UC-METC is one of the 37 of 118 estimated maritime schools that have fully complied with the STCW 95 requirements.

The accomplishment of complying with the STCW 95 maintains the universitys name of being a world class maritime institution. Regardless to that, the university also made some facility advancement like a bigger swimming pool, a new building and upgraded teaching courses for the world class instructors. All of these have been the reason for more students enrolled and the reason to trust the university as well. But talking about the STCW 95 what is it really? How does it affect the maritime industry? STCW 95 is the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers 1978, as amended in 1995. The purpose of STCW 95 is to maintain that all seafarers across the world, including the Philippines, observe high standards of competence and professionalism

in duties they perform on board ocean-going vessels. The emphasis of STCW 95 is on practical skills and competence and the standards set by STCW 95 apply to seafarers of all ranks. This amendment really means a lot for the seafarers and future officers and engineers. But does this change the school itself? A completion of something important does not mean to change everything; maybe this is only the siren to signal the call not to stop the fire for the betterment of this university. This should served as a turbo charger of what everyone dreams; to be a deserving world class maritime institution that produces competent cadets and cadettes that the maritime industry is seeking for. The turbo charger thing has gone within the campus with the university showing off what it takes to be a world class maritime institution. More advance facilities and more standardize

teaching for instructors emerge for good. This made the school more competent and specially made the students more equipped than any other maritime school here in the Philippines. The quality that has been promised by this university is proven true. A perfect proof of this is compliance with STCW 95 that set rules for more productive and competent seafarers. This should make the Metcians more proud and take the challenge of advancement to the next level. Hopefully the universitys excellent performance may continue to progress for the good of everyone concerned, through cooperation and team work of all the key players: students, teachers, faculty, staffs and the administration. With this, UC-METC may become the best maritime school ever.

ight after we were born, things around us slowly changed to suit what we needed most and later on things changed as we wanted them to be. But some of these things, though how hard we changed them to our desire, remained the same and more or less dominated against our will. Fear is one of these unchangeable characters we had right from the start. As humans, we grow, and fear grows with us. If uncontrolled or not mastered, fear will dominate our positive outlooks in life and will drag us down to our own pit even though how successful we may have been. Seafarers, of course, are not excluded in this matter since it is human nature to fear. Even though how physically fit they may be, there is an intangible entity they usually feel inside. As seamen struggle to accomplish what they primarily desire in their profession, fear masters the half part of their minds, especially their mental and emotional aspects. Fear happens to be their vital spot where they can be dragged to life-long burdens, uncertainties and the like. So these hardworking men who voyaged through water, with fear, may alter their life to their own defeats. Traveling through the vast sea with nothing on sight but the plain horizon on every directions and a view of an uncertain land, seafarers would normally feel lonesomeness. They had nothing to talk to other than their comrades who may even never understand them well. Seafarers fear is negation. When things around them slowly wander from what they perceived, they slowly withdraw themselves from these things. These Seafarers action separates them from the rest of the company and makes them intrapersonal. The more they were denied in their own small society inside the ship, the more they think theyve been negated. Whats worse is that more people will suffer in the consequences of their errors and not just themselves. Most successful seafarers have a lot of dreams and things ought to be accomplished. They are obliged to many things. These responsibilities, if overrated, will become their burden. For instance, they wanted to help someone from their own family but circumstances never allow them to. They will self-protest about their incapability and thus starts a chaos within themselves. Responsibilities of the seafarers do not circle only on their own job aboard the ship but also with responsibilities to the families they left behind. The seafarers fear of failure follows if all these responsibilities cannot meet the necessities required in the situation.

