1. CONSULTANTS RELEVANT EXPERIENCE 1.1 Introducing the Joint Venture Firms The consulting services are to be provided by joint Venture of three independent national consulting firms as follows: Integrated Development and Research Services (P) Ltd. Rural Infrastructure Developers Consultant (P) Ltd. 1.2 Integrated Development and Research Services (P) Ltd. (IDRS)

Integrated Development and Research Service (IDRS) is a multi-disciplinary professional consultancy company registered in 1999 with Government of Nepal and the Asian Development Bank. It has been providing services in the fields of engineering, rural infrastructure development, management, human resources development and training, socioeconomic and environmental studies, development research and action programs. IDRS is staffed with highly qualified and skilled professionals with proven work experiences in multisectoral development areas. A service oriented firm, IDRS ensures that top priority is awarded to the interests of the clientele at all times with partnership concepts. IDRS's services in the development of physical infrastructures are directed towards assisting partners in managing innovative changes which is best suitable and appropriate to the environment. IDRS has been registered since January, 1999 (2055 B.S.) (Reg. No. 9774/55/56). IDRS is registered with the Asian Development Bank/Manila (DACON/CMS Regd. No. 003186) and has conducted several projects for them. The company has been making its best efforts to achieve sustainability of the projects it undertakes by involving the stakeholders in all stages of the project development. Application of innovative ideas and techniques by encouraging its personnel to keep pace with the present state of art research works in the related fields around the world is one of the principal policies of the firm. 1.3 Rural Infrastructure Developers Consultant (P) Ltd (RIDC) Center for Engineering Research and Development (CERD) is a service oriented consulting firm, dedicated for research and development with engineering professionalism. The firm is at its initial stage of development and is as proprietorship firm. The firm was registered at the Department of Cottage and Small Industry in 2061 with the aim of providing engineering consulting services in the field of engineering research and development. 2. REVIEW OF TOR AND UNDERSTANDING OF JOB The consultant has found the Terms of Reference for the proposed consulting services provided by the Client quite comprehensive covering the necessary aspects. In addition, the Scope of Works is also provided in detail and is very clear. An Initial Environmental Examination (IEE) study of the proposed road is necessary in order to assess the environmental consequences of the proposed rural road rehabilitation and construction activities and suggest appropriate, practical and site specific mitigation and enhancement measures. An IEE of a district road is a legal requirement according to Environmental Protection Act, 1996 (EPR, 1996) and Environmental Protection Rules, 1997 (EPR, 1997). Preparation of IEE report by concerned organization and approval of IEE report by the Ministry of Nepal according to Nepali legal provision is considered sufficient. Furthermore, this study will address all the conditions stated in the endorsed ToR. The principle steps undertaken in the IEE study are: Preparation and Approval of ToR Literature review and identification of data Inspection of Site and Survey on Physical, Biological, and Socio-Economical aspects, Public Consultation and assessment of environmental, socio-economic and cultural issues Formulation and incorporation of environmental measures in the project design Preparation of IEE report including Environmental Management Plan (EMP)

3. METHODOLOGY 3.1 Summary This section covers the detail description of approaches and methodology adopted by the consultant to conduct the IEE study of the road comprising the following.

3.2 Preparation of ToR The Terms of Reference (ToR) of Initial Environment Examination (IEE) of each Postal Roads of Package No GESU-PRBP-03/067-068 will be prepared after the work is awarded to the consultant. After approval of the ToR study of IEE will be made.

3.3 Desk Study In this phase, the reports and document relevant to the project like maps, topographical maps, digital spatial data, etc will be collected and reviewed to the extent possible and available of the project area. This phase will include the following tasks: Collection and review of secondary sources of information from various sources. Initial interaction and consultation with the local community and district level stakeholders. Delineation of geographical boundary of the Zone of Influence (ZOI) area on the topographical map. Separate checklist will be prepared for data collection on physical, biological, socioeconomic and cultural environment of the project area. 3.4 Field Study The field study will carry out the baseline information on physical, biological, socioeconomic and cultural environment of the project area. A walkover survey along the route will be carrying out to gather information. Focus group discussion, Key informant interviews methods will be used to identify the solicit information of the project area. 3.4.1 Physical Environmental Survey

Physical environmental survey work will be carried out by delineating the areas which might be affected by the project activities. The topological maps and the spatial digital data from Survey Department and Land Use Planning Section will be used to assess the land use system in the project area. Land use and infrastructures within the project activity sites will be verified by direct observation and using cadastral and topographic maps. Along the road alignment baseline information on topography, geology, soil morphology, land use, climate, hydrology and drainage system, soil erosion, landslides etc. will be collected through direct observation. Local people will be consulted on the nature of land and soil erosion and traffic situation in the past along the road alignment.

3.4.2

Biological Environmental Survey

Environmental survey on biological aspects covers issues related to wildlife and terrestrial fauna, forest types, protected area systems. Wildlife and other terrestrial fauna including endangered fauna within the Region of Influence (ROI) of the project and project-affected areas will be studied in terms of possible effects of the road to them. The flora and fauna i.e. threatened or endangered species in the area will be studied in terms of their location and condition of habitat and breeding and nesting requirements. Survey of natural resources and habitats including Protected Area System will be carried out the along the road alignment. The field survey focused on identifying status of plant species found in the alignment of the proposed road.

