Strategic thrusts of Roadmap 2007-2011 remain relevant (MTR) Focus on implementation, thus the need for an IB for 2012-2016 IB concept, guiding principles, and criteria endorsed by SOM in Koh Samui in January 2011 The IB concept: Operationalizes the APM of the MTR of the Roadmap Has two stages Inclusion in the IB 2012-2016 Inclusion in the two-year Rolling Pipeline (1st RP: 2012-2013)

Guiding Principles
Connectivity (both hardware and software) should be the overarching objective of the IB The 12 flagship programs shall anchor the other areas of cooperation in the IB. To the extent possible, linkages across sectors should be defined to create greater synergies. There should be a balance in the mix of projects that promote economic and social objectives. Projects in the IB should be subregional projects (i.e., involving at least two countries); or national projects with subregional implications, or that can benefit from subregional synergies. The IB should serve to catalyze investments from the private sector, including from small and medium enterprises.

Guidelines for Project Inclusion (1)


Projects to be included in the IB will be guided by a set of criteria at two levels --- the IB project pipeline and the two-year rolling plan: For the IB, the following requirements must be met: a well-prepared project concept/profile, indicating the objectives, scope, intended outputs and outcomes in relation to a program or sector-wide strategy; estimated cost identified sources of financing identification of responsible implementing agenc(ies)

Guidelines for Project Inclusion (2)


For the IB Rolling Pipeline, the following additional requirements must be met: A operational plan indicating the activities to be implemented on a yearly basis until the project completion year Secured financing from domestic or external sources A results monitoring framework For infrastructure projects, a pre-feasibility study is required

Project rationale: Is the project responding to a development gap? Will a subregional response (as distinguished from a national response) bring about greater synergy and impact on the IMT-GT ? Is the project part of a well-defined sector strategy? Does the project have a well-sequenced and coherent set of activities to realize its goals? For investment projects, is there a pre-f/s or f/s?

Project implementation
What is the project duration (the number of years needed to complete the project). Can the project be broken down into activities to be implemented on a yearly basis Can the WG identify the persons responsible for each activity?

Financing

What is the estimated cost (or budget) of the project?


What are the expected source(s) of financing? When can financing be secured?

Monitoring and evaluation


What are the concrete outputs of the project? What measures will be used to indicate goal achievement? (outcomes) Who will be responsible for compiling these indicators at the project level?

Factors to Consider in Selection of Projects


The relevance and impact of the projects on the sector strategies should be a key consideration. The Action Plan Matrix has been rationalized/ prioritized (MTR Special Consultation Meeting and PSPM). The WG should start with the high priority and selected medium priority projects identified. If some elements in the sector strategy are not being addressed, the WG may wish to consider new projects to address these gaps or missing links, although the development of new projects can be considered at a later stage (e.g. 2012)

Progress in Identification of Initial List of Candidate Projects for the IB


Review and rationalisation of the Action Plan Matrix (APM) at the Post Summit Planning Meeting (PSPM) in January 2011. Review of the identification of initial list of candidate projects for IB by the Working Groups convened after PSPM: Progress: additional 4 profiles (totalling to 15 profiles) submitted by WGTI and process of reviewing the profiles by the WGTI Pending: no submission of project profiles by ITWG and WGHAPAS WG Meetings on Agriculture, HRD and Tourism recently scheduled

Timeframe for IB Formulation


WG members to submit draft project profiles and operational plan (for RP candidate projects) to CIMT by mid-October for circulation to all WG members for review; National Consultations by the countries to be organized by the NS in Nov 2011 : 14 (THA), 16 (MAL), and 17 (INO) Regional IB Workshop (24 Nov 2011, ADB, Manila) 18th SOM/MM in Medan, Indonesia (Dec 2011) Endorsement of the draft IB by SOM and launching by Ministers 6th IMT-GT Summit (April/May 2012) Endorsement of the IB and its implementation by IMT Leaders
