News and Bhubaneswar internet editions) and web site of Department of Water Resources, Govt of Orissa are put together at one place to provide an overview of flood in Orissa on a daily basis. There is also a section to present uncovered/latest flood developments/news from the field, which we seek to collect with support from all of you our civil society partners. Express News Service Last Updated : 25 Sep 2011 11:08:24 AM IST JAJPUR: The flood situation is likely to worsen in river Brahmani and Kharasrota with the opening of six gates in Rengali system on Saturday night. The three rivers of Baitarani, Brahmani and Kharasrota besides the Budha were flowing menacingly on Saturday. Around four persons were swept away in the currents within last 48 hours putting the death toll at 17 in the district. Collector Anil Kumar Samal said water level of Brahmani and Kharasrota will rise with the opening of six gates of Rengali system on Saturday. Bhadrak: Baitarani and its tributaries were in spate for the second consecutive day on Saturday. With the officials finding it difficult to reach out to the affected people due to lack of communication hundreds of people have taken shelter on roof tops. Over 3.5 lakh people in 350 villages of five blocks including Dhamnagar, Bhandaripokhari, Bhadrak, Tihidi and Chandabali of the district have been affected and 52 panchayats remained marooned. Unofficial sources said 15 persons have been swept away in the floods. The missing persons have been identified as Ramesh Das of Bhandaripokhari and ODRAF staff AK Kanungo.Dhamnagar BDO Bidyadhar Palai said flood situation in the district worsened after the release of water from Hadgarh dam. District Emergency Officer Suryakanta Padhi said the district officials failed to reach at the victims and rescue work was hampered due to shortage of boats. Rourkela: Sundargarh district is facing the worst ever floods of the decade with the situation grim in areas on the outskirts of Rourkela city. The swelling Brahmani submerged vast stretches of residential pockets. River Brahmani was flowing at 1.4 metres above the danger mark of 180 near the Panposh bridge on Saturday. Water level in Brahmani continues to rise with additional flow of water from the Mandira dam. On Saturday, all 11 spillway gates of the reservoir were opened. At

Dandiapali, the first floors of several multi-storey buildings were submerged. Around 50 trapped students of the Sai Valley School near the Sankh bridge were evacuated by a rescue team. Sundargarh Collector Rupa Roshan Sahu said the administration is providing packed food, medical assistance and other provisions to the affected people.The situation is equally grim in Birmitrapur Assembly constituency and Lathikata block where vast strecthes of land have been covered by the flood water. Sources said the road bridge connecting Jharkhand caved in near Kopsinga in Jareikela, while one person Pritam was reportedly washed away in river Koel near Jabapanposh of Bisra block on Saturday.

b. Brahmani flowing above red mark

Express News Service Last Updated : 26 Sep 2011 11:27:18 AM IST JAJPUR: There is no respite for floodhit people of Jajpur with water level in Brahmani, Kharasrota and their tributaries rising. All major rivers in the district are flowing much above the danger marks. Water level in Brahmani was at 70.9 feet mark near Jenapur against the red mark of 67 by 4 pm on Sunday. Against the danger level of 19.5 metres at Binjharpur, the Kharasrota was flowing at 20.5 in the noon. Likewise, against the danger mark of 17.83 metres at Akhuapara, river Baitarani was flowing at 18.41. In Dasarathapur, the river was flowing about five feet above the red mark. It stood at 17.5 feet by 4 pm on Sunday against its danger mark of 12.5 feet. People of Bari which is the worst hit have been trapped in flood water for the last four days. Around 1,52,244 people have been affected in Bari block. Though the administration claimed to have started providing relief materials, the victims alleged that no help has reached them yet. The block remained cut off from the mainstream with flood water flowing above the BaruanKalamatia and BariRatnagiri roads. As many as 98 villages under 29 gram panchayats in Bari block have been submerged by flood water from Brahmani, Kharasrota and Tantighai rivers. On Sunday morning, people of Bari, Dharmasala, Jajpur and Korei blocks who are residing on the banks of Brahmani, Kharasrota, Kelua and Tantighai rivers repaired the weak embankment of these rivers at different places. District Collector Anil Kumar Samal said people of Bari have been asked to shift to safer places as water level of Brahmani and its tributaries is expected to rise in another 24 hours. "The attention is more on Bari block which is the worst affected. We are trying our best to reach out to all those who have been affected by flood," Samal said. Former Jajpur collector and senior IAS officer Arvind Kumar Padhee arrived at the district on Sunday to oversee rescue and relief operations in the marooned areas.

