscal year 2008 levels except for Defense, Homeland Security and Veterans affairs. The plan provided a universal spending cap after 2012. The legislation contained no revenue increases. The bill was approved by the full House, 234-190. Guinta said that even if the number was correct, he was sent to Washington to cut spending. Would Not Consider Raising Debt Ceiling Without Significant Spending Cuts and Budgetary Reforms In July 2011, Guinta said, Like all Americans, Im eager to learn what progress is being made in this weekends debt-ceiling negotiations. The outcome of those talks will play a role in determining how I will vote. When a clean up-or-down debt ceiling increase bill came up on the House floor a few weeks ago, I emphatically voted no! because I was sent to Washington to stop the government spending spree. As for a new bill, let me repeat what Ive said all along: I wont even consider increasing the debt ceiling without deep, significant cuts in spending and significant budgetary reforms. Guinta Town Hall Attendees Pushed Back At His Attempt To Sell Ryan Plan On Claim That It Would Only Affect Those Under 55 In April 2011, the Associated Press reported that, Like many GOP lawmakers, Guinta began by asking people over 55 to raise their hands. The Republicans' Medicare plan would affect none of you, he said. It would, however, phase in a less costly voucher system when people now younger than 55 retire. President Barack Obama's alternative plan calls for more modest changes to Medicare, plus tax increases on the wealthy after 2012. What about our kids? someone shouted at Guinta. Guinta spokesman J. Mark Powell said Guinta supported continuing funding for the GE engine because its a job creator and it saves the taxpayers $21 billion over 30 years. Supported Ionbonds Decision to Open Plant in Portsmouth In November 2011, Guinta praised Ionbonds decision to open up a new plant in New Hampshire, and said it showed that New Hampshire was still a competitive place to draw businesses. Officials from Ionbond said that it was not New Hampshires business friendly tax structure that incentivized them to open up a new plant there, but rather proximity to nine Northeast gun and weapons manufacturers the company services. Guinta said that the challenge in tough economic times was to draw more businesses to New Hampshire. He said, We need to find ways to be even more competitive. In October 2011, Guinta joined Speaker John Boehner at a news conference to call on Senate Democrats to act on the Forgotten 15 bills that House Republicans claim would create jobs and cut costs and regulations. Guinta spoke about the Cement Sector Regulatory Relief Act, which would loosen environmental regulations for the cement industry. Proponents of the legislation said that the regulations in place could shut down almost 20 percent of the cement industry. Guinta said, With this specific piece of legislation, we would be able to help with the creation of thousands of jobs all across our country. I spoke to one concrete company specifically in New Hampshire who said they spend hundreds of thousands of dollars dealing with EPA regulatory compliance. That is taking money out of the private sector. It is taking money out of that company's ability to hire small job growth and good middle-income jobs right in New Hampshire. Shea-Porter Criticized Guinta Over PAC Money In February 2012, former Democratic Rep. Carol Shea-Porter released links to Federal Election Commission filings that detailed the contributions of PACs to both her campaign and to Guinta's. New Hampshire voters deserve to see who is contributing to my campaign and who donates to Frank Guinta's campaign, Shea-Porter said in a statement. I am highlighting the PAC money to increase accountability and transparency in the [1st District] race. [seacosastonline.com, 2/09/12] Attacked by Buddy Roemer for Supporting a Bill to Eliminate Voluntary Public Financing of Presidential Campaigns In December 2011, Guinta praised the House passage of H.R. 3463, which would terminate public financing of presidential campaigns. Despite spending over one billion dollars since 1976, taxpayer financing of presidential campaigns has failed to improve the public's trust in government or increase the competitiveness of elections, Guinta said. Perhaps its Guintas zeal to be seen as a thrifty Congressman who can cut wasteful spending, Roemer responded. And instead of cutting taxes, which would be more impressive, he proposes to appropriate contributions that patriotic Americans have voluntarily made to the election system! Thats not the type of reform Americans are looking for, Mr. Guinta. It is not lost on Granite State voters that Congressman Guinta was the subject of 2 FEC complaints regarding a loan he issued to his campaign while running for Congress, and which he failed to report, he said. Guinta's explanation or lack thereof, is less than compelling according to reports I've read. Whether Guinta's explanation holds any water or not is for the voters and the FEC to decide, but one would think Guinta would be the first to support voluntary public financing of campaigns that help to end corruption. Guinta Solicited RGA for $100,000 in Contributions In August 2011, Guinta said he asked the Republican Governors Association for a $100,000 contribution to the New Hampshire state party, but that he was rebuffed due to concerns about Jack Kimballs leadership. Tom Cole (Okla.) and Kevin Brady (Texas), will formally begin hitting up the GOP caucus for campaign funds for the 2012 cycle. House GOP leadership has traditionally pushed its colleagues to pay their dues to the NRCC in the odd-numbered years - as well as repeatedly during the

