BRIEF GUIDE TO PED
Who is responsible for meeting its requirements?
The manufacturer of the equipment.
(Note that compliance with ‘harmonised’ CEN standards gives presumption of conformity).

Who is responsible for assessing conformity?


(1) ‘Notified Bodies’or NOBOs (Inspection bodies of manufacturers and purchasers approved by
national governments and employed by the equipment manufacturer at his expense).

(2) ‘User Inspectorates’ who may undertake the inspection activities of the Notified Body in certain
circumstances (approved governments and employed by the purchaser for his own procurement only).

How do we know equipment conforms?


Most equipment will carry a CE mark affixed by the manufacturer and be accompanied by an ‘EC
declaration of conformity’; where appropriate a ‘certificate of conformity’ will be issued by the Notified
Body.

When did it become effective?


Voluntary from 29th November 1999, mandatory from 29th May 2002.
PED Scope
• Classification, choose hazard category for product
• Essential safety requirements in Annex 1 are:-
– Design
– Materials

• Approval routes, with NOBO (Lloyds, TUV etc).

• 3.1B body shell (traceable),
2.2 Bolting & Trim (conformity)
Which Hazard Category?
• Preference to produce valves for all applications using
nearly identical requirements.
• Full service conditions for valves is not normally known.

• YPS-Langley decision is to qualify valves to highest
appropriate category.

• Approval route, depends on hazard category and
manufacturing environment.
• NOBO for approval process.

• For ISO 9001 companies the simplest route for Category
III compliance is the module H audit route.

Assessment Modules Necessary by
Safety Category
Conformity assessment modules are the means by which the manufacturer
demonstrates compliance with the requirements of the Directive, and they effectively
determine the level of quality assurance applied.

Cat. III Valve Certification
• Body-shell: (body, bonnet, pipe stubs, connectors,
bypasses):
– Traceable, material test report EN 10204 - 3.1B

• Trim: (seats, obturator - disc/wedge/ball/plug):
– Non Traceable, material conformity.
• Bolting:
– Batch traceability, material test report EN 10204 - 3.1B
Materials
• The PED gives manufacturers three routes. They can
either :-
– use materials, which comply with Harmonized standards
– use materials covered by a European approval of pressure

equipment materials in accordance with Article 11
– carry out a particular material appraisal.
Materials
– Euro materials have 27J charpy impact test values at min.
design temp. (max 20C), and min 14% elongation.
– Min temp. must allow for upset conditions such as
depressurisation.
– ASTM bodyshell and trim materials listed in EN 1503-2-2000

(EAM).
• Covers most common ASTM piping materials:
A105, A106, A182, A216, A217, A312, A335, A350, A351,
A352……A479, A515, A516……A696……A739….
Welding
• NOBO for approval of WPS, PQR, to EN288, PQR
includes charpy impact test 27J at min design temp <
20C equal to parent material.

• Design joint efficiencies depending on extent of NDE
– 0.7 for visual
– 0.85 for random appropriate NDE
– 1.0 for 100% appropriate NDE
• Heat treatment to maintain physical properties.
Instructions
• Installation precautions.
• Maintenance, lubrication, seal replacement /adjustment
• Advice of potential hazards

Language - English for UK, should be in language of
country
Phasing in Phasing Out
• 0.5”-1”(DN15-25) nothing changed.
• 1.1/2” and larger (DN40 +) changes included:
– CE Nameplate:Min & Max Pressure/Temperature Ratings,
Materials, DN, Design Standard, Valve Type, Serial No.

– CE Certificate Statement of Compliance
– Batch traceable bolting
• Material at end user before May 2002 is exempt from
requirements.
PED Checklist
• NOBO selected was LRQA
• Audit route selected module H
• CE marking commenced first half 2001.
• Initial audit completed.