c. Swollen rivers spell more disaster

more villages are getting marooned," Revenue and Disaster Management Minister S N Patro told mediapersons. More than 3,000 villages are inundated and about 10 lakh people are encircled by flood water. Bari block in Jajpur district and Rajnagar, Aul and Rajkanika blocks in Kendrapara district have been severely hit with no communication links, he said. A senior IAS officer is camping in Bari block to supervise rescue and relief operation. A large number of people are taking shelters on rooftops and they need to be evacuated, the minister said, adding floods in the Brahmani river could further worsen. Though the Water Resources department had been regulating Brahmani floods from Rengali dam, it could not help reduce the flood fury downstream, the Minister said. As the flood water entered fresh areas, the Government continued airdropping of food packets with the help of four choppers. Two more choppers will soon be added in the operation, Special Relief Commissioner P K Mohapatra said. "More that 1.39 lakh people have already been evacuated. The Government has asked the district collectors of Kendrapara and Jajpur to shift people from lowlying areas," he said after a review meeting. Jajpur town remains cut off with flood water still overflowing on the only alternative road to the town. Balasore district was also hit by flood water of the Subarnarekha river while Angul and Dhenkanal districts were affected due to flood in the Brahmani river. Other districts, which had been hit by second spell of flood, are Keonjhar and Bhadrak. d. Homeless and hungry in the deluge

Times Of India, Sep 26, 2011, 11.29AM IST KEONJHAR: More than one lakh people of 128 villages of Anandpur, Ghasipura and Hatadihi blocks and eight wards in Anandapur municipality have been severely affected in the recent floods caused by river Baitarani's fury.After four days of flood, road communication to many villages is yet to be restored, while relief continues to elude most of the areas due to swelling waters.The Hatadihi block is by far the worst flood-affected area of Keonjhar district, with over 60,000 people rendered homeless.As heavy rain continues to lash the district, many more are being steadily rendered homeless as the villagers' mud houses are easily damaged in the rain. The villagers can safely be termed marooned as damaged roads and culverts are making communication with these people next to impossible.Due to lack of supply of polythene, the hapless flood victims are living in the open and in their fragile, damaged houses. Tnn Thousands of people of Ghatagaon block area blocked the NH215 on Saturday afternoon demanding polythene. They also ransacked the revenue inspector's office.Emergency officer R C Kisku, however, said, "Adequate polythene and relief has been supplied to flood-affected areas. Cooked food has also been distributed to flood victims at different shelter camps." "The administration as well as local representatives have failed to provide relief and drinking water to all the flood-affected areas of the block. The villagers are facing acute shortage of food and drinking 9

water. The relief material supplied after three days in some areas is not sufficient and thousands of villagers have not received any relief so far," said Subhransu Naik, a social activist of the block. Four Orissa Disaster Rapid Action Force (Odraf) teams deployed in Anandapur, Ghasipura and Hatadihi blocks are not sufficient to rescue the affected people either. Less than 10% of the flood victims have been provided cooked food so far with shelter in different camps, sources said. According to the official report, about 61,752 people of 82 villages of 13 GPs in Hatadihi block, about 15,600 people of 20 villages of eight GPs in Anandpur block, about 6,000 people of 26 villages of five GPs of Ghasipura block and about 6,420 people of eight wards in Anandpur municipality area have been affected in the Anandpur sub-division. Among these only about 8,000 people have been provided cooked food at 14 camps in Anandpur block, about 510 at four camps in Hatadihi block and some 6,000 people have been accommodated in eight camps in Ghasipura block area. PCC president Niranjan Pattnaik and former PCC president Jayadev Jena visited the flood-affected areas and condemned the district administration as well as the state government for poor distribution of relief.
e. Harrowing time for rescue, relief operators; CM worried

