NARRATIVE REPORT OF DIRECTOR AMORAN ANDOGA

AFTER THE LEADERSHIOP OF THE OFFICE OF EXTERNAL AFFAIRS,


OFFICE OF THE PRESIDENT, MALACANANG, HAD BEEN CHANGED

1. During the first week when Undersecretary Soliman assumed office in May 2006,
I designed a program entitled People’s Day in Malacanang. Multi-sectoral
organizations and groups in Metro Manila and elsewhere visited Malacanang to
express their problems and sentiments, most of which were referred to
government agencies concerned and assisted already.

2. Per verbal instruction of the Undersecretary to the undersigned and various head
of offices to solidify ranks of various organizations, the undersigned successfully
solidified and reorganized over 100 Muslim organizations in the National Capital
Region (NCR). (See photo enclosed)

3. Then following the undersecretary instructions, the undersigned conducted a data


bank baseline on the Muslim mosques, including their respective Imams,
administrators etc, and submitted the same to then Director Jean Batara, now
Assistant Secretary. A list of 107 mosques had been submitted to Assec Batara. In
addition, I also submitted a list of all Muslim Party Lists (Copy Attached).

4. The Tableegh movement in the country and the organization of Imams in NCR
requested my help to arrange for am audience with PGMA in order to share their
ideas and help her administration but such meeting did not materialize.

5. Undersecretary Soliman called for a meeting re: the last May elections. He asked
me to run for congressman through the party-list system. He said he would look
for funding to finance it. Hence I registered a party list; however it was not
accredited because the Undersecretary did not support it contrary to his promise.
For this, I had spent more than P300 thousand of my own to establish regional
chapters all over the country.

6. During the meeting the Undersecretary created an office on special concerns


composed of director headed by Assec Farinas. It held office at Ortigas Avenue.
But I did not join the office because it was not favorable for the following
reasons:

a. Muslim leaders would have difficulty in finding u;


b. Such activity of Farinas and Metra to be dangerous and enimical to the
Office of the Presdidient which later came out true.

7. Thefore, I asked to returned to the mother office. Unfortunately, when I was


allowed, I was assigned no staff, got no office space and no facility whatsoever to
carryout our duties and functions especially in entertaining local elected officials
who are officially visiting us. Muslim leaders such as the Lanao del Sur
provinciual governor Bashier Manalao, Marawi City mayor Omar Solitario Ali
and provincial board member Commander Narra, among others, visited me but I
could not entertain them in our office due to lack of facilities as mentioned above.
I still suffer this kind of inconvenience until now.

8. Then came the Elections scandal on party list. Despite the impropriety I received
from my superior, I denied such accusation to defend the Office of the President
when the NBI investigated the scandal.

9. NATIONAL UNITY CARAVAN. Pursuant to Usec Soliman’s memo, I organized