While most seafarers liked to be tempted, much more in contrary seafarers feared being tempted. Its not only to the limit of building a relation with some foreign goddesses but to the things that are not suppose to be done, like trusting a wrong person or personal necessities . The world of the seamen also has its variety, no wonder why most seafarers conjoin to these human needs. To some, their conjoining is in the wrong way. Seafarers most concern is to render their lives to their job to the utmost of their capability aboard ship. But on some unfavorable situations, these hardships were neglected. With so many things bound to exist while theyre on board, there is this instance of missing someone or something that might discourage them. The same as being rejected from their past community, seafarers prevent oblivion from happening. They feared to be utterly forgotten, if not intentionally forgotten. Man seeks refuge under someone elses presence; seafarers do the same. They tend to ease their burdens to someone they trusted so much. What if theyve been forgotten for good, in a way that people presume the seafarers can stand on their own feet, what will happen to them then? Probably they would feel a life-long discouragement on themselves. Harm and danger are two entities that made up the profession. Death is inevitable on board or ashore. This is why seafarers fear less about it but indisputably try to evade it; yet it comes. The day will come when they will die. So the only matter of consequence before them is what they will do with their allotted time. Death ends seafarers hardships and accomplishments and seizes their responsibilities. In a funny thought, maybe this is why seafarers commit suicide so easily. All good things happen or exist for a reason and all bad things do the same. Whether we like it or not, our fear is one of the ingredients of a successful and happy life. Just the matter of how we dealt with it is the main point. We can prevent ourselves from falling into our own mental and emotional graves. There is still a time to alter our course while we are still ashore. We can treasure moments of happiness or master our fear even in a little way we knew. We can start to build courage of our own to neutralize the invincible fear within us. Its what the writer, Mark Twain, said: Courage is the mastery of fear, not the absence of it. And in addition, we are the master of our own ship. And the ship is our own self.

he UC-METC students uniform: white polo with polished metal buttons and a perching cap make them look more attractive other than knowing that they are maritime cadets and cadettes. The METC uniform is well fashioned and like something that is good must be kept and protected; Thus, respecting it like we respect ourselves means a lot for the school and to our chosen profession. Some students are taking their uniform for granted, such problems like wearing it in the mall during or after class hours, wearing it while in their drinking sessions at some of the citys major/minor bars, wearing it while playing computer games outside the campus during or after classes and simply not wearing it during classes. Precisely our uniform represents us and we represent our school. Thus, making untoward actions while wearing it, not only affects us but also the school and our profession itself.

As one with our Uniform We are one with our uniform the moment we wear it. If we are well groomed then our uniform should be as neat as ourselves and that makes us well disciplined maritime cadets and cadettes. Being one with our uniform is being one with our profession and that should make us proud and confident that we are different from others and that we are special in our own ways. Thus, we should keep and express this whole heartedly for our own and for the school. Isnt it nice to wear our school uniform properly? We feel complete and snappy in class that make us good and more disciplined students. Enjoying our leisure time in our own little way has never been prohibited but doing it negatively is not right at all. So if you are not aware of some things you have done wrong concerning the school uniform, you must do some introspection, you will be surprised that doing what is appropriate may unleash the better you in the future.

Wear it with respect We should respect our uniform for this gives us the sense of dignity. We are maritime cadets and cadettes who are disciplined enough to know right from wrong. We should start to act like true professionals. Wearing our snappy school uniform is more likely to make our studies school seriously. Putting on our school uniform is a signal for us to go to school just like any other individual dressing up to go to work. We are then obliged to enter the campus and enter our own respective class rooms. Yet, some are in their fun mode and instead they play billiards or DOTA with their uniform on. I myself witnessed some, wearing their maritime school uniforms having their drinking session in one of the citys famous bars. How sad but true, has METC become popular or in famous of incidents concerning our cadets roaming around the citys famous hangouts and getting wild with their uniforms on?