The Pioneer, Monday, 26 September 2011 02:23 PNS | Bhubaneswar The second spell of floods in the Brahmani and Baitarani systems has become a matter of concern for the State Government as all efforts to provide relief to the affected people through aerial, water and land routes proved to be ineffective. So also the rescue operations have become futile due to high current of the flood waters with over 1,114 villages still remaining cut off from the rest of the world for the fourth day on Sunday. Though the State Government has now focused on rescue and relief operations, the administration is passing through a harrowing time in reaching out to the marooned due to the high velocity of the flood waters, said Revenue and Disaster Management Minister Surjya Narayan Patro. Evacuation of the marooned people is the prime task before us, he said, adding that so far as many as 97,000 people were evacuated to safer places in adverse conditions. Over 1 lakh people were being given cooked food through 260 relief camps, Patro informed the media. He admitted that though the water levels in all four major rivers were receding, the floods in the Brahmani and Baitarani systems turned the situation grim. It would continue for another 36 hours as the flood waters discharged from the Rengali reservoir would pass through the Jajpur and the Kenerapada districts by late Tuesday. Patro said ODRAF, NDRF and Fire Service teams were pressed into service for search, rescue and relief operations with 492 boats. Despite adverse situations and lack of safe surface, air-dropping of food packets were stepped up by utilising six helicopters of the Indian Air Force and the Navy on Sunday in the most affected areas of Jajpur, Bhadrakh and Kendrapada districts. Two more helicopters were expected to join the fleet for air-dropping by Monday, he said, adding that the Chief Minsiter had already talked to the Defence Minister in this regard. Giving details of the flood situation, Patro said 10 districts had been affected by the fresh spell of floods and an estimated 21.70 lakh population belonging to 3,128 villages under 65 Blocks in Angul, Balasore, Bhadrakh, Deogarah, Dhenkanal, Jajpur, Kendrapada, Keonjhar, Mayurbhanj and Sundergarh have been affected. He said the fresh floods have so far claimed 17 lives with highest six persons from jajpur followed by 4 in Sundargarh and two were reported missing. 10

Meanwhile, Chief Minister Naveen Patnaik who reviewd the flood situation in the afternoon on Sunday, has directed the Collectors to make all out efforts to reach out to the marooned villages to evacuate the affected families and provide ready-made food packets to the affected families in the waterlogged areas through air-dropping. As per the direction of the Chief Minister, it has been decided to provide cooked food to the people taking shelter in safer places till they returned to their villages. Water Resources Department Secretary SC Mohapatra said waters in the Subarnarekha, Baitarani, Brhamani and Budhabalanga were falling .Though the flood waters in Keonjhar and Bhadrakh had started receding and there was no further danger in the area, the area of Dharmasala, Dasarathpur and Bari in Jajpur district and Ali, Rajkanika in Kendrapada district would reel under the flood havoc till Tuesday as the 7,000 cusecs of water discharged from the Rengali reservoir would pass through these areas. However, since it was decided to open only two of the 24 gates of the Rengali reservoir, the flood situation would ease to some extent. He said there was no danger in the Subarnarekha system as the river is flowing below the danger mark. He said at least 27 breaches were reported in the Brahmani and Baitarani systems with the highest of 14 being in Jajpur distirict. Advance team arrives today. Latest reports said a four-member advance Inter-Ministerial team would arrive in the State on Monday to assess the damages caused by floods. According to SRC Pradipta .Kumar .Mohapatra, the sub-group of the central team would consist of Sunil Kumar Verma, Chief Engineer, Ministry of Road Transport and Highways, Dr MC Diwakar, Director, Dept of Rural Development, Minsitry of Agriculture and Cooperation, Dr AK Satpathy, Regional Director, Regional Office Health and Family Welfare, Bhubaneswar and Ambarish Nayak, Superintending Engineer, Mahanadi and Eastern Rivers, CWC. He said after the arrival of the team at the airport, they would be taken to the present flood affected areas of Jajpur, Kenrapada and Bhadrakh for an aerial survey. The team is scheduled to get down at NC College, jajpur for on-the-spot visit to the affected areas in ten- km radius . Later the team would be flown to see the Bhadrakh and Kendrapada areas, he said. Mohapatra said the team would be taken to see the flood affected areas of western Odisha districts of Sambalpur, Subarnapur and Bargarh after being briefed by the officials of the Revenue Department. He said the second team was likely to reach Bhubaneswar on Wednesday, which would visit the areas affected during the first spell in the rest of the districts. Mohapatra said the State Government had already submitted a memorandum to the Centre through a special messenger seeking an assistance of Rs 2120 crore to repair the damages caused due to the floods in the Mahanadi river system. Steps were being taken to prepare another preliminary report on the flood damages in the second spell of floods for submission to the IMT, he said.

