Dear Editor in chief,
A scholar asked: “Why make a task force to do the job of cleaning or of
unclogging clogs in the drainage system every time there is a heavy rain; and
use protective clothing with safety accessories.” The A.I. answered: “Yes, you are
right! Some men work without safety shoes or health protections especially on
poor countries. They are not sensitive to the basic principle of: “safety first” & “no
premium paid for health insurance; no work on hazardous work areas.” Pass law
that an automatic paying of premium for health insurance should be paid by the
contractor for the worker being assigned on any hazardous work area. Perhaps
this law if passed could create another economic stimuli and chain of economic
cycles…!
Perhaps in addition, during dry days, repair & placing of system for
efficiency is better. But cleaning should be regularly and religiously done,
specially repairing garbage grills on opening of drainage systems so that garbage
would not enter thru the drainage system. Screens or strainers should be made
of durable plastics or cast iron mix with lead to last for a long time. Iron grill
should be banned as strainers or screen because they just last for a while. And if
destroyed all the garbage could easily pass thru the drainage and eventually clog
the drainage and flash flood occurs. Silt would not be washed out, because it is
clogged. It is because those screens design to stop the garbage are destroyed.
People should imitate Hollanders; their national hero is a child who even put
his/her life in danger just to plug a small leak. Most People do not give care to
small things. Government should do something to wake up people to notice first
small things before thinking of big things.
Perhaps people should start by telling to others that they have good
smell, or they love to take a bath always and do not want garbage to clog the
drainage so that the drainage would not cause to smell bad in the surroundings.
Why fix first those garbage screens on sidewalks, replace with durable hard
plastic or durable cast with lead to withstand heavy loads of tire. Throwing of
garbage at canals has been a bad habit of most people without law or fine
against throwing garbage...especially if there is lot of people with lack of other
essential words in those places! Why penalize people throwing…by giving them
lessons and seminars about flash floods and the diseases connected to it. And
let them pay or just give them punishment by working or cleaning around.”
A scholar asked: “could computer and technology enhance people’s office
work?” The A.I. answered: “I saw also on National Geography TV show that there
are now programs or systems that could scan an object or even picture and
could translate it into 3 dimensional pictures and be printed into details in plans,
hence fast & efficient. If program on cost estimates could be researched, it is a
challenge for government to have one because it is not prone to pumping of
prices & quantities. Why not create a group of engineers, programmers, and
make systems on estimating and cost analysis, and systems that transform
pictures to plans. Government agency would just scan the plan sent it via Internet
and be estimated using programs.”
A scholar asked: “Could connivance be checked?” The A.I. answered: “About
connivance & government biddings: It’s confidential! Just an opinion: Solution: A)
to avoid cooking of biddings and connivance among themselves: every 6 months
there should be rotation of division chief: principle behind breaking of familiarity.
B) Regular rotation on auditors – the same principle. C) Place Txt hot line to
encourage more people to report corrupt government officials: principle behind-
encourage check and balance & responsible citizenship D) Discourage per
month job but encourages per piece job, the more accomplishments the more
pay. And for those on maintenance, frequent visits and inspections of supervisors
and rotations should be done. E) To discourage politicizing of government
agency, designation should be thru a computer system. A program created by the
government that could analyze, evaluate performances, records and could
decide to award, demote, appoint, and rotate, fire personnel so that politicians
could have less control on the appointment: principle behind- less touch from the
politician less bribes, less human intervention less corrupt…& the politician could
not intimidate a machine!
 Advertisement for public biddings or the bidding itself should be done both on
papers and Internet, because local news paper circulation could be bought all by
a misguided contractor so that others could not see the news that a bidding will
be held. Encourage more Txt hot line against corruption. Principle behind: the
more checks & balances and specifics doable command because of more good
words the less the corrupt.”
A scholar asked: “Could computer systems lessen cheating during election?”
