COMPLIANCE TABLE FOR PASSIVE NIGHT SIGHT FOR RIFLE AK- 47 Specification TECHNICAL PARAMETERS 1. Operational Characteristics.

(a) Detection and Identification. PNS should achieve following ranges under clear starlight night (10-3 lux) and medium contrast compatible with employment of AK-47:(i) Detection. (Minimum range at which human target/form is first seen) - Minimum 400m. (ii) Identification. (Minimum range at which human target/form is identified) Minimum 250m. (b) PNS should be completely passive; it should not emit any form of Thermal/ IR/ Light emissions. (c) PNS should be totally silent while operating. (d) PNS must have a zeroing mechanism and graticule pattern to enable accurate aiming. (e) The device should have an automatic brightness control mechanism to eliminate the flashing effect, blindness and loss of resolution due to muzzle blast, tracer rounds or any other sudden intense light appearing in the field of view. (f) The sight should be such that it can be attached to the weapon easily at night. There must be no requirement of external screws and such like accessories to enable fitting the sight to the weapon at night. (g) PNS should have zeroing facility. (h) The operational life of II Tube should be more than 10000 hours. (j) PNS must have low battery indicator. 2. Physical Characteristics (a) Essential Characteristics. PNS should have following minimum essential characteristics(i) Field of view - Minimum 8 (ii) Magnification -Minimum 4x (iii) Objective - Fixed Focus (iv) Eye Piece - Foousable type(4D) (v) Graticule/aiming point - When viewing through the eye piece, the range pattern provided in graticule should assist in the assessment of range of target and selection of the point of aim. (vi) Resolution of II Tube - Not less than 57 lp per mm. (vii) Very high reliability under clear starlight night conditions (10-3 lux) (aa) Detection (Minimum range at which human target /form is first seen) - Min 400m. (ab) Identification (Minimum range at which human target/form is identified) - Min 250m. (viii) Weight without mounting - Not more than 1.2 Kgs. (ix) Power Supply Disposable batteries commercially available in India with minimum 24 hrs endurance providing for power supply of minimum 24 hrs of continuous operation at a temperature rangeg conforming to sub zero temperature of up to minus 20 C and maximum temperature of plus 50 C. (x) Operating temperature - Minus 200 to plus 500 (xi) Storage temperature - Minus 250 to plus 550. (b) Climatic Conditions for Usage and Storage. The device should withstand high humidity (95% relative humidity at 400 C) and be able to withstand quick change of temperature. The temperature limits as laid down in the policy statement and requirement of tube based equipment must hold good. The specifications given in IS: 10236 must hold good. (c) Terrain. The device should be rugged to enable handling by troops operating in high altitudes, mountains, deserts and thick jungle. It should also be water proof. The specifications given in IS : 10236 must hold good. (d) Preservation Desired. The equipment should be fully tropicalised and hermetically sealed to be moisture and dust proof. The specifications given in IS: 10236 must hold good. (e) Storage and Carriage. The device should be furnished with a carrying and storage case made of synthetic or other light material. The case must have foam inserts/other arrangements to withstand shocks during carriage, when on active operations. The case should be water tight. 3. Operation and Maintenance (a) Operation. During day time the device will be carried in a case slung, along with other equipment. When operating at night the device is to be fixed on the weapon with the help of mechanical support. When viewing through the eye piece at night, the range pattern provided in graticule should assist in the assessment of range of target and selection of the point of aim. (b) Maintenance. Maintenance at unit level will be carried out as per maintenance manual issued with the device. Major maintenance requirements are as under:(i) Easy maintainability for better end performance. (ii) Metrication of components specially screw threads/nuts. (iii) The device must have modular construction. (iv) Any testing equipment required for testing any module of the device must be mentioned to procure along with the main equipment. (c) Para 16 Appendix A. The shelf life of the sight should be 10 yrs or min 6000hrs operational life of II tube, whichever is earlier. 4. Patent Rights. The vendor has to confirm that there are no infringements of any Patent Rights in accordance with the laws prevailing in their respective countries. COMMERCIAL PARAMETERS 5. Validity of Commercial Offer. The Commercial Offer must be firm and fixed and should be valid for at least 18 months from the date of submission of offer. 6. Payment Terms. The Payment Terms will be as per Appendix E to the RFP. 7. No Cost No Commitment. Confirm your willingness to provide the equipment (Four Nos) for Trial Evaluation in India on "No Cost No Commitment" basis when so requested. 8. Quality Assurance. The terms given in Para 33 of RFP regarding Quality Assurance must be agreed to. 9. Standard Clauses on Contract. The Standard Clauses on Contract given in Para 34 of RFP must be a reed to. 10. Option Clause. The terms on Option Clause as given in Para

35 of RFP must be agreed to. 11. Guarantees/Bonds. (a) Performance Bond as per Para 30 of RFP (b) Warranty Bond as per Para 30 of RFP. (c) Advance Bank Guarantee Bond as per Para 30 of RFP. EVALUATION AND ACCEPTANCE CRITERIA 12. Evaluation and Acceptance Process. Evaluation and Acceptance Process as given in Para 36 of RFP must be acceptable. GENERAL REQUIREMENTS 13. Indigenous Content. Equipment offered must have minimum 30% indigenous content on cost basis. A certificate to this effect will be submitted by the Vendor along with Technical Offer. 14. Year of Production. Supplies should be of latest manufacture, conform to the current production standard and should have 100% of the defined life at the time of delivery. Deviations if any should be clearly brought out by the vendor in the Technical Proposal. 15. Delivery Schedule. The entire quantity should be delivered within 24 Months of signing of contract with minimum 30% quantities to be delivered in ever eight months. 16. Warranty. The seller warrants for a period of Twenty Four (24) months for the PNS and 6,000 hrs operational life of II tube from the date of acceptance of stores by Joint Receipt Inspection Team or date of installation and commissioning whichever is later. 17. Engineering Support Package (ESP). The terms and conditions on ESP as mentioned in Para 7 to Para 9 of the RFP are a reed to. 18. Info on Engineering Support Package (ESP). The information on Engineering Support Package will be provided as part of Technical Offer as given at Annexure I to IV to Appendix D. 19. Details of Reliability. The vendor is required to give details of reliability model, reliability prediction and its validation to ensure reliability of stores throughout shelf life. 20. Product Support. The terms given in Para 11 of RFP regarding Product Support must be a reed to. 21. Government Regulations. The terms given in Para 13 of RFP regarding Government Regulations must be a reed to.
