FACILITY TO KEEP FAMILY AT THE PLACE OF CHOICE OF OFFICERS ON THEIR TRANSFER (Reference: HRDD Circular No. 14.05.2007) Guidelines with regard to facility of leased accommodation to officers have been circulated vide HRDD Circular no. 105 dated 11.10.2002. 2. Of late, All India PNB Officers Association has demanded that with a view to encourage mobility of officers on their transfer/promotion, they may be permitted to keep their families at a place of their choice anywhere in India. 3. The extant guidelines in this respect provide as under: (i) On their mid-term transfer, where required, officers (including Inspecting Officials posted as Concurrent Auditors) may be permitted to retain the house at their former place of posting for a limited period of one year or till the end of academic year, whichever is earlier, and they may also be provided with house, if eligible, at the transferee place subject to recovery of rent for accommodation from salary for unfurnished or furnished accommodation respectively as may be applicable at both the places in terms of banks guidelines. However, this facility is not provided to officers who are transferred on their specific request. The Incumbents Incharge posted in the states of Assam, Meghalaya, Manipur, Nagaland, Tripura, Arunachal Pradesh and Mizoram on their transfer/posting from one state to another state within the NorthEastern Region may be allowed to retain their unfurnished/furnished accommodation at the last place of posting and may also be provided with leased accommodation at the transferee place subject to the recovery of rent for accommodation from salary for unfurnished/furnished accommodation respectively as may be applicable to both the places in terms of banks guidelines. The Incumbents Incharge posted in deficit/difficult areas such as Bihar, J&K, Himachal Pradesh except Shimla, Dharamshala, Jammu, Srinagar and District H.Q. of J&K and H.P., may be allowed to retain their unfurnished or furnished accommodation at the last place of posting or alternatively, may be allowed accommodation at the place of their choice and may also be provided with house at the transferee place

-2subject to recovery of rent on accommodation from salary for unfurnished/furnished accommodation respectively as may be applicable to both the places in terms of banks guidelines. Inspecting Officials posted as Concurrent Auditors, on their transfer/promotion, can keep their families at the place of their choice in view of their entitlement at their present place of posting. The Concurrent Auditors who are retaining the leased houses at their previous place of posting can opt for keeping their family at the same place. Officers posted in rural areas are allowed to keep their families at a place other than the place of posting if educational and housing facilities are not available at the place of their posting. The officers, however, have to reside at the place of posting only. Such officers shall be eligible to leased accommodation or fixed HRA or HRA on rent receipt basis or in case of family residing in a house owned by the officer, HRA on capital cost basis as per their entitlement within the limits applicable to the place of posting in rural areas. However, no extra HRA/House Rent (lease) or banks accommodation shall be admissible to these officers.

Taking account of the above demand of the Association, it has been decided that all those confirmed as officers of the bank, on their transfer/promotion, may be permitted to keep their families at a place of their choice anywhere in India, subject to the following conditions: This facility is for keeping family but the officer has to stay at the place of posting and inform his address at the station. Officers who own residential accommodation at their place of posting in their name or in the name of their spouse or dependent children will not be eligible for this facility excepting with the permission of the Board. Officers who opt to keep their family at the place of their choice other than the place of posting, the accommodation taken by the bank on perpetual lease or owned by the bank will not be provided to the family. Rental ceilings applicable will be lower of the place of posting and place where family is kept. However, HRA, if applicable, will be paid as per the entitlement of the officer as per his place of posting. The officer will not be provided accommodation at the place of posting except as during his mid-academic year transfer where he is entitled to the facility of lease rental/HRA (on fixed/rent receipt/capital cost basis, as the case maybe) as per entitlement at the place of posting till the end of academic session or 1 year, whichever is earlier, in addition to leased accommodation/HRA at the transferee place as also in cases covered under 3 (ii) and 3 (iii) above.

-3 Officers who do not vacate the leased accommodation on expiry of the lease period or get the lease renewed on time will be liable for disciplinary action.

5. All other existing terms and conditions will remain the same and no additional benefit will be permitted to the officer as a result of the permission to keep his family anywhere. -o-o-o-o-
