Whilethisparticularmissionssuccess stemmedatleastinpartfromTwitchells intuition,enhanceduseofnew technologiesisplayingalargerolein manyCAPsearchandrescuemissions andhascontributedtothehighnumberof savesthisyear,saidJohnDesmarais, interimmissionsdirectoratCAPNational HeadquartersatMaxwellAFB.

Whatanaccomplishment!exclaimed Col.MichaelJ.Murrell,CAPssenior adviser,operations.Thereisnobetter rewardthantherealizationthatyour effortsactuallymadethedifference.Itis thatrewardforwhichweallstriveand wesucceededmorethan100timesthis year.Thatisanoutstandingmilestone!

Somechangesinhowwedobusinessare resultinginmanyofthesesearches becomingsaves,Desmaraissaid.We nowhaveacoupleofteamsworkingon utilizingdataforensics,bothcellphone andradarforensics.

CAPreachedthecenturymarkinsaved liveswhenaWyomingWingaircrew foundanelderlycouplewhosevehicle wasstuckinthemudinruralNatrona County.Theaircrew,actingon informationfromthesheriffsofficeanda hunchfromMaj.GeorgeTwitchell,the wingsdirectorofoperations,foundthe couplesafeandsound.

Bothtechniqueshelpnarrowsearchareas byanalyzingdata.SeveralCAPmembers, includingtheArizonaWingsCapt.Justin Ogden,whoworkswithcellphone forensics,aredevelopingthesetoolsand trainingothermemberstousethem. Ogdenwasrecentlyselectedtoreceive the2010DistinguishedVolunteerPublic BenefitFlyingAwardfromtheNational AeronauticAssociationandtheAirCare Alliance.

Theywereingoodshapewhenwefound them,butverygratefulandverygladto seeus,saidTwitchell.Itturnedouttobe averyluckyfind.Itwouldhavebeenhard forthesheriffsgroundsearchteamsto findthembecausewheretheywerestuck waskindoftuckedaway.

Bytighteningthesearcharea,they shortensearchesforus,Desmaraissaid. Thequickerwegetthere,themorelikely itisthattherewillbesurvivors.Both radarandcellphoneforensicscanmakea significantdifferenceinasearchand rescuemission.

Thenumberstellthestory.Both technologieshavebeeninuseforafew years,increasingeachyear.In2009,CAP had72saves.Andwhilethenumberhas hit100before,theyearlyaverageover thelastfourdecadesstandsat84.

Iamdelightedandveryproudofour aircrewsandgroundteamsforthe dedicationtheyhavetotheirmissions, addedMurrell.Theytrainlongandhard sothattheywillbereadywhenthecall comes,whetheritisinthemiddleofthe dayorthemiddleofthenight.They understandanycall,atanytime,can meanthedifferencebetweenlifeand death.

IncreasedCAPresponsibilitieshaveledto moresaves,too.Weareworkingmore, Desmaraissaid.Manysavesthisyear havecomeonjustafewmissions,those weconductedafternaturaldisasterslike floods.

ThreeSeniorsfromGroupVparticipated intheGreatLakesRegionAerospace EducationOfficerSchoolheldAugust11 14,2010attheAirForceMuseumat WrightPattersonAFBinDaytonOH.For threeandahalfdays,qualityinstructors excitedtheclasswithrocketryvideos, handsonprojectsandbetterwaystorun ourlocalAEprograms. MajSharonGroome,MajFrankMerrill andCaptWayneWhitewereamongthe 28studentsandstaffgatheredinthe museumsclassroom.Inadditiontoall wingsfromGRL,Florida,Minnesotaand NevadaWingswererepresented. JudithWehn,Chief,AFMuseumEducation Division,gaveaninsighttothevast museumcollectionsincludingthe restorationoftheMemphisBelle.

SeveralstudentswithoutstandingAE qualifications,includingMajGregory Thomas,2010AEOoftheYear,also contributedtotheschool. CaptGaryDahlke,FLWG,sharedhis enthusiasmformodelrockets.He showedtheclasslaunchvideosofhuge rocketsthatheandfriendshadbuilt. Also,alocalCAProcketeerbroughtin manyrockets,ranginginsizeof6inches toover6feet,whichshehadbuilt.Capt Dahlkeofferedwebsitesandtipslearned fromhisyearsofrocketryfun. Theclassenjoyedseveralhandson projects.Arubberbandplane,tobe madefromjunk,wasgivenaspecific performancerequirement.Theplanes weretorunonaguidewireandstopata specificpoint.Theteamslearned throughplanning,thentrailanderror, howmuchweightweretoomuchorhow manywindsofthepropellerwasnot enough.Onwatchingthewinningteams techniquemeettheexactrequirement, theinstructorswereheardtosayWeve neverseenthatdonebefore! Ideaswereofferedtostrengthenthe squadronAEprogram.CreatingaPlanof ActionandaContinuityBookwere discussed.OthertopicsincludedtheAE Specialtytrack,securinggrantmoneyand CyberPatriot.Spontaneousgroup discussionsyieldedanexchangeof excitingideasthatwork.

