12.1 General Lighting shall be by means of an approved arrangement of incandescent and fluorescent lighting fixtures. The lighting shall operate from the 120 Vac and 32 Vdc power supplies. The lighting shall be as uniform as practical throughout the car. All fluorescent lamps shall be the same color. The vehicle lighting shall include the following: a. Passenger area fluorescent fixtures b. End-of-car vestibule fixtures c. Emergency lights (both battery-powered and self-contained) d. Destination signs. The lighting system design and illumination requirements shall meet the Federal Regulations (49 CFR 27, 37, 38, 238, and 239) and APTA Standards and Recommended Practices (APTA SS-E013-99 and APTA RP-E-012-99) for car lighting. Where a conflict exists, the most restrictive condition shall apply. The lighting system shall neither produce an objectionable glare nor deteriorate rapidly in effectiveness due to the collection of dirt on fixtures. Fixtures shall permit easy cleaning and renewal of lamps and shall be free of rattles and not generate noise during normal operation. Cleaning, maintenance, and parts replacement shall be accomplished without disassembly of interior panels. Indirect lighting shall be provided for the passenger seating areas. Light fixtures shall be integrated into the car interior to provide the light at the reading plane, to the specified intensity, while also illuminating adjacent ceiling panels to assist in diffusing the light and in increasing the overall brightness level of the interior of the car. The details of the lighting design, arrangement, and installation shall be submitted to VRE for review and approval. [CDRL 1201] 12.2 Interior Lighting

12.2.1 Intensity The intensity of illumination at an elevation of 33-in. above all floor levels and on the upper surface of a transverse 45 degree plane at the front edge of each passenger seat, shall be no less than 20 foot candles at rated voltage. It shall be uniform throughout the reading plane in the passenger seating area of the car and shall provide adequate illumination of surfaces such as aisles, doors and advertising cards. The lighting intensity in the aisles, one (1) inch above the floor, shall be no less than five (5) foot candles. The illumination shall comply with the minimum performance requirements of APTA RP-E-012-99 latest issue. The illumination shall be directed downward, so that there shall be a minimum of glare.

12.2.2 Fixture Arrangement The lighting fixtures in the main passenger areas shall be ceiling mounted in two (2) parallel rows extending through in the lower and upper levels and shall provide direct light through white polycarbonate diffusers. Alternative arrangements may be proposed. The lighting fixture arrangement shall be approved by VRE. [CDRL 12-02] The fixtures shall be divided electrically into three (3) circuits. The fixtures on each of the three (3) circuits shall be connected in a manner to produce, as nearly as possible, uniform distribution of light throughout the car when only one (1) or two (2) circuits are activated. Adjacent fixtures in the same compartment, level and row may be on the same circuit. The design and reliability data for all fixtures shall be submitted to VRE for approval during design review process. [CDRL 12-03] 12.2.3 Lighting Ballasts a. Lighting ballasts shall comply with requirements of UL 595 and ANSI-C82. A rapid-start, fluorescent lighting circuit, using two-lamp, high power factor, Certified Ballast Manufacturer's Association Ballasts with individual thermal protection, or approved equivalent, shall be used. b. The over-temperature feature shall remove the power when over-temperature is reached and automatically reset when the temperature drops to acceptable levels. The rating of ballast internal components shall not exceed UL limits. c. The ballasts shall have an operating frequency of 25 kHz or greater. Ballast reliability shall be 500,000 hours MTBF minimum. d. The ballasts shall also include reverse polarity and high and low voltage protection. e. A shutdown circuit shall be provided for the protection of Operating and Maintenance personnel to prevent shock hazard when relamping and to prevent arcing at poor connections. The ballast shall automatically sense these conditions, turn off the power circuits, and remove high voltage from the lamp circuits. f. Ballast electromagnetic emissions shall not exceed the levels specified in Section 3 and shall not interfere in the operating frequencies of the car communication system and crew radios. g. Programmable electronic ballasts may be proposed to perform the functions of this Section. Such proposal shall include technical information and test data detailing how the proposed ballast complies with the requirements of this Section. The proposal shall also include experience and reliability data based on rail vehicle applications. h. The design and reliability for the ballasts shall be submitted to VRE for approval during design review process. [CDRL 12-03] 12.2.4 Fixture Construction a. Fluorescent fixtures shall be designed to accommodate nominal thirty-two (32) watt, 48-in. T8 fluorescent lamps rated for minimum service life of 20,000 hours. Lamp color shall be Cool White.