ave you ever wondered why UC-METCs population is increasing? Can you think of possible reasons for this? Yes, UC-METC campus unexpectedly increased its population this semester and may possibly duplicate the percentage increase of population by next year. The entire student population of this school year has surpassed the enrolment increase of SY 2010-2011. Last year, the students population was 5,251 and this year the number of students has increased to 6,635, where the application for apprenticeship is excluded for the enrolment that signifies a percentage enlarging to 11.49% of students count this year. But as the usual will likely decrease in the second semester, due to the circumstances like shifting to of other courses, dropping out of school or transferring to other schools and some other personal reasons. First semester statistic of 2011-2012: BSMT has 1,665 cadets for first year level; 1,418 for second year level student; 1,019 for third year level and 81 for fourth year level students, respectively a total of 4,183 deck cadets. BSMARE has 1,081 cadets - first year: 722 cadets - second year; 531 cadets third year and 58 cadets fourth year, or a total of 2,392 engine cadets. Catering Stewarding (CS) has 60 students. What will be the scheme if the next school years population will be doubled? According to Mrs. Jovita A. Quianola, METC Registrar, We will accept enrolees as many as possible, but still we wait for the decision of the administration, whether to stop accepting enrolees, once the maximum number is reached. Its all up with the president of the university to accept enrolees or not

Despite the population boom of maritime students in METC, it is certain that quality education for METC students is always maintained. The competence of this institution is unquestionable as proven time and again by board topnotchers and shipping companies preferring to get their cadets for scholarship and apprenticeship from METC. Thus, students flock to enrol in METC to become part of excellent track record in maritime education.

United, strong and forceful! This was the aura of the Filipino seafarers on their special day. On June 25, 2011, Filipino seafarers honoured the Filipino Seafarers Day at the Mariners Court. The Maritime Industry Authority (MARINA) hosted the said celebration. Through some activities like dancing, singing etc. and conversations, the mariners enjoyed each and everyones company. The event were participated by some cadets from different maritime institutions including UCMETC, UC-LAPU-LAPU, SOUTH WESTERN UNIVERSITY (SWU), CEBU TECHNOLOGICAL UNIVERSITY (CTU) and UNIVERSITY OF THE VISAYAS (UV). The cadets also enjoyed the event through talent presentation and games. Centre, Golden Success College and Phil. Asia. The guests gave viable and efficient information and explanation on the rules and functions of their respective management. Some of the representatives were Cmdr. Rolando N. Punzalan- from the Philippines Coast Guard, Ms Marina P. Villa Flores- from POEA, Ms Gladys Claire Enot- from PRC, Ms Jojie Aguilar- from TESDA, Ms Suzette C. Sobrino- from MARINA and Mr Ernesto Parino from OWWA. A day of unity and a day of rejoicing as the Filipino seafarers celebrated their day with passion to make each and everyone proud of themselves.

It has undergone a rigid journey before it gained its distinction among other maritime schools in the country. Speaking about administration, the man in the name of 3/E Jose Ramil Caas received promotion as he became the new asst. Maritime Superintendent, marine engineering department in UC-METC. He started to be an instructor way back year 2000.from that year until 2002, he served the UCLM campus. And from June 2002 until the present, he continued his service to its sister school, UCMETC. Just last June 15, 2011, he started his job as the dean of marine engineering department and at the same time teaching some subjects. For the first time, Anchor Publication had a one-on-one interview with 3/E Jose Ramil Caas.

