CONCEPT PAPER ON VEHICLE INSPECTION AND CERTIFICATION SYSTEM


1.0 PRESENT SITUATION IN LAHORE Vehicle inspection is a procedure mandated by national or provincial governments in many countries, in which a vehicle is inspected to ensure that it conforms to regulations governing safety, emissions, etc. Inspection can be required at various times, e.g., periodically or on transfer of title to a vehicle. If required periodically, it is often termed periodic motor vehicle inspection; typical intervals are every two years and every year. The exponential growth in vehicle population and dominance of old vintage vehicles on Lahore make the issue of inspection and maintenance a prime concern in Government of Punjab. In Lahore there exists a mandatory system for inspection and certification. Unfortunately this system is anachronistic and urgently requires up gradation to meet present day requirements. Every commercial vehicle in Lahore has to obtain a mandatory fitness certificate after every six months. This fitness certification is carried out by the motor vehicle inspectorate; known as Motor Vehicle Examiners, which is attached to the Transport Department. However, for private vehicles no mandatory periodic fitness check is required in Lahore. The Motor Vehicle Examiner, by and large, depend on visual checks and limited road tests (for checking brakes) for inspecting the vehicles for fitness certification. 2.0 DRAWBACK OF FITNESS CERTIFICATION IN LAHORE The menace of exhaust emissions from old vintage on-road vehicles and increasing number of road accidents call for a comprehensive and efficient vehicle fitness certification system in Lahore. Though there exists a system of fitness certification, proper implementation and functioning of the system has been a concern for long. The existing system being inefficient and inclined more to visual checks encourages false passes and corruptions. Concerns of road accidents due to mechanical failure of vehicles and problems of vehicle fitness can only be tackled by putting in place Vehicle Inspection and Testing Centre (VICS).Some of the gaps in the existing system are outlined below: Lack of adequate testing facility Number of vehicle inspectors is limited and the skill set of Motor Vehicle Examiners needs to be improved Only commercial vehicles are required to go for fitness tests. All categories of vehicles should be brought under the ambit of fitness testing. Fitness is more a practice in paper then in reality. This gives scope for corruption, which exist in Lahore.

No auditing and quality assurance is carried out at the test centers and as a result the measurements are not reproducible. Scope for false certificates exists in this system. It is estimated that morbidity and mortality figures, due to pollution caused by emission, run in thousands. Considering the above problems in Lahore, more stress for setting up better test facilities is required. Experiences of other countries may play a vital role in designing an efficient fitness testing system and participation from international donor/experts may also be considered for establishment of test centers. 3.0 VEHICEL INSPECTION AND CERTIFICAITON SYSTEM DETAILS 3.1 Land Space for VICS LTC intends to provide space for VICS in collaboration with Government of Punjab which is estimated as 4635 sq meter. The Land space would be enough to accommodate required facilities like administration building, testing bay, Parking area, inspection sheds, waiting lodge etc. 3.2 EQUIPMENT IN VICS Lahore Transport Company intends to set up a modern test facility, which is meant for testing and certification of Public Transport Vehicle as well as private vehicle. The center has the following test equipments:

3.3 VEHICLE DATA Number of vehicle registered in district Lahore as on June 2009 are 2.13 Million. Vehicle data in district Lahore as on June 2009 are shown Table 2

3.5 FITNESS TEST FACILITY The following items are required to be tested and certified under fitness test;

The project has estimated cost of one Million dollar which includes cost of equipment, capacity building of VICS staff, building construction, and power supply. 5.0 ECONOMIC, FINANCIAL AND ENVIRNOMENTAL BENEFIT OF THE PROJECT 5.1 Financial benefits Periodic inspection and certification with advance tool will become a source of revenue for the government and the system will generate annual revenue of Rs. 30 Million. 5.2 Economic benefits Systematic inspection of vehicles will increase life of vehicles. Inspection and certification will reduce accidents and time saving caused by breakdown so will be a source of money saving for government and people. 5.3 Environmental benefits Removal of outdated vehicles from the system will improve quality of life The content of PM10, CO2 and other pollutants will be reduced. The morbidity and mortality caused from emission of pollutant from defective vehicle will be reduced. 6.0 MECHANIC TRAINING SCHOOL Government of Punjab is in process to amend Motor Vehicle Ordinance for new standard of inspection, maintenance and Roadworthiness in Lahore and, establishment of more vehicle inspection and certification centers in Punjab, which will warrant for immediate demands of more skilled staff in transport industry for new VICS branches as well as for maintenance of existing vehicle population in Punjab. So there is dire need of establishment of Mechanic Training School in Lahore to meet the future requirement of transport industry as well as make available required skilled manpower for new VICS centre. The Mechanic Training School will be equipped with advance equipment and periodic refresher course. The Mechanic Training School will also become source of employment generation in Punjab. The estimated cost of the Project is one million US dollar which includes cost of equipment, construction cost, capacity building and training courses. The land for the School will be provided by Government of Punjab. 7.0 DRIVER TRAINING SCHOOL Safety is one of the components of roadworthiness which will be implemented and checked by the VICS system. Therefore, after implementation of vehicle inspection and certification system will put immediate demand for skilled drivers, strict driver licensing

procedures, and knowledge of traffic rules in Lahore. Therefore, there is need to establish Driver Training School in Lahore to produce skilled drivers that ensure inspection and maintenance standards, and safety i.e. roadworthiness for general public. The project has estimated cost of one million US dollar and will become source of employment generation and have a lot of social, economical and environmental project for Lahore. The cost includes construction of building, equipment, capacity building, and training courses abroad. Land space for the School will be provided by Government of Punjab.