The2010GLRAESchoolwaswell managedandenjoyedbyallthestudents. Fromrockets,projectsandinspiration, thestudentsleftwithabetter understandingofthevastopportunities theCivilAirPatrolAerospaceEducation programhastooffercadetsandseniors.

Shelbyville,INOnAugust21,2010the townofShelbyville,INconcludedits annualBearsofBlueRiverFestivalwith themuchanticipatedBearsofBlueRiver FestivalParade.Thiseventdraws familiesfromalloverShelbyCountyand thesurroundingcounties,andincludes participantsfrommanylocalgroups, includingtheusualschoolmarching bandsandtheFestivalQueenandher court.

Alsoparticipatingthisyear,astheyhave forsevenyearsnow,werethecadetsof theShelbyvilleCompositeSquadroncolor guard.Askedtoprovidethecolorsasone oftwounitsintheparade,thecolorguard marchedthetwomilelongparaderoute attheverystartoftheparade,followed bytheIndianaNationalGuardCaisson mountedcolorguard.Thecolorguard wasgreetedalongtheparaderouteby hundredsofspectatorsastheyproudly presentedthecolors.Themembersofthe colorguardweresupportedbyachase vehicleintheparadeprovidingwaterif requiredasaprecautionagainstthehot lateAugustsun.Luckily,theweather remainedpleasantforbothparticipants andspectatorsalike.

Thisyear'scolorguardincludedfourof theunit'scadets,C/SrAAdamRuff, C/MSgtLucasRuff,C/TSgtAaronHuber andC/AmnAustinBayless.Inthe supportvehiclewere1stLtsRonReidand DaricFitzwater,andthesquadron'sC/CC, C/2dLtDanielFitzwater. Thecolorguardwashappytoparticipate inthisevent,andlooksforwardto providingitsservicesinthefuture.The nexteventthecolorguardwillparticipate inwillbetheHopeHeritageDaysParade intheBartholomewCountytownofHope, INonSeptember26,2010.Thisevent willbeheldasapartoftheHopeHeritage DaysFestival.Thiswillbethesecond yeartheShelbyvilleCompositeSquadron hasprovidedacolorguardtopresentthe colorsinthisannualparade.

OperationHoosierThunder Recently,IndianaWingCounterdrug pilotsandobserverstookpartin OperationHoosierThunder.Theeffortsof ourCounterdrugProgramweretoutedby allIndianamediamarkets,bothprintand television.IndianaWingassistedthe IndianaStatePolice,thestateDepartment ofNaturalResourcesandotheragencies intheremovalof$47.5Mworthof MarijuanainSouthernIndiana.Duetoour members'involvementinthisinitiative, IndianaWing'scounterdrugefforts continuetobetopnotchintheWings acrossthenation. IndianaWinghasflownover2,250 hoursinFiscalYear2010?Our pilotsmakeIndianatheleading WingintheGreatLakesRegion and#3intheNation! IndianaWinghas778senior membersand656cadetmembers? HellotoallmembersoftheIndianaWing,Ihopeeveryonehadasafeandenjoyable summerseason.Aswegearupforfallpleasestarttorememberbeingpreparedforthe upcomingfallandwintermonthsahead.Remember,planningaheadwillhelpeveryoneout inthelongrun.Thismonth,Iwouldliketofocusonourrelationshipsascrewmembersin thecockpit.Asacrewmember,regardlessofrank,positionintheairplane,oryearsserved withCAP,youhavetherighttobesafe,havetherighttoexpressanyconcerns,andmost importantlyknowwheretogetGOODsafetytraining. Mostrecentlytherehavebeenafewchangesinaviationthatweascrewmembersneedto beawareof.First,letsuspointoutthatwheneverweareonamissionweareacrew,itis notjustapilotandthepassengers.RemembertherearenopassengersinaCAPaircraft. 1.)ATCwillchangetheirphraseologyon9/30/2010frompositionandholdto lineupandwait.Thiswillonlyoccuratairportswherethisprocedureis authorized.IwillbecheckingwithseveralAirTrafficControlmanagersinIndianato seewhichairports,ifany,arestillallowedtousethisoperation.Remember,unless told,Clearedfortakeoff,wait,andifnecessaryclarify. 2.)AircraftOwnersandPilotsAssociation(AOPA)AirSafetyFoundation(ASF)have several interactivecoursesthatwearecrewmembersshouldconsiderintaking.Forthe pilotsthiswillhelpmeetanumberrequirementstowardstheFAASafetyProgram. ThereisagreatcoursethatjustcameoutcalledPinchHitter.Thiscourse describesindetailthebasicaircraftproceduresduringanemergency.Youcanfind thecourseatwww.aopa.org/asf/online_courses. 3.)IencourageallpilotstobecomeenrolledintheFAASafetyProgram(Wings).This programwillhelpapilotmaintainhiscurrencyandhelpwithhisflightreviews.For moreinformationyoumaygotowww.faasafety.govforalistingofFAASTeam members,orinformation.