Mark Angelo Arcega ANCHOR: What are your responsibilities as the dean of marine engineering department? ENGR. CAAS: Management of the faculty is one of my priorities. Teachers should impart knowledge. Quality teaching must be monitored and the tardiness of the instructors as well. The subjects being taught must align with the syllabi required by STCW and CHED, so as to meet the needs of the stakeholders. ANCHOR: Did you feel any difficulties in your job now? ENGR. CAAS: They are manageable. Every time theres a new job for you, first time around, you have to undergo adjustment period which would take more or less two months, just like working onboard. After you familiarized and adjusted in your job and responsibilities that go with it, things would be easier. ANCHOR: As an instructor, how do you discipline students for them to become better individuals? ENGR. CAAS: It is through implementing house rules, monitoring the tardiness, letting them to submit projects and projects on time, proper wearing of uniform, proper haircut and observing courteous expressions in entering and leaving the room. ANCHOR: In spite of your busy schedule, how did you manage to be always on the go? ENGR. CAAS: Thats what we call time management. I settle my time; allocate a fraction of it for the administration and also for teaching. ANCHOR: What can you say about the UC-METC students? ENGR. CAAS: Of course, UC-METC imposes a semi-military training. So, with regards to the scholars, they are well-disciplined in adherence to it. And when it comes to the regular students, majority are having decent personalities which belong to the institution. UC-METC students are good and studious. Thats why we have top officers on board vessels because cadets have theirn own goals and aim especially when they finish their academic requirements. They show good attitudes toward their work. That is the reason why most of the companies are coming in here in UC-METC to hire cadets for their cadetship program. ANCHOR: What is your dream for the UC-METC students? ENGR. CAAS: Our major dream is to produce excellent students who will top the board exams and for this to realize, students should receive quality teaching and training. ANCHOR: What is your strategy in dealing with your students? ENGR. CAAS: Treat your students as your brother so that students will look at you as a leader, and therefore respect you. As you treat them as your brother, you will teach them good and moral values. ANCHOR: What would you like from your students to remember for them to stay focused in their goals? ENGR. CAAS: Dont forget God. God serves as the rudder in your life. You chose the direction and he will guide you through. There are times that God will intervene in decision-making but most of the time, He will give you free will so when you fail, you will not blame Him but instead He will serve as your strength. ANCHOR: Few words of advice to the students for them to strive hard in their studies. ENGR. CAAS: Go for excellence and success will chase you. Have passion in your studies and youll have freedom. Dream high and reach for stars because when you fall down, you will fall into the trees. But when you reach for the trees, you will fall into the ground where there is no hope. Always do what you like as students so that your brain will produce endorphin hormones which will give you happiness, satisfaction and well-being.

ho says that minor subjects are less important than the major ones? Take this from Engr. Allan Navarro, a licensed chemical engineer but now heading the General Education as Coordinator who emphasized that students should treat minor subjects as equally important with the major or professional subjects. He was born on October 18, 1965 and is currently residing at C-Padilla Street, Cebu City. He finished his Master of Arts in Science Teaching (MAST) Major in Physics and made his theoretical studies in USC, Talamban Campus and Thesis Writing in Siquijor State College. Year 1988, the year after he graduated in college, he landed his first job as a process control engineer in Atlas Mining Corporation in Toledo City. He left his job there in May of 1992; a month after that in June 1992 he was hired in the UC Main Campus as a faculty member of the Arts and Science Department. Year 1996 he arrived in UC-METC Campus as instructor handling Physics 1, Physics 2, Mathematics, Chemistry and Research. And just last April 1 of this year, he was appointed the GENERAL EDUCATION COORDINATOR here in our school. The Anchor Publication has this one on one interview with Engr. Allan Navarro. Anchor: What is your role as the General Education Coordinator? Engr. Navarro: General Education Coordinator, its a service department for nautical and marine

engineering. All the minor subjects are under my supervision. Anchor: How does it feel doing your new job now and being part of the administration staff? Engr. Navarro: As of this time, I experienced so much pressure. So far, my teaching load and my managerial load as General Education Coordinator are being combined. But I am still under a probationary period of one year as the General Education Coordinator. And probably after a year, there would be some adjustments with my load. Anchor: What are your plans and concerns as the new Gen. Ed. Coordinator? Engr. Navarro: We have this target to maintain the highest rank or level in English and Mathematics areas. Minor subjects are the basic foundation for any professional subjects so it must be taught rigidly and seriously and as much as the way the major subjects are. We should coordinate with the other administration heads so as to sustain the status as a world class institution. If there is a problem, the Dean, I and the other administration staff should work hand in hand in solving it. I also implement subject area activities like the recent BuwanngWika, the incoming Math and Science week, and for the next semester well have Social Science and Languages activity involving Geography, Rizal, Philosophy, etc. Anchor: Your message to UC-METC students. Engr. Navarro: Dont forget the minor subjects

