    Apreliminaryconstructioncostestimatewasdevelopedforthepreferredconceptualdesign.Payitems wereidentifiedandroughquantitytakeoffsweredeveloped.Unitcostswereassignedbasedon historicalcostdatafromtheDistrictofColumbia,DDOTandothersources.Itisassumedthateach phasewillbeaseparateconstructioncontract.Costsarebasedon2010dollarswitha20%contingency appliedtototalcostforeachphase.Theestimatedoesnotincludefurthercostsforengineeringdesign oracquisitionofanyrightofwayoreasements.Aspreviouslystatedtheestimatewasbrokenintothe anticipateddesignphases.Amoredetailedbreakdownofthecostestimateislocatedinthefollowing tables.