3.4.3

Socio-Economic and Cultural Environmental Survey

Environmental survey on social aspects of people residing on the region of influence will be conducted using semi-structured questionnaires, field observation, available literature, formal and informal discussions and deliberations. Key informants viz. local, elite, member of political parties, and local body representatives were consulted to accumulated information regarding social environment. Place wise information regarding the social behavior and practice, festivals, activities, etc. will be documented using questionnaires during the field survey. Information collected through secondary sources will be compared and verified with the data collected from primary sources. Information on existing land use pattern of the project area, physical infrastructure and social facilities, industrial and commercial establishments and activities, religious and cultural sites and practices, gender issues and sensitivity will be collected. Socio-economic survey will conducted using prescribed questionnaires through the mobilization of trained socioeconomic assistants and enumerators under the overall supervision and guidance of the socioeconomist and sociologist. Socio-economic survey will be carried out on household basis to those who suppose to be directly affected by the project. 3.5 Analysis, Identification/Prediction of Impacts Both secondary and primary information and data collected will be analyzed and interpreted. The biophysical information will be tabulated to the extent possible. The socio-economic, cultural and religious information will be cross checked and analyzed. The identification and prediction of impacts will be carried out by considering the proposed project actions/activities in terms of rehabilitation and construction of the road project. The impacts of the activities will be on bio-physical, socio-economic and cultural resources in a defined immediate zone of influence (i.e.1.5 hours walking distance from the road alignment). The impacts will be classified in terms of extent (site specific, local and regional), magnitude (low, medium and high) and duration (short term, medium term and long term) as well as reversible, irreversible, severe, moderate and significant. The likely impact will be assessed covering both adverse and beneficial ones. The methodology adopted for impact identification and prediction will be checklists and matrix method. The likely impacts of the proposed road construction as well as operation are described in the following sections. 3.6 Proposition of Mitigation and Monitoring Measures The IEE study will propose site-specific mitigation and monitoring measures to minimize/mitigate avoid or control of proposal's adverse impacts. The mitigation measures will be selected based upon appropriateness and cost analysis and these will be suggested for pre-construction, construction and post construction phase of the project. Mitigation measures will be proposed for the impacts on physical, biological, socio-economic and cultural environment. Monitoring plan will be formulated to assess the effectiveness of the mitigation measures and the status of their implementation. 3.7 Preparation of Environmental Management Plan (EMP) Environmental Management Plan will be prepared to ensure and evaluate the effectiveness of mitigation and monitoring measures adopted to minimize the environmental impacts and to enhance the overall environmental conditions within the project area. The basic objectives of EMPs are that it clearly spells management system to be followed by all concerned to attain continuous environmental improvements in the project vicinity.

3.8 Public Consultation Communities and stakeholders, including academic institution will be consulted during IEE study. Public consultation is maintain through public notice, formal and informal gatherings, discussions, interviews, consideration of public concerns and issues received in writings will documented in IEE report. Public consultation will be adopted to maintain a two-way communication between the project proponent, the targeted or affected peoples and other stakeholders. Public feedback is important and it will be used as constructive input in improving the project design and mitigation prescription. 3.9 Reporting 3.9.1 Inception report

An inception report will be submitted within 2 weeks of appointment of the job. Inception will be prepared being based on the review of secondary information and structured questionnaire will be developed necessary for key informant survey. The inception report will include detail work plan for field visit, methodology for primary information collection including sampling technique and samples, detailed designed questionnaire, issues for focus group discussion and identification of stakeholders for key informant survey. 3.9.2 Draft report

A draft report will be prepared after the completion of data collection, processing, analysis and interpretation. 15 drafts report will be submitted to the client for review by concerned officials. The comments made by the concerned officials will be incorporated in the final report as and where necessary. 3.9.3 Final report

A final report will be produced after incorporation of the comments on draft report. The final report will comprised of corrected draft report, digital and hard copy, photographs and maps and other relevant documents and data procured under this study. Altogether 15 copies of the final report will be submitted to the clients within six month from the date of publication. 3.10 Presentation of the Report

The ideas gained during the field study of the road will be shared to the client. The consultant will mfake the presentation of the ToR and final IEE report of the road in the active participations of the DOR officers and the project staffs. 4. TEAM COMPOSITION AND TASK ASSIGNMENT 4.1 Team Composition The service required for the study involves various activities. In order to carry out those activities smoothly and successfully, the consultant has proposed an appropriate team of professionals, the summary of information is given below.

4.2 Task Assignments of Professional Staff The team leader will be responsible for the management and control of overall performance of the professional staff ensuring close coordination with the client. Under the direction of team leader, the professional staff of the consultant will carry out the activities assigned to them with due cooperation of the client. Responsible for the alternative analysis as mentioned in Environment Protection Regulations Schedules. The Geologist expert will be responsible for: Review of available reports, documents, maps related to overall study. Preparation of project specific checklist. Responsible for geotechnical assessment of the road alignment and the slope stability analysis. Identify the landslide prone areas along the alignment and propose the protective measures. Provide the information of geotechnical data and other information of the road for preparation of land use map and other relevant maps. The Socio-economist will be responsible for: Review of available reports, documents related to overall study. Preparation of project specific checklist. Collect the social and economic data of the project area in order to identify the socioeconomic baseline information. Preparation of issues, identify and predict the respective impacts, propose appropriate mitigation measures and monitoring mechanism etc. Assess the constraints and shortcomings during different phases of the study.

5. WORK PLAN The detail activities to be carried out to accomplish the given task are presented in Table 3 below.

5.1 Time Schedule and Manning Schedule The duration of services of the professional staff has been allocated as per the responsibility given to them. The total time allocated for individual experts and their schedule is given in Table 4 below. The person-month allocated for field and office works of each professional and support staff is given in Table 5.
