1. Introduction
1.1 Purpose of this Document
This document provides a set of device recommendations ensuring readiness for voice and data roaming. For the purposes of this document, roaming shall be interpreted as the ability of CDMA wireless customers to seamlessly receive services while not in their home network. Note this document only applies to CDMA roaming, and doesnt take inter-standard roaming into consideration. Inter-standard roaming handset recommendations may be addressed at a later date.

2. Recommendations
The following are recommendations for features in handsets that are expected to roam.

2.1 Bandclass
To ensure that roaming handsets can receive service from a wide range of roaming partners, support for different band classes must be considered. It is strongly recommended that handsets support:

2.2 Minimum PRL Size of 8k


It is strongly recommended that handsets have a minimum sized PRL capacity of 8k. A roaming handset must have both home and visited networks provisioned in its PRL. The addition of visited networks in the PRL can require significantly more amount of PRL space than the home systems alone.

2.3 OTA provisioning for PRLs


It is strongly recommended that handsets or R-UIM/CSIM cards have the capability for OTA provisioning of PRLs. Handsets PRLs must changed on a regular basis as new roaming partners are added, and as networks are changed. It is generally impractical to provide regular updates to PRLs without an automated OTA provisioning process. Examples of an OTA provisioning mechanism can be found in 3GPP2 documents C.S0016-C and C.S0040.

2.4 SMS VMN and Feature Notification Message for Voicemail


SMS Voice Mail Notification (VMN) uses a special form of SMS to carry message waiting information to the mobile. It is strongly recommended that handsets are capable of receiving this form of notification. Furthermore, it is strongly recommended that

handsets are capable of receiving the Feature Notification Message, which alerts the mobile of Message Waiting Notification (MWN).

2.5 Caller ID behavior


If a subscriber receives a call while roaming in a foreign country, the international dialing code and country code will usually be prepended. This is desirable behavior as it allows the subscriber to call back the number without changing it. However, when comparing the number against entries in the phone book, it is strongly recommended that handsets not consider the international dialing code or country code.

2.6 Standardized Roaming Indicators


It is strongly recommended that handsets support at least one of the roaming indicators in 3GPP2 document C.R1001-C, Section 8. It is recommended that handsets support all of these roaming indicators.

2.7 Configurable Voice Mail Access


It is strongly recommended that handsets allow subscribers to modify the voice mail access key dialed digits to match what is required to reach voice mail in home network from the visited operators network.

2.8 Support for +Code


It is strongly recommended that handsets support the functionality required for the +code solution.

2.9 Mobile IP Capability


It is strongly recommended that handsets support Mobile IP capability. Per the Mobile IP Resolution, Mobile IP is the agreed upon data architecture for packet data roaming.

2.10 E-PRL support


It is strongly recommended that handsets support PRL enhancements for international roaming.
