1. Introduction

This part of the Bidding Document covers the Technical Requirements and Scope
under this Contract for Engineering, Procurement, Supply and Construction to be
carried out by the CONTRACTOR. These are supplementary to those covered in
BASIC ENGINEERING DESIGN (BED), Technical Specifications for Design and
Construction and Drawings of the bidding document. A detailed scope of work is
elaborated in subsequent sections.

2. Scope of Work

The scope of WORK shall consist of management, detail engineering design,


procurement, supply and underground construction.

The scope of WORK for this CONTRACT includes, but not limited to the following:

a) All management and administration services necessary for the completion of


the Underground Construction works.

b) Engineering the WORK including any design development required, detail


engineering of underground WORKS, procurement engineering and
construction engineering, including incorporation of OWNER's engineering,
final and as-built documentation.

c) All mobilization and demobilization

d) Procurement, supplying and delivering to JOBSITES, as appropriate, all


materials, equipment and goods for the WORK.

e) Inspecting, expediting, coordinating, accepting and forwarding all materials,


equipment and goods.

f) Preparing and obtaining customs clearance of all materials, equipment and


goods, proposed to be imported.

g) Providing all procurement, logistics and management activities in connection


with Subcontracts, including identification and determination of the
requirement (including any and all necessary material take-offs), and
placement of the Subcontracts therefore, directing and supervising
SUBCONTRACTORS, and close out after completion of the Subcontract
works.

h) Obtaining all necessary permits and authorizations for the performance of the
WORK, including the liaison with respective authorities, making the
applications on behalf of OWNER, coordinating official visits to SITE.

i) Organize the work and liase with other parties for the performance of the
WORK at JOBSITES.

j) Interfacing and coordination with other contractors and other parties involved
in the PROJECT.

k) Performing any and all works necessary to prepare the JOBSITES for
construction, including surveying, SITE fencing, access road to SITE, disposal
areas and temporary roads at JOBSITES.

l) Providing, maintaining and operating temporary construction facilities,


including site offices, warehouses, laydown area, camps and other
preconstruction works/facilities.

m) CONTRACTOR to ensure complete security of the JOBSITE, in particular with


regard to storage of explosives.

n) Performing and supervising underground construction works.

o) Assistance during cavern tightness testing.

p) Handing over of the complete WORK.

q) Reinstatement of site before CONTRACTOR demobilization.

r) Provision of services and support to OWNER, as may be requested by


OWNER.

Detailed technical scope of work is given in section C-1 of bid document. Detailed
scope of work for project and construction management, planning, procurement, HSE
and QAQC are given in section A-3 of the bid document.

3. Technical Specifications

Included in the Bid document are a series of technical specifications and the BASIC
ENGINEERING DESIGN. These specifications shall form the basis for the design and
construction of the Underground rock caverns. Any changes to the specifications, if
required, shall be reviewed and approved by OWNER.

The precedence of governing specifications for engineering, procurement, supply and


construction shall be as follows:

• Technical Specifications
• Drawings
• Basic Engineering Design
• Indian Statutory Codes, Standards and regulations.
• International codes (As per the list in Technical Specifications)

In case of any conflict between specifications / code requirements, the most stringent
requirement of these shall govern and the decision of OWNER in the resolution of the
conflict shall be final.

4. Statutory Requirements

The CONTRACTOR during detailed engineering and construction, shall take into
account and comply with various local statutory requirements, standards and codes,
including but not be limited to the following:

1. Indian Petroleum Rules


2. Indian Electricity Act
3. Central Electrical Authority (CEA)

5. Requirement of Chief Controller of Explosives (CCOE), Nagpur, India.
6. Standards prescribed by Oil Industry Safety Directorate (OISD), Ministry of
Petroleum and Natural Gas, Govt. of India.
7. Stipulations stated in Environmental clearance granted by Ministry of
Environment and Forest, Govt. of India.
8. Liquid Effluent Discharge as per Minimal National Standards for Liquid
effluents and air emissions confirming to Pollution Control Board Standards.
9. Stipulations of Environmental authorities of the State of Andhra Pradesh.
10. Pollution Control Board
11. Mines Act
12. India Explosive Act
13. Indian Explosive Rules
14. Stipulation by Visakhapatnam Port Trust

5. General

CONTRACTOR shall ensure provision of adequate office space with all office facilities
including computer with internet connection and telephone with ISD facility to
OWNER for review of drawing / documents in the CONTRACTOR/ Engineering sub
contractor's home office.

Similar facilities shall also be extended to any visiting OWNER team, if such a request
/ requirement arises during execution stage.