ne of the prominent names in the annals of ecological study, Barry Commoner pointed out Sooner or later, wittingly or unwittingly, we must pay for every intrusion on the natural environment. He unveils the underlying reality in the ecosystem that when the equilibrium state of the environment will be greatly disrupted, all of its dependent linkages, one of which is the humankind, shall suffer the dire consequences. We inhabit the earth. To prolong our lives, we rely on its water, air, land and energy, the four fundamentals which make life possible to exist. To cleanse and maintain sufficient body hydration, we drink water. We breathe to respire and to oxidize our blood. We utilize the productibility of the vast lands in planting crops to have foods to eat in order to stay alive. To bring light during the dark and to make our engines work, we make use of energy. These are proofs why we shall consider ourselves as dependent elements of the environment. How are we going to show to Mother Nature that we are grateful for its huge significance for our survival since time immemorial? We use to say, we exhale carbon dioxide into the atmosphere much faster than plants and oceans can absorb it. Upon realization, havent we done the opposite? The detrimental things that bring our nature to a higher risk? Based on studies made by experts, its affirmative. 2500 scientists from more than 130 countries concluded that humans have caused all or most of the current planetary warming. Landfills of plastics continue to mount

because folks uncontrollably utilize and dispose them improperly. The worst is, if we burn them, it would contribute to the depletion of the ozone layer causing radiation to proliferate paring the way to the existence of various diseases. Lethal emissions of chlorofluorocarbons released from aerosol sprays, refrigeration equipments and diverse industrial processes are significant contributors to this as well. The emissions of fatal fuel gases and the burning of fossil fuels build a blanket of greenhouse gases which bar the solar radiation to bounce back into the outer space; hence much of the solar heat remained into the Earths interior. How about technology? We can never blame technology but the responsibility top most in our minds in using the technological advancements could have alleviated global warming. But Industrial wastes are inappropriately disposed into rivers and lakes causing thermal and water pollution. Power plants, factories, smelting plants contributed to acid rain. And what are the consequences? Earths temperature climbed up to 1.4 degrees Fahrenheit around the world since 1880, much of this in the recent decades resulting to a worldwide climatic change. Gigantic glaciers and mountains show swiftly melt down which torment the polar bears and indigenous cultures from the sea-ice loss. Marine life species are in a danger of extinction. Catastrophic events like floods, typhoons, and hurricanes are intensifying, destroying multi-million properties and triggering economic instability. Climate change resulted to an upsurge in the amount of extreme weather events, such as wildfires, heat waves and weather pattern anomalies.

Is there still chance for us to redeem the Earth from total destruction? A big yes! The only antidote is to cooperate and combine the effort of all to generate enough power to steer the environment status quo to the safest course as possible. We need to stay focused so that the complex equation of natural balance will not turn into complications. Bear in mind to do like going green, turning to energy-efficient products, using cars wisely and choosing clean or renewable energy can go a long way. We can start going green by supporting environmental drives like recycling and using recycled materials. Since we know how to be part of the solution, all we have to do is to take an action. e value life. Its a priceless gift. We know by nature that not all things are within our control. Among these, are accidents which are detrimental to life. When these unpredictable circumstances unleash their fury victims may suddenly come to death or may have a possibility to recover once blood transfusion is carried out. Hence theres a need for blood donation. Blood donation is a crucial endeavour and a social responsibility. World Health Organization (WHO) believes that it is morally unacceptable for any aspect of health care to be based on purchase of body parts including blood. Truly, the person who gives blood shouldnt be forced nor be given a payment, cash or in kind. This holds to be true as the National Voluntary Services Program significantly emphasized that blood shouldnt be sold. It is stipulated in the Republic Act 7719 a.k.a National Blood Services Act of 1994 that donating blood should be voluntary; there must be no commercialization of blood products and services. There must be an adequate, safe and equitable blood distribution. Since donating blood is applied in order to save somebodys life, it is therefore a human right that the blood to be transfused must be safe. How to ensure quality blood for all? Before blood is being transferred, it undergoes series of tests. Department of Health (DOH) conducts medical tests for blood against any infections of Hepatitis B, Hepatitis C, Malaria, Syphilis and HIV. All or any of these infections can get into our body system if well not take conscious responsibility in what we eat and drink. These tests are taken so that the infections shall not pass through the blood recipients. The challenges now lie on the shoulders of the youth. We are supposed to be the potential blood donors. But the problem is that we are also prone to get infected with the most rampant HIV. Through penetrative sex, sharing of syringe or through blood itself, the virus can

