Delivery Policy Ordered journals, magazines and other periodicals are deemed delivered to the subscriber upon IEEE deposit or submission of the periodical materials to the U.S. Postal Service (USPS) for subscriber addresses in the United States or Canada or to a USPS postal qualified wholesaler for addresses in other countries, or to IEEEs selected carrier for transport to subscribers designated delivery agent, with prepaid postage or charges as required for the relevant service class and destination, addressed to the address provided by the subscriber or subscribers agent. Upon IEEE satisfying such delivery conditions, subscriber bears the risk of periodicals non-receipt caused for any reason, and no subscription fees or charges shall be subject to any refund. When IEEE is advised of such failed receipt of periodical materials and is provided with a corrected address if needed, it will resend a replacement copy of the non-receipt materials (if available), but has no other duty or obligation.
IEEE and its licensors own all rights, titles and interest in the contents of IEEE Xplore and all IEEE periodicals, conference proceedings and standards. Access to and use of such contents are subject to the terms and conditions of applicable license agreements, United States copyright law and international copyright laws and treaties.

Replacement Policy
Please make claims for missing issues in writing within six months of delivery date (12 months for subscribers outside the USA and Canada). Issues claimed after this time will be billed at the single copy rate. Print editions are only available for two years (quantities are limited). Note that IEEE provides replacement copies strictly as a courtesy, as its delivery obligations are deemed fulfilled when the conditions set forth in the delivery policy are met.
