residential housing market, substantially lower business investments and exports, and weaker
consumer demand.
Growth in personal income and personal consumption expenditures (PCE) was more subdued in
2008 than in 2007 but was still substantial. Personal income rose by 3.8 percent to $12.1 trillion
in 2008 after growing 6.1 percent during the previous year, while personal consumption
expenditures rose 3.6 percent to $10.1 trillion in current terms following a 5.5 percent increase in
2007. Growth in personal consumption expenditures was much more restrained in real terms,
however, up by a mere 0.2 percent to $8.3 trillion in 2008.
The increase in current personal consumption expenditures in 2008 was driven by higher
disbursements on services and non-durable goods, which grew by 4.7 percent that year.
Expenditures on durable goods declined 5.5 percent, in current terms, in 2008 as a result of
slumping demand for motor vehicles. Expenditures on clothing and shoes were essentially
unchanged in 2008, declining by only 0.1 percent to $373.6 billion after growing 3.8 percent
during the previous year. Other major non-durable categories performed rather well in 2008,
however, including food (+5.3 percent) and gasoline and oil (+8.5 percent). Not surprisingly,
purchases of clothing and shoes were especially sluggish during the fourth quarter of 2008 and
the first quarter of 2009 as a result of the current economic downturn.
Growth in macroeconomic indicators for the entire year belies the sharp economic contraction
concentrated during the last half of the year. Personal consumption expenditures increased 4.8
percent through the second quarter of 2008 on an annualized basis. By the end of the year, that
growth was down to 0.4 percent. In the case of personal income, growth stood at 5.3 percent
through June, then declined 0.9 percent by the end of the year.

The share of current personal consumption expenditures that is allocated towards clothing and
footwear purchases declined further in 2008, down from 3.9 percent in 2007 to 3.7 percent in
2008. By contrast, the share of total expenditures devoted to such things as medical expenses,
transportation and energy goods has increased substantially since 1998: from 15.7 percent to
17.7 percent in the case of medical care and from 6.7 percent to 7.8 percent in the case of
combined expenditures on transportation, gasoline and other energy goods.
One of the main reasons for the steady decline in the share of clothing and footwear expenditures
when measured in current dollars is linked to the downward pressure on prices that apparel and
footwear products have experienced over this past decade, which has limited total growth in
terms of value.

The Federal Reserves Federal Open Market Committee (FOMC) lowered short-term interest
rates (i.e., the federal funds rate) on seven separate occasions in 2008 in an effort to ensure the
continued stability of the U.S. financial system and help loosen credit markets. One of the most
significant monetary policy decisions by the FOMC in recent history involved the reduction in
the federal funds rate to a record low range between zero and 0.25 percent, effective from
December 16, 2008.
The FOMC stated on April 29, 2009, that consumer demand appears to have stabilized and the
pace of economic contraction seems slower. While its economic outlook has improved to some
degree, the FOMC still expects U.S. economic conditions to remain weak for some time and
unemployment to rise further. The FOMC also saw some risk of price deflation as of that date,
although the likelihood of such an event has seemingly decreased from previous months.

U.S. CONSUMPTION
The market for apparel and footwear continues to underperform compared to the economy as a
whole. U.S. consumption of apparel totaled 19.5 billion garments in 2008, a decline of 3.1
percent when compared to the 20.1 billion garments that were consumed in 2007. This is the
second consecutive year in which overall apparel consumption has declined. The declines were
apparent in most apparel categories. The only growth categories in 2008 were cotton and
manmade fiber dresses where consumption increased 16.2 percent and 13.7 percent, respectively,
offsetting declines experienced in 2007. Also increasing were mens and boys (M&B)
manmade fiber knit shirts, which grew by 14.4 percent.1
U.S. consumption of footwear declined 6.7 percent, from 2.4 billion pairs in 2007, to 2.2 billion
pairs in 2008. As with apparel, this is the second consecutive year in which total consumption of
footwear in the United States has declined. Declines were apparent in every major bracket.
Womens non-rubber footwear, the largest component, was particularly hard-hit, with
consumption declining by 7.4 percent to 886 million pairs.