be transferred out. And once you get infected, it will be for life. Theres still no proven cure for AIDS. Recent rumours about the big lizards or vernacularly the Tuko which have the potential to cure the disease is a big fallacy said Ms. Reynette Christine J. Ligary ,MD. Representative of the Department of Health during the panel discussion in the orientation / seminar pertaining to voluntary blood donation in the school last August 6, 2011. However there are drugs, known to be antiretroviral drugs, taken to prolong your life but it doesnt cure the AIDS or HIV at all. If you acquired the disease you will no longer be able to donate blood but on a positive note, you will not be spared from blood transfusion once you need it. Not all of us can qualify to donate blood but all of us are potential blood users. On the other hand, donating blood shouldnt harm the donor. When blood has been taken from you, your body cells divides and therefore produces new one. Theres no risk at all after donating blood as long as you have to take enough rest for about 5 to 10 hours, hydrate your body with plenty of water, boost your bodys immune system by eating nutritious foods and refrain from doing strenuous activities. However, the DOH faces challenges including the adequacy of blood supply, Quality of blood and how to spread community awareness pertaining to blood donation the DOH WAY. The DOH needs our partnerships. In as much as they voluntary or non-remunerated blood donors who are willing to donate blood without expecting for an exchange. We know ourselves better thus as we have no doubts about our health conditions then we qualify to donate quality blood. Now, are you willing to donate blood to save life? Its by your free will in doing so that we could define the true essence of humanitarianism. And donating blood is just one of the ways in giving the highest value to life!

class performance. MUSIC plus LADIES: METCians Went Wild After a break from the morning events, two big events followed in the evening. As the Battle of the Bands started, different bands performed which showed different styles in music. The bandSound Bites became the champion. When the Battle of the Bands ended, the crowd was doubled. As the sexy ladies stepped on stage start the pageant, the audience freaked out. Most of them were yelling for their favorite contestants while others were betting for the winners. All of the girls were talented, sexy and stunning yet Miss Lawrence Casas, a 16-year old lady from University of San Carlos was proclaimed Miss Sexy 11. The whole event ended almost four in the morning the next day. The acquaintance would have been this successful without the different major sponsors such as Frenzy Condoms, Crown Regency, Cebu Gems, Redford Catering and many more. The Acquaintance Party, the day that Metcians became acquainted from seniors to freshmen and with some of the teachers and staff who shared their presence. This was a way not only to know each other but also to strengthen the camaraderie of the UC-METC family.

Friday, July 15 was a whole day Acquaintance Party in UC-METC. MORNING EVENTS The Paukay Showdown, METCians Got Talent, METCians Idol and the Macho Gay contest were held at Abella Gymnasium. The nine Macho Gay contestants showed their different interesting talents for the audience. At first, I didnt expect to win because my fellow candidates looked so gorgeous on that day but thanks God, I made it, E/C Wynjel Y. Bercero (A.K.A. Maria Christina Falls) when asked what he felt upon winning the contest. In Paukay Showdown, every contestant performed to their limits but the Nanays Crew was declared the champion after their breathtaking show in the METCians Idol. With 14 contestants showing their different singing abilities, Cadet Kenneth Laurente was declared the champion. Finally in the METCians Got Talent, Cadet Salvador Libre won over nine other contestants when he presented his beat box talent that was considered world

The voice created upon every vibration of your articulation is a melody to my innocent ears, remedy to thy heart when my face reflects its poignant state. Such furtive glances that has been always caught is a great indication of the hidden admiration.
