TheobjectofthisEssayistoassertoneverysimple principle,asentitledtogovernabsolutelythedealingsof societywiththeindividualinthewayofcompulsionand control,whetherthemeansusedbephysicalforceinthe formoflegalpenalties,orthemoralcoercionofpublic opinion.Thatprincipleis,thatthesoleendforwhich mankindarewarranted,individuallyorcollectively,in interferingwiththelibertyofactionofanyoftheir number,isselfprotection.Thattheonlypurposeforwhich powercanberightfullyexercisedoveranymemberofa civilizedcommunity,againsthiswill,istopreventharmto others.Hisowngood,eitherphysicalormoral,isnota sufficientwarrant.Hecannotrightfullybecompelledtodo orforbearbecauseitwillbebetterforhimtodoso, becauseitwillmakehimhappier,because,intheopinions ofothers,todosowouldbewise,orevenright.Theseare goodreasonsforremonstratingwithhim,orreasoning withhim,orpersuadinghim,orentreatinghim,butnotfor compellinghim,orvisitinghimwithanyevilincasehedo otherwise.Tojustifythat,theconductfromwhichitis desiredtodeterhim,mustbecalculatedtoproduceevilto someoneelse.Theonlypartoftheconductofanyone,for whichheisamenabletosociety,isthatwhichconcerns others.Inthepartwhichmerelyconcernshimself,his independenceis,ofright,absolute.Overhimself,overhis ownbodyandmind,theindividualissovereign.