While official sources confirmed two deaths in Jajpur district, unofficial sources put the figure at four. Sarpanch of Bari gram panchayat Biranchinarayan Sahu (35) died of snakebite while one Laxmidhar Sahu of Korei area has gone missing, Jajpur District Collector Anil Samal told this paper. Balasore, Bhadrak, Kendrapara and Mayurbhanj district have reported one death each. The district headquarters town of Jajpur and the entire Bari block are totally cut- off. While the Rudhia bridge on Budha river linking Jajpur town with the NH-5 caved in disrupting the main road link, the other approach road is overflowing with floodwater from Kharasrota river, Samal said and added more than 20,000 marooned people have been evacuated to safer places. As essentials could not be supplied to Jajpur town and and flood-affected villages of Bari block, prices of all commodities have shot up, he said. The Government decided to airdrop cooked food in the flood-affected areas of Jajpur districts as opening of free kitchens was not possible. Three helicopters are being used to airdrop relief materials and the Centre has provided another three (MI17s) engaged in anti-Naxal operations in the neighbouring Chhattisgarh and Jharkhand. As water level in Brahmani system is rising at Jenapur, Water Resources Secretary SC Mohapatra said it will take another 36 hours or more for the floodwater to recede. While 38 motorised boats are pressed into service in Jajpur district, the Government on Saturday engaged another 24 ODRAF boats for rescue and relief operations. More than 15 lakh families in 2,362 villages under 510 gram panchayats are affected and standing kharif crops on one lakh hectares submerged under floodwater in the eight districts including Angul, Balasore, Bhadrak, Dhenkanal, Keonjhar, Kendrapara and Mayurbhanj. Nearly 59,000 affected people are evacuated to safer places and free kitchens operating in 126 places. In Brahmani river system, floodwater is rising and the water level at Jenapur is flowing above the danger mark of 23 metres. While water level is falling in Subarnarekha river at Jamsolaghat, it is rising at Rajghat. However, water level is falling in Budhabalanga, Baitarani and Bamsadhara rivers. With nine gates opened in Hirakud reservoir, over two lakh cusecs of water is entering into the dam which is discharging 1.69 lakh cusecs.

Floods in river Baitarani and its tributaries have shaken the lives of 50,000 people in Keonjhar district leaving 20 villages marooned and two drowned in floodwaters. Chief Minister Naveen Pattnaik and Revenue Minister Surjya Narayan Patro surveyed the floodsituation on Friday from a helicopter, reportedly air-dropping relief materials in some areas.

Following torrential rains during the last three days, a record rainfall of 192.2 mm (the highest rainfall in last 30 years) was recorded in 24 hours on September 22, resulting in rise in flood waters in the Baitarani and its tributaries flowing above the danger level since Thursday noon. Thirteen gram panchayats in Anandpur sub-division have been affected by the floods so far. It has not been possible for the district administration to reach out to the villagers. Sources said the Baitarani has breached its embankment at Fakirpur and Bancho, as a result waters gushed into 26 villages, submerging houses and damaging property worth lakhs. Bancho, Panchugochia, Sulana, Ambo, Samana, Habeleswar, Gedema, Sadanga, Saladei, Belabhali, Fakirpur and Mugupur are among the worst-affected panchayats in Anandpur sub-division. People have fled to other places with their belongings and cattle. Many are also seen taking shelter on roadsides, school and college roofs. Relief, drinking water or any kind of help is yet to reach the flood victims. Two villagers in Belabahali and khuntapada were reported drowned in the flood waters. As the rain has ceased and water level in the Baitarani is receding, it is expected that situation will improve in the next 24 hours. Collector DV Swamy, after visiting the flood areas, said he would monitor the relief work personally. He said, We are facing difficulty in distributing chuda, rice, polythene and other relief material to the affected villagers as all the areas are flooded and we are not getting enough boats. But some villagers have been sheltered at Belbahali, Salapada and Anandpur college and cooked food is being arranged.