Guinta Released Unscientific Survey On Jobs And New Hampshire Businesses In April 2011, the Union Leader reported that, About 100 businesses, or 10 percent, responded to a survey sent to at least 1,000 New Hampshire firms by 1st District U.S. Rep. Frank Guinta, R-N.H. There was no margin of error given for the unscientific survey. Hiring: 59 percent do not plan on hiring this year or next. Job creation: 63 percent said the private sector creates jobs, not the government. Regulation: 22 percent said government regulations impede their ability to create jobs. Guinta Op-Ed: The A-PLUS Act: Helping Our Schools Get a Passing Grade In October 2011, Guinta wrote an op-ed for the Conway Daily Sun supporting the Academic Partnerships Lead Us to Success (A-PLUS) Act, which he co-sponsored.

The act would allow states to enter into a 5 year performance agreement with the U.S. Secretary of Education, which would make them exempt from federal education programs, which would include program requirements form No Child Left Behind. States would have to show increased academic achievement and narrow achievement gaps. To get approval for exemptions, states would need approval from 2 out of 3 state entities the governor, the state legislature, and the state education agency. Guinta wrote, Instead of expanding the federal governments role in education, this legislation gets federal bureaucrats out of the way. Where Washington has failed, local schools can succeed. All they need is a chance, and the A-PLUS Act gives it to them. [Conway Daily Sun, 10/13/2011] Supported Bill to Expand Charter Schools In September 2011, Guinta voted for H.R. 2218, which would expand and promote charter schools throughout the country. The bill has met opposition from the National Education Association, the American Association of School Administrators, and Parents Across America. Guinta voiced his support for the bill because charter schools are an important tool for reducing the federal governments role in education, and the bill encouraged parental involvement to help our children succeed. Guinta said, No Child Left Behind and Race to the Top were created to provide accountability factors for teachers and individual schoolsThose are necessary goals. Supported Budget Cuts to Local Head Start Programs In 2011, Guinta supported HR 1, the House budget bill that cut nearly $61 billion from the 2011 federal budget. The New Hampshire Union Leader reported on the effects of that vote to Head Start education in his district. Rebecca Johnson, director of family services at the Community Action Program Belknap-Merrimack Counties Inc., said the 22 percent reduction for Head Start and Early Head Start programs in the House resolution would eliminate 416 children currently in the program and 135 jobs, and would close 27 classrooms. The group also said the cuts would mean 700 fewer youth service participants would receive Workforce Investment Act job training and the 21,000 New Hampshire students receiving Pell Grants will receive less money. And if the cuts are approved, they said, school districts will receive $3.33 million less to help educate the disadvantaged. [UnionLeader.com, 3/23/11]

OnMessage Inc. was accused of violating state laws by conducting a telephone push poll without disclosing its phone number or the campaign it was working for. Investigators said the script used by OnMessage Inc. contained instructions that the candidate's name be given only if the recipient asked for it. The company will pay the state $15,000 to settle the case.

However, the center struggled with funding this year when it lost $200,000 through state funding, $50,00 in city funding, and $115,000 from a change in Medicaid regulations. Ed George, chief esecutive of the Center, said that Medicaid expansion under the Obama health plan would benefit the center as long as the plan receives funding. Labor Secretary Solis said that a Project Labor Agreement was being planned for the center, which usually asks for collective bargaining agreements with workers. Guinta previously opposed the Recovery Act. Regarding the road, Guinta said, It's been a real pleasure to see this project come to fruition. So many people here have had so much to do with this project. According to the U.S. Department of Transportation, the project cost $175 million, of which $15 million came from Recovery Act funds. The project employed over 200 people and created 26 full time jobs. The New Hampshire Democratic Party criticized Guinta for opposing the Recovery Act and said, That these politicians who oppose and spread mistruths about the Recovery Act are now heralding the infrastructure and jobs that are a result of its funding shows once again that they will say or do anything to get elected.