The A.I. answered: “About using computer systems in government elections,
why give it a priority. Why be afraid that the system could be used to favor certain
political party or there might be loopholes or any reason. I think what is
important…try it! Systems are not permanent. It is up gradable and transparent.
Password or security measure on editing the program could be secured in a safe
vault and could be replaced anytime just like the one who holds an ATM card. Let
the Chairman of the electoral commission holds the password, and open the
program. Let a programmer edit or upgrade the system and let the system be
observed and be guarded by professional programmer too from different political
parties. Then teach the chairman to close the edited program alone; no body
should see near what is being done… even the guard. He- the chairman alone
could open it. If he loses the password the system can never be edited or
perhaps be used, except if hackers could penetrate the system.
There is always a solution to any problem on security and safety like
placing secret seal with hidden code. Or like buying a credit for cell phone, it has
serial numbers that could be known after scrapping the cover. And if the number
encoded is correct, the system would be activated. What is important, test run
the computer program or the vote counter always before using it. One might not
be using the legitimate vote counter. And the vote counter or vote machine
counters might have been changed or replaced with exact physical appearance;
or even the seal could be copied and the corrupt would win! Always recheck in a
random basis. Perhaps programmer might have placed there bug or a system
favorable to the corrupt politicians, and the bug is waiting just for the right time to
initiate the bad instructions.
This is the sad thing to computer systems. But never give up… there is
always a solution to bugs. Continue to fight back…! The battle between good &
evil will stay. It is just shifting gears or it is on a new different playing field. Who
knows the lotto and other computer lottery programs especially in banking- they
might have system favorable to the one administering them. Example in Lotto,
the computer could easily be programmed to declare say 3 wins, but in reality
there is one winner only, and the 2 would be theirs already; the same too with
other computer game numbers. Who will police this kind of illegal work? I think
the solution is every one year, program should be discarded and be replaced by
new ones so that if ever there is bug the one who enjoys it will just enjoy it for
one year, if in case, there is. And every new program should be installed by an
expert known for his integrity and honesty; and also to check and certify that the
program is bug free.
It is hard to know hidden bugs…! Perhaps government should place agency
that randomly test run computer program and that agency would also be
balanced and checked because that new agency might be the new modern
extortionists.”
A scholar asked: “Could system counter bad movies in the internet?” The A.I.
answered: “Other countries pass laws supervising all internet providers to have
programs in their systems that screen, reject X rated to enter or be viewed by the
public or be even seen in private homes. I think it is just tagging the websites
which would not allow X-rated to be shown on their systems thru reporting words
like “SPAM”. Or the computer program would tag the X-rated automatically
because of key –example there is lot of color flesh…more than 30%...; and the
bad shows would not be retrieved by ordinary consumer! For families there is
now software that rejects x-rated in Internet show. In other rich countries a
website owner that views naked child that is having sex was convicted and
imprisoned. This is the irony of high tech… but government has all the accesses,
weapons and teeth to disallow these bad things. They just pass law and give
order.
Perhaps 6% of humans are always using anything to manipulate for their
own advantage; 20% or more if given an opportunity. Some attribute this
behavior to ones own gene-a system on the instinct of a person. This instinct is
believed to be the results of million of years of evolution by being like animals just
to survive the fierce competition in the jungle of wild and to preserve the next
human specie: like sex urges- in some extreme cases- people rape or even
kill…! Or, perhaps, wrong values and perspective and up bringing is the cause. In
addition, some attribute bad human behavior to lack of human touch, care, love
in his childhood or the mother did not give breast feeding to the baby. Others
blame it to negative forces or evil ones or the devil. It is the job of the good &
brave people to check and balance this bad behavior. Why imitate other
countries slogan like “In God We trust” And “Land of the brave”; and others like:
“stealing is crime” or “greediness is not good … or anything.” Place reminders at
entrance of government lobby where big HOT LINE TXT number could easily be
seen! It will instill in the mind of the people that balanced people do not tolerate
bad things at all cost even at the expense of their life; because… not to anybody
or institution or religion they vow down but only to the universal WORD.”
