ABSTRACT: This proposes an interoperability test for C.P0044 derived from C.S0031-3.9 Access Handoffs. 4 types of handoffs are tested, Access Hanfoffs = AHO, Access Entry Handoff = AEHO, Access Probe Handoff = APHO, and Channel Assignment into Soft Handoff = CAHSO. Similar tests in C.S0011 3.2.3.1 Access Probe Handoff and 3.2.3.2 Access Handoff have specific requirements on pilot detection threshold and phase measurement and are sufficient and preferred for AHO and APHO. The Access Handoff tests are difficult in an interoperability setting, due to the required timing of pilot attenuation. It is difficult to force a pilot handoff in the short intervals allotted for AEHO, AHO, e. g. half second, of typical commercial deployments. RECOMMENDATION: Include in draft text for C.P0044. Discuss why AHO and AEHO neighbors are specified in the ESPM but APHO are not. Current IS2000 definition of NGHBR_SET_SIZE - the base station shall set this field to the number of pilots included in the neighbor list message: should be number of pilots included in this message from the neighbor list message.

n.m Access Handoffs [Note to Editor: These tests proposed for C.P0044 are derived from C.S00313.9 Access Handoffs] n.m.1 Mobile Station Test n.m.1.1 Definition This is a procedure to test 4 types of handoffs for the Paging and Access channels occurring during call setup. AEHO, Access Entry HandOff, is permitted for mobile terminated calls only. AEHO occurs earlier in the call setup than AHO. The mobile may perform an AEHO to a neighboring base station after receiving a General Page, but before transmitting any access probes. In the short interval between the receiving the General Page and sending a Page Response Message, the mobile may handoff to a stronger neighbor base station and transmit its Page Response Message to that new base station. APHO, Access Probe HandOff, allows the mobile to handoff after unacknowledged access probes. In APHO, the mobile station suspends the access attempt on the old pilot and restarts the access attempt on the new pilot, starting with the first probe of the first probe sequence of new access sub-attempt. AHO, Access HandOff, is permitted on mobile originated or mobile terminated calls, after an acknowledged access probe. In a call origination AHO, neighbor base stations asynchronously send the same channel assignment message to the mobile. AEHO and AHO can also be enabled for some of the other 25 f-csch mobile station directed messages, such as Data Burst Message, or Authentication Challenge Message. CASHO, Channel Assignment into Soft HandOff, allows multiple pilots to be assigned in the Extended Channel Assignment Message from the pilots reported in the Origination Message or Page Response Message. The minimum standard for these hand off tests can be verified in a message log identifying the PN offset parameter of messages to determine the serving base station and handoff indication. n.m.1.4 Method of Measurement a. Connect 2 or more base stations to the mobile station as shown in figure xxx, where the attenuators simulate OTA paths. Only the APHO test requires loss of the reverse-link-only. If the base station can be configured to ignore access probes, then the reverse link switch is not required.

Use the CDMA Analyzer or the mobile Diagnostic and Control Tool to verify signal levels at the mobile in both states. In State 1 bs#1 is the dominant pilot as seen by the mobile. In State 2 bs#2 or one of the other basestation pilots is dominant. Total power to the mobile shall be between 40 and 90 dBm, nominally 75 dBm/1.23 MHz. l. After the mobile has sent a few access probes, switch the attenuators to State 2 to cause the mobile to perform APHO before it sends the Origination Message to bs#2 or one of the other base stations.

m. AHO Configure the base stations to allow Access Handoffs with the following parameters in the Extended System Parameters Message. NGHBR_SET_ENTRY_INFO = '0', AEHO neighbor info not included in this message NGHBR_SET_ACCESS_INFO = '1', AHO/APHO neighbor set info included in this message ACCESS_HO = '1', AHO is permitted ACCESS_HO_MSG_RSP = '1', AHO permitted for message response ACCESS_PROBE_HO = '0', APHO is not permitted NGHBR_SET_SIZE = number of AEHO/AHO/APHO neighbors listed in this message ACCESS_ HO_ALLOWED [0] = 1, enables the first neighbor in the neighbor list message for AHO or APHO ACCESS_ HO_ALLOWED [1] = 1, enables the second neighbor in the neighbor list message for AHO or APHO. After the mobile has received acknowledgement of its Origination Message from bs#1, quickly switch the attenuators to State 2 to cause the mobile to perform an AHO to bs#2 or one of the other base stations. The time interval when AHO is possible, between receipt of acknowledgement Order Message and receipt of (Extended) Channel Assignment Message, can be as short as .2-.3 seconds or as long as T42m = 12 seconds. q. Repeat the test for a mobile terminated call, using Page Response Message instead of Origination Message.
r. CASHO Connect the mobile to 2 or more base stations whose pilot strengths are above T_ADD, and configured with the following parameters in the Extended System Parameters Message. PILOT_REPORT = 1, mobile to report multiple useable pilots in other messages in addition to the Origination and Page Response Message. s. Allow the mobile to come to the idle state on one of the base stations, and allow sufficient idle time so that the mobile station meets the conditions

defined in [4]-2.6.2.3, regarding stored message sequences, and make a mobile originated call. n.m.1.5 Minimum Standard All calls shall complete successfully. AEHO The mobile shall receive a General Page from bs#1 and transmit its Page Response Message to bs#2 or one of the other base stations. APHO The mobile station shall perform APHO, resending the Origination or Page Response Message and completing the call on bs#2 or one of the other basestations. AHO The mobile shall perform AHO, receiving base station acknowledgement Order from bs#1, and receiving the (Extended) Channel Assignment Message from bs#2 or one of the other base stations. CASHO Each base station pilot whose Ec/Io is above T_ADD shall be reported in the Origination Message or Page Response Message. The mobile shall receive an Extended Channel Assignment Message assigning each pilot in soft handoff. n.m.2 Base Station Test None