U.S. PRODUCTION & IMPORT PENETRATION


U.S. production of apparel2 continued its steep decline during 2008, declining 41.0 percent to
582 million garments. Modest increases, however, were evident in production of dresses, cotton
skirts and manmade fiber woven blouses, most of which mirrored strength in the overall market
for those products. Production of most garments types, however, declined, and in some cases, the
declines were massive. U.S. production of cotton sweaters, cotton trousers for men and boys,
cotton and manmade fiber underwear, and manmade fiber bras all declined by more than 80
percent. [TABLES 2 & 4]
Import penetration, or the percentage of the U.S. market that is supplied by apparel imports,
again reached record levels in 2008 97.0 percent. This represents a gain of 1.9 percent of the
market for imports during the year. Of the 38 apparel categories for which the U.S. Department
of Commerces Office of Textiles and Apparel (OTEXA) continues to publish data, import
penetration exceeds 90 percent in all but seven. OTEXA no longer provides U.S. production data
for products when either disclosure of such information would reveal proprietary production data
(i.e. only a few manufacturers of a product remain) or U.S. production of a product has reach a
de minimis level. In its most recent report, OTEXA omitted two categories: 239 - cotton and
manmade fiber infants wear, and 444 - womens and girls wool suits. There are now 12 such
categories where data is not presented and import penetration is assumed to be 100 percent or
virtually 100 percent. Import penetration in the remaining 38 apparel categories still reported by
OTEXA is the highest in cotton coats, mens and boys cotton woven shirts, cotton sweaters,
cotton underwear, cotton and manmade fiber bras, cotton and manmade fiber nightwear and
pajamas, womens and girls wool and manmade fiber coats, mens and boys manmade fiber
knit shirts, and mens and boys manmade fiber suits. Import penetration in all of these products
exceeded 98 percent during the first nine months of 2008. [TABLES 2 & 4]

for which data is available.

Imports continue to dominate the U.S. footwear market, accounting for 98.7 percent of the
market in 2008. U.S. shoe production, which declined 5.1 percent in 2008, actually fared better
than U.S. footwear imports, which fell 6.8 percent. Thus, domestic producers actually gained
market share in a declining market, although that share increase was very small from 1.28
percent to 1.30 percent. Domestic producers remain significant suppliers to certain segments of
the U.S. footwear market, particularly in the mens work footwear and plastic/protective
footwear markets. U.S. footwear manufacturers shares in these segments increased by small
amounts during the year. In the case of mens work footwear, domestic producers share of the
market increased from 15.1 percent in 2007 to 15.6 percent in 2008. Domestic producers share
of the market for plastic/protective footwear increased from 23.8 percent to 23.9 percent.

U.S. footwear imports from China continue to supply the lions share of the U.S. footwear
market, accounting for 86.1 percent of all shoes sold in the United States in 2008. This represents
a loss of market share for China as it accounted for 86.8 percent of the market in 2007. Vietnam
had the greatest gains in terms of market share during the year, rising from 4.5 percent in 2007 to
5.5 percent in 2008. [TABLES 3 & 5].

RETAIL PRICES
Prices in the apparel and footwear markets experienced mixed results during the year. Producer
(wholesale) prices for apparel inched up a mere 0.8 percent in 2008. On the retail side, prices for
mens and boys garments increased 0.5 percent while prices for womens and girls (W&G)
garments dropped 2.5 percent. Price pressures grew for footwear in 2008, with prices for
imported non-rubber footwear increasing 7.5 percent in 2008 and prices for imported rubber
footwear up by 13.4 percent during that period. Looking at U.S. production, wholesale prices for
non-rubber footwear grew 3.5 percent in 2008 while prices for rubber footwear increased 2.0
percent. Because of the economic downturn in the second half of 2008, these price increases
were for the most part not passed on to consumers at the cash register. Retail prices for all
footwear increased only 1.5 percent.

The retail markets for apparel and footwear have experienced deflationary pressures for some
time. Since 1998, retail prices for apparel have dropped a total 11 percent while retail prices for
footwear are now three percent below the levels recorded in 1998. At the same time, overall
retail prices (for all products) have increased 32 percent since 1998. [TABLES 7 & 8]

APPAREL & TEXTILE TRADE SUMMARY


U.S. imports of apparel declined 2.7 percent from 23.3 billion square meter equivalents (SME) in
2007 to 22.7 billion SME in 2008. The value of this trade declined 3.2 percent to $71.6 billion,
indicating a small decline in prices for imported merchandise. U.S. imports from China did not
keep pace with the overall trend and actually lost a small amount of market share, reversing
recent trends. Nonetheless, China still remains the dominant source of apparel, supplying 34.3
percent of total U.S. apparel imports and its trade is nearly three times the size of the second
largest supplier, Vietnam.
Several of the larger and lower cost suppliers, including Vietnam, Bangladesh and Honduras,
were able to expand their share of total U.S. apparel imports despite the contracting market. U.S.
apparel imports from Mexico, once the largest apparel supplier to the United States, fared the
worse among the top ten suppliers, declining 14.5 percent. Mexico now ranks as the sixth largest
supplier to the U.S. apparel market. U.S. apparel imports from countries that are parties to the
U.S./Central America/Dominican Republic Free Trade Agreement (CAFTA-DR) were 3.4
billion SME in 2008, an increase of 1.1 percent from 2007 levels. This growth was led by
Honduras and El Salvador whose trade increased 8.9 percent and 3.2 percent, respectively.
However, this trend reversed sharply in early 2009 as U.S. imports from CAFTA-DR countries
declined 22.4 percent through March. U.S. apparel imports from Andean Trade Promotion and
Drug Eradication Act (ATPDEA) countries declined 15.8 percent in 2008 to 157.6 million SME.
This decline accelerated through March 2009 when U.S. apparel imports from ATPDEA
countries fell by an additional 32.5 percent. Repeated expirations and short term extensions of
ATPDEA in 2008 and delays in Congressional approval of the U.S./Colombia and U.S. Peru
Free Trade Agreements continued to adversely impact U.S. imports from the Andean region.

