( S ) I n r e c e n t w e e k s , Libyan President Qadhafi has muted his attacks on countries that oppose h~im, notably Egypt and Tunisia, but there is no indication he has withdrawnhis support from radicalmovements throughout the world.

- The near success of the Libyan-backed coup attempt against President Numeiri of Sudan in July marked Qadhafi as a serious threat to his MO reove r , a series of bombing incidents in Egypt during August neighbors. n e a r l y c a u s e d m i l i t a r y r e t a l i a t i o n a g a i n s t L i b y a . Targets of. his past intrigues include Saudi Arabia, Oman, Jordan; Iran, Tunisia, Morocco, M a u r i t a n i a , C h a d , Sudan,Ethiopia,~Kenya, I r e l a n d , P h i l i p p i n e s , a n d m o s t nations of Western Europe. - Qadhafi believes his cause is just and makes no secret of his i n v o l v e m e n t a n d s u p p o r t f o r a w i d e r a n g e o f t e r r o r i s t a c t i v i t i e s . His f o r e i g n p o l i c y r e f l e c t s a xenophobic b e d o u i n i n t e r p r e t a t i o n o f I s l a m and pan-Arabi sm, hatred for the former colonial powers, and imputed Western responsibility for present day Arab problems. He views Zionism as the ultimate product of colonial exploitation and the foremost obstacle to restoration of Arab unity. - Qadhafi keeps his own counsel and is not easily swayed by the opinions of others. As a result, his involvement with terrorist activities probably will continue. Even were Qadhafi to cease al 1 support of .terrorism, the world community would continue to reap a bitter harvest from his past activities.
