INTRODUCTION

An occupational safety and health (OSH) management system forms part of an organisation's overall management system. The adoption of such a system signals an integrated management approach to the prevention of occupational risks. It is based upon guidelines and follows a process of change that requires leadership and support. Initial conclusions based on a number of business organisations indicate that results are variable, and depend more on the use made of the management system than the type chosen. It is recommended that an OSH management system be implemented providing a certain number of basic values and good OSH practices are adopted. An OSH management system is a tool combining people, policies and resources. It aims at improving a business occupational health and safety performance, making for better organisation and continual improvement within the company by ensuring that OSH matters are integrated across the organisation. OSH management systems form a framework for integrated, structured risk management, in particular as regards small and medium-sized enterprises (SMEs). They frequently enable OSH to take on strategic importance, giving the area of safety authority and legitimacy, and can make it possible for the company to learn useful lessons in every field. To this extent, businesses should be encouraged to implement such systems, as long as certain conditions are met. They can however also have detrimental effects if implemented without taking into account certain essential values or ensuring the right conditions. Such effects could include over-standardisation of management methods, breakdown of social dialogue, compliance with the system without achieving genuine progress or excessive behavioural control. An OSH management system can be an integral part of sustainable development, which must give consideration to workers health and safety.

THE CONCEPT OF SAFETY MANAGEMENT

a. The concept of management

THE ESTABLISHMENT COMMITTEE

a. Section 30 (1) 1 Regulation 1996

Every employer shall establish a safety and health committee at workplace if there are 40 or more employed at workplace. The employer shall consult the safety and health committee so as to promote and develop a safety management system and appropriate measure to ensure effectiveness. Contravention of this section is liable for a fine not exceeding RM5000 or imprisonment of 6 month or both.

b. Composition of committee
The OSH committee shall consist of a chairman, a secretary, representatives of employer and representatives of employees. The chairman of the safety and health committee shall be at least one of the top management staff. The secretary shall be the person who is the best safety and health officer. The representatives of the employers are normally the departmental managers who are in full control of the department or functional units. Representatives of the employees shall represented by the employees, normally supervisors from various sections of a workplace.

c. Specific function of committee

Shall keep under review the measures taken to ensure the safety and health of persons at the workplace. Shall investigate any matter at the workplace: - Which a member of the committee or a person employed there at considers is not safe or is a risk to health, and Which has been brought to the attention of the employer. Shall attempt to solve any matter and if it is unable to do so, shall request the Director General to undertake an inspection of the place of work for that purpose, and shall have such other functions as may be prescribed.

b. The procedures in policy, standard and safety guideline development

The procedures in policy provides practical information and guidance in how managers and employees can work together to achieve a safe and health work environment. The safety guideline is to ensure the safety and health of workers.

c. Rules and workplace procedures

Run specialized jobs such as refining and applying the material in the space provided and place of work must be neat. Make sure the equipment in a safe condition for use and accordance with the work to be done.

d. Enforcement and follow-up

The Occupational Safety and Health Administration's mission is to assure workplace safety and health and to reduce workplace fatalities, injuries and illnesses. OSHA continues to respond to new challenges from emerging industries, new technologies, and an ever-changing workforce by utilizing strategic mechanisms.

e. The responsibilities of departments and sections

Provide a workplace free from serious recognized hazards and comply with standards, rules and regulations issued under the OSHA Act. Examine workplace conditions to make sure they conform to applicable OSHA standards. Use color codes, posters, labels or signs to warn employees of potential hazards

Using company accident and injury records to identify how accidents occur and what can be done to prevent them from recurring. Requesting employees to provide, in writing and in their own words, descriptions of their jobs. These should include the tasks performed and the tools, materials and equipment used. Observing employees at the worksite as they perform tasks, asking about the work, and recording their answers.

Conclusion

Understanding the concept of the OSH management system will help us to understand the application of OSH management system in Malaysia and legislation needs to follow by industry. The rules and legislation are always protecting the worker safety and ensuring healthy workplaces. The main purpose of the rules and legislation is to prevent accidents, ill health and injury at workplaces towards development of safety culture. Many companies who have implemented OSH management system have reported benefited from increased operational efficiencies, reduction in lost workdays, fewer accidents and medical claims, recognition by insurers and regulators and improved workers retention and satisfaction. Organizations with effective OSH management system earn positive returns and benefits on their health and safety investment.