TheNationalBoardhastherighttovoteonvariousactionsand activitiesandelectseveralofthehighestrankingofficerswhile weareintheNationalBoardMeeting.Outsideofthatrole,weare inamilitarystylestructureofRegion>Wing>group>squadronor flightandwehavecommandersateachofthoselevelswhoare authorizedtogiveordersandexpectotherstofollowthem(referencetheCadetOathand theSeniorMemberMembershipOath). 2)TheCommanderistheresponsibleindividual(R201,para14,a).Weallputso mucheffortintoourwork,wecaneasilyfallintothetrapofsaying:myprogramormy projectwhenthecommanderistheoneactuallyresponsibleforeverythingthathappens inaunit.Commandersauthorizepromotions,signorders,approvereports,directactions, andsoforth.Staffpositionsexisttosupportthecommanderandstaffofficersonlyactas thecommandergivesthemauthority.Withoutacommander,theunitcannotoperateand ceasestoexist;similarprinciplesapplyintheIncidentCommandStructure,sothisisnot uniquetoCivilAirPatrol. 3)TheChainofCommandflowsthroughtheCommander(R201,para14,b).I haveseenseveralrecentmessageswhereanindividualhassaidIamtheXYZOfficeratthe region/wing/group;justsendyourreportdirectlytomeandIwillcompileandsendto NHQorIsentthattotheXXXOfficeratRegion,hesthenextinmychainofcommand. TheChainofCommandpathrunsthroughthecommanderateachlevel,notaroundthe commandertothenextlevel.Thatswhythecc:boxexistsonemailsandmemos;itsfora courtesycopytokeepyourcommander(andothers)intheloop.Itsalsowhywetypically sendtaskingdownthroughcommanders;theyneedtoknow!Howdoesyour commanderlikecommunicationtobehandled? 4)AninformalStaffSupportChainisavailabletoassist.Ateachlevel,staffis authorizedtohelpthecommander.Oneoftheimportantrolesofthegroup,wingand regionstaff,istoadvise,encourageandsupporttheactivitiesofthosedownthechainin theirsameareasofresponsibility.ThisisIMPORTANT.Askforhelp,askforresources,

makephonecalls,askforsuggestionsjustunderstandthatyouhaveanobligationtokeep yourcommanderintheloopand,whenappropriate,routecommunications,reports,etc, throughher. 5)PaidstaffatNationalHeadquartersandtheWingAdministratorarenotinthe volunteerchainofcommand.TherearepaidstaffworkingatwingsandatNational Headquarters.WhilesomeofthesestaffareCAPmembersandmayputonauniformfrom timetotime,manyarenot.TheydoNOTfallwithintheunitchainofcommandandfall undertheauthorityoftheExecutiveDirectoratNationalHeadquarters.JanetHinds,our Administrator,worksformesinceIamacorporateofficerandIcansuperviseemployees, butshedoesntfallwithinourrankandcommandstructure.Eachoftheseemployeesis paidtohelprunCAP,answerquestions,etc,butpleasedonotabusetheircustomerservice ortheirwillingnesstoanswerquestions,andusegoodjudgmentonwhatshouldgotoyour unitcommanderorastaffofficerfirst. CivilAirPatrolcanbealittlequirkywehave60K+memberin52Wings,areclosely connectedwiththeAirForce,aswellasourstatesandlocalcommunities,andarealsoa nonprofit.Wearelargeandcomplexorganization.Inallofthis,wecanholdtothechain ofcommandtohelpuscommunicateeffectively,understandourrole,andaccomplishCivil AirPatrolsmissions.