b. Fluorescent fixture sockets shall be of an approved heavy-duty spring type with a circular configuration and edge wipe contacts and shall be designed to provide support to the end of the lamp. c. Supplementary support for the lamps shall be provided by two (2) spring-metal clamps (one at each end of each lamp) attached to the underside of the reflector or approved equivalent. d. Sockets shall not be visible when viewing the fixture from seated positions. e. Integral electronic ballast, conveniently located on the fixture, shall be provided. f. Easily accessible AMP MATE-N-Lok connectors shall be provided on lighting fixtures for connection of wiring so that the fixture may be electrically isolated for maintenance. g. The back of the fixture may be an aluminum extrusion. h. Continuous wire-ways, separate from the fixture or an arrangement of thin wall steel conduit and junction boxes, shall be provided to route wiring to each fixture. The access panel of the fixture shall be made with a concealed hinged extrusion and a closing screw extrusion. i. No wire splice shall be permitted in conduits or fittings connected to the lighting fixtures. j. The lighting fixtures shall provide indirect light in the passenger areas and shall be integrated into the interior arrangement such that the fixtures are not visible to seated passengers. The fixtures shall be arranged to be compatible with the color, pattern, and texture of the interior materials and provide the specified light intensity. k. Lenses shall be uniform in color. Alternative fixtures may be proposed based on the requirements of the interior arrangement. All fixtures shall have polycarbonate lenses and shall be arranged for re-lamping from the front. l. Fixtures shall be dust and moisture resistant using suitably designed solid neoprene rubber seals between the lens and fixture. 12.2.5 Vestibule Lighting (if applicable) a. The light fluorescent fixtures installed in the vestibule shall be service proven for railway service and powered from the 120 Vac and 32 Vdc circuits. b. The fixtures shall be appropriately arranged and located to illuminate the steps and the vestibule floor area. c. The minimum performance requirements of APTA-RP-E-012-99 shall be met at the side passenger doorway. 12.2.6 Stairway Lighting a. Compact fluorescent fixtures shall be recessed in the stairway walls and directed downward to illuminate the stair tread. b. The fixtures shall be powered from the 120Vac supply for normal function and from the 32Vdc supply for emergency function to provide the required illumination. c. The fixtures shall be service proven for railway service. Page 12-4 of 8

12.2.7 Emergency Lights a. Each car shall be provided with emergency lights in the upper level and lower level passenger areas, in the vestibules and in the stairways. b. The emergency lights shall be powered from the car battery system upon loss of HEP trainline power. The emergency lights shall be enclosed within the fluorescent lighting fixtures and powered from one (1), long life, DC inverter with status and test capability. c. The emergency lighting system shall comply with the minimum performance requirements of APTA-SS-E-013-99 and 49 CFR 238 and 239. d. Emergency lights shall use long life, 10,000-hour lamps operating at 30-95 volts, and shall have output equal to a 30 watt, S-11, DC bayonet base lamp. e. Emergency lights shall be controlled by solid state sensing devices or relays and shall be so designed that when the normal carbody lighting power is interrupted, the emergency lights shall be transferred to the car battery system. f. The car battery system shall provide power for emergency lighting until voltage falls to 22.5 volts. The battery system shall have sufficient capacity to operate all emergency lights for at least 90 minutes, as specified in 49 CFR 238.115. g. All emergency lights shall be energized only when a cab is energized and shall be deenergized when the cab is in the stand-by mode. Additional protection shall be provided to emergency lights and ballasts when the battery voltage drops below fifty (50) volts and the car remains in operating mode. h. When the battery voltage drops below fifty (50) volts, the emergency lighting shall extinguish and self-contained emergency lights shall be energized. i. The self-contained emergency light units shall consist of a trickle charger with a nominal 120 Vac, 60 hertz input supply, a nickel cadmium battery pack, and an internal battery operated emergency ballast for lighting during periods of total loss of AC and DC power on the car. j. The emergency lights powered off the car battery and in combination with the self-contained emergency light units shall have sufficient capacity to provide a minimum of two (2) hours of operation. k. The operation of the emergency light unit shall be coordinated with the load-shedding system to ensure a smooth change over of the lighting circuits without the loss of illumination. The emergency light unit shall be automatically recharged after the 120 Vac power is restored. l. The unit shall have an easily accessible self test feature, which annunciates the condition and operation of the battery and light. m. The self-contained emergency light units shall not be energized when a cab is de-energized and/or in the stand-by (layover) mode. A switch shall be provided to reset the timer and discharge the battery pack manually. n. Emergency lighting shall be evenly distributed throughout the car interior and include the car door areas and stairways. The illumination in emergency mode shall meet the requirements of 49 CFR Part 238.115.