We previously noticed a trend in apparel sourcing since the expiration of the quota system trade
was consolidating among the top few suppliers and most smaller suppliers were losing market
share. This trend continued in 2008 as the top ten suppliers increased their market share from
74.6 percent to 77.2 percent. Meanwhile, suppliers 11-20 saw their market share decline further
to 14.4 percent.

U.S. yarn exports totaled $2.2 billion in 2008, an increase of 10.9 percent above the 2007 level.
At the same time, U.S. exports of fabric continued to decline. Exports of fabrics were $7.2
billion in 2008, a decline of 3.1 percent from 2007 levels. The bulk of yarn and fabric exports are
to regional FTA partner countries, namely Mexico, Canada, Central America and the Caribbean,
as goods made from these materials in these countries are granted preferential treatment upon reentry to the United States. China is becoming an increasingly important destination for U.S.made textiles, as exports to that country increased 8.0 percent to $451.7 million in 2008.
Interestingly, total U.S. apparel exports increased 2.6 percent in 2008 from $3.7 billion to $3.8
billion. This is a modest rebound for apparel exports which have been steadily declining for
several years. The growth was largely the result of increased shipments to Canada, the largest
destination for U.S.-made apparel. These exports increased 17.2 percent to $1.3 billion in 2008.

FOOTWEAR TRADE SUMMARY


U.S. imports of footwear declined 6.8 percent from 2.4 billion pairs in 2007 to 2.2 billion pairs in
2008. The value of this trade, however, increased 0.8 percent, from $18.9 billion to $19.1 billion.
This implies an overall increase in import prices of 8.1

during the year.

These trends continued during the first quarter of 2009 as total U.S. footwear imports declined
9.7 percent and the value of imports declined 3.4 percent. These changes imply that import prices
for imported footwear continued to rise up 7.0 percent in the first quarter of 2009. With rising
import prices and a down economy that has sapped demand, U.S. footwear and brands will
continue to face price pressures, at least in the short term. [TABLES 20-34]

THE HIDDEN TAX ON U.S. CONSUMERS


Despite the fact that virtually all apparel and footwear sold in the United States today is
imported, U.S. imports of apparel and footwear continue to be subject to some of the highest
import duties assessed by the U.S. government. The average collected tariff for all imported
articles was 1.2 percent its lowest recorded level. Meanwhile, average duties on imported
footwear remained constant at 10.0 percent during 2008 and the average collected duty on
imported apparel was 12.3 percent. Average duties on imported apparel have been creeping up in
recent years despite the plethora of FTAs and preference programs in place for imported apparel.
For example, the average tariff for apparel was 11.4 percent in 2004. The difference equates to
an additional $658 million annual cost to the industry, which is then necessarily passed on to the
American consumer at the cash register in the form of higher prices. The increasing duty rate is
the result of an increasing share of imports entering fully dutiable as compared to imports
entering under an FTA or preference program. As noted above, U.S. apparel imports from
CAFTA-DR countries did increase in 2008 and their share of imports entering duty free
increased as well. However, those increases were offset by declining duty-free imports from
virtually every other FTA and preference program. The average collected tariff for entries not
claiming a preference remained steady during 2008 at 15.4 percent.

As a result, hardworking American families are subject to a huge hidden tax in the form of
import duties. These import duties on clothes and shoes significantly raise the retail cost of most
low-cost shoes and clothes by as much as 20-30 percent. This means hardworking American
families pay much more than they need to on something every family must have clothes and
shoes. What is worse, because 99 percent of all shoes and 97 percent of all clothes sold in the

United States today are imported, there is nothing these families can do to avoid paying this
hidden tax.
This hidden tax is most appalling because of the regressive nature of import duties on clothes and
shoes. In other words, the least expensive clothes and shoes carry the highest rate of import
duties nearly 70 percent in some cases. That means, the more families try to save money by
buying more affordable clothes and shoes, the more they have to pay this hidden, regressive tax.

U.S. EMPLOYMENT AND WAGES


The U.S. textile and apparel manufacturing industry continued to shed jobs losing 45,100 jobs
during 2008. This represents a decline of 8.3 percent. Total employment in the apparel and
textile manufacturing sector at years end stood at 496,900 workers. The loss of jobs accelerated
during the first three months of 2009, when an additional 31,900 jobs were lost alone.
Employment in U.S. footwear manufacturing fared a little better, losing only 600 jobs or 3.7
percent of the workforce in 2008. Employment in footwear manufacturing stood at 15,800
workers at the end of year. An additional 500 jobs were lost during the first three months of