o. The quantity and location of the emergency lights, emergency lighting arrangement, and operation shall be submitted to VRE for review and approval and demonstrated on the Pilot Cars. [CDRL 12-04] 12.2.8 Locker Lights Electrical lockers shall be provided with exposed incandescent light with a lamp guard. The light shall be operated by a door switch located to turn the locker light off when the door is closed. 12.2.9 Low Location Exit Path Marking Each car shall be equipped with a passive illumination, low location, and exit path marking system that complies with the requirements of APTA SS-PS-004-99. The system shall use HPPL marking material as provided by Kennco, or approved equal. The system shall be arranged to provide visual guidance for evacuation of the car when overhead lighting and the emergency lighting system has failed or has been obscured. The low location exit path marking system shall clearly identify the primary path to be followed for exiting the car under emergencies. The primary exit path shall be designed to evacuate the passengers to the next car and not onto the right-of-way. The system shall be approved by VRE and demonstrated on the Pilot Cars. [CDRL 12-05] 12.2.10 Power Sources Vestibule lights, platform lights, outside indicator lights, and number lights shall operate from the battery circuit. Lights shall not be wired in series. All other lights shall operate from the 120 Vac power supply. The system providing power for emergency lights shall be capable of operation in accordance with the requirements of 49 CFR Part 238.115 for a back-up power system. 12.3 Exterior Lighting

12.3.1 End Passageway Lights End passageways outside body end doors shall be lighted with 32 Vdc, weatherproof, incandescent fixtures. The fixtures shall be activated with the general interior lighting. 12.3.2 Exterior Indicator Lights a. A three (3) indicator-light fixture shall be provided in a corrosion resistant, low clearance housing on the exterior of each side of each car within the car clearance line. The single fixture shall have three (3) lamps showing forward and three (3) lamps showing rearward. The lamps shall be wired in parallel in all fixtures. b. The lamps shall have sufficient brightness that a person of normal visual acuity may tell, from a distance of 850 feet on a sunny day, whether the light is on or off, even if one of the lamps in the fixture is inoperative. c. Exterior indicator lights shall be 6 watt, 48 Vdc incandescent lamps. d. The fixtures and locations shall be approved by VRE. [CDRL 12-06] 12.3.2.1 Door Light and Lift Activation Light The indicator lamp shall have one (1) door open red lens pilot light and one (1) lift activated amber lens pilot light shall be installed on the exterior. 12.3.2.2 Brake Lights The indicator lamp shall have one blue lens for "Parking Brake Applied" at the bottom. 12.4 Lighting Control a. All lighting shall be protected by circuit breakers. b. The main passenger area lighting and the platform lights shall be controlled by switches located in the switch locker. c. The emergency lights shall be automatically controlled by a relay. d. The light control arrangement and switch locations shall be approved by VRE.
