The ever-changing challenges faced by local governments throughout this country play out every day in our community, as well. Fortunately, Miami Beach is a jORGE M. GONzALEz very unique and resilient community and has been able to, through good leadership and management, address the issues head on and come out stronger. These past several years in particular have been extremely challenging due to the economic pressure we all face in weathering our countrys greatest economic downturn since the Great Depression. Weve addressed this challenge while maintaining the essential government services in the most economical and efficient way. It has given us the opportunity to make structural changes and creative innovations that position us well for the future. It should be evident that our commitment to our strategic planning process has yielded measurable improvements in the way we deliver services; how we do business; and more importantly, guided the decision-making process by ensuring that we are working together toward our mission with our sights firmly fixed on fiscal prudence. Our adherence to our adopted financial policies, our Commissions commitment to the long-term fiscal health of our community and our strategic budget process, put Miami Beach in a far better place than most local governments in the region even the nation. Barbara Hawayek, quien durante los ltimos ocho aos ha sido Administradora de Servicio al Cliente de la Ciudad, actualmente est desempeando tambin estas funciones de defensora. La solicitud del comit fue aceptada en un esfuerzo por tener a alguien en la Ciudad ocupado especficamente de ayudar a los fundadores de nuevos negocios a comprender los diversos procesos que se requieren cuando se abre un negocio en Miami Beach. BUILDING A BETTER PLACE


In response to a request from the Citys Nightlife Industry Task Force and the improvements resulting from the Watson Rice study, a new customer advocate ombudsman position was added in the Building Department. Barbara Hawayek, a customer service manager the last eight years, is currently also serving in the ombudsman position. The committees request was fulfilled in an effort to have someone specifically assigned to assist new business owners understand the various processes of opening a business in Miami Beach. The position also assists business representatives that encounter challenges when going through the building process. This position, however, does not review or process plans, but was created to strictly execute customer service concerns for businesses and residents.

HOLIDAY SAFETY TIPS


With the upcoming holidays quickly approaching, the Miami Beach Police Department reminds everyone to make a conscious effort to take precautions for their own safety. The following are some tips that can be used to ensure that everyone has a safe and happy holiday: HOLIDAY SHOPPING Avoid carrying large amounts of cash. Carry only your credit cards, debit cards, checks and drivers licenses. If you carry a purse do not wrap it around your arms or shoulders, you could risk injury from a would-be snatcher. Do not carry wallets in back pockets. Park in well lighted areas so you can see your vehicle from as far away as possible. Always lock all doors whether you are in or out of your car. Be mindful of where you park your car to avoid hesitation when returning. Shop with a friend; there is safety in numbers. Be alert of your surroundings and the people near you. When possible place all shopping bags in a plain non-descript bag; shopping bags from high-end stores with names or logos are advertisements for thieves looking to steal high-end merchandise. Have keys readily available when returning to your car. Ask Security personnel to escort you to your car if you are uncomfortable walking alone. Glance in the back seat and under your vehicle before getting in. If you think you are being followed do not go home; drive to the nearest police or fire station, a gas station or well lighted place where there are people to help you. Cutting edge art is showcased at the Bass and Wolfsonian-FIU museums and Art Basel Miami Beach. Our Art Deco architecture is a work of art, in and of itself. Therefore, it may not come as a surprise that Florida International University (FIU) would expand its artistic footprint into our vibrant city. Located in the iconic building at 420 Lincoln Road,FIUs new Miami Beach Urban Studios part of the College of Architecture + the Arts (CARTA) will immerse students in our local arts and culture, while providing our community with the benefit of enjoying the product of their studies. Thearts are vital to the spirit of our community and serve as economic drivers, said Dean Brian Schriner of CARTA.We are fortunate to be able to provide our students the opportunity to engage with our communities while pursuing their professional studies on Lincoln Road.

The studios willhouse graduate design studios for architecture students; practice rooms for music students; exhibition and graduate studios for visual arts students; performance spaces for theatrestudents; and classrooms for communication arts students. As an anchor institution in South Florida, FIU needs to be where our students are, said FIU President Mark B. Rosenberg. Our growth strategy focuses our teaching, research and creative energies in service to and engagement with our community. The Lincoln Road studiosalsowillbe home tothenewly establishedOffice of Engaged Teaching, Scholarship, and Creative Activities,headedby local artist XavierCortada,whowill work collaboratively with FIU faculty on initiatives to engage local businesses, artists, designers, cultural institutions, and governmental agencies.

These collaborations, by students at the undergrad and graduate level, will provide our residents with yet another cultural experience, said City Manager Jorge M. Gonzalez, referring to planned events on Lincoln Road and local facilities. By the same token, the city is the perfect canvas for these students. This is FIUs second endeavor in Miami Beach. For over a decade, The WolfsonianFIU has made its home in the Art Deco District. Not limited to a museum, it is also a library and research center that uses its collection to illustrate the persuasive power of art and design. Miami Beachs commitment to education, culture, and our incredible architectural history defines us as a community, added Miami Beach Mayor Matti Herrera Bower. We are so proud to have FIU locating a part of the college that includes all of those elements right here on Lincoln Road. Its a perfect fit.

Ellen Vargas Its got a funny name, and just ask anyone who has done it and they will tell you that getting fit has never been more fun. Its called ZUMBA, and this popular one-hour exhilarating, calorie burning, dynamic body energizing Latin-inspired fitness party is now in full swing at Miami Beach Parks and Recreation. ZUMBA was created by dancer and choreographer Alberto Beto Perez in Colombia, in the mid 1990s. It all began when Beto walked into his class and realized that he had forgotten his aerobics music. He improvised with the music he had in his car, traditional Latin salsa and merengue music. From this on the spot improvisation, ZUMBA was born. The class became so successful in Colombia, Beto brought his classes to the United States. Today, the ZUMBA program has grown to become what some say is the worlds largest and most successful dance-fitness program, with more than 12 million people of all shapes, sizes and ages taking weekly classes all over the world. I truly like this class, said Miami Beach resident Kathy Bass. No matter what level you are at, you can still enjoy the class and have fun. ZUMBA combines dance and aerobic elements choreographed to a variety of music such as samba, salsa, merengue, cumbia, mambo, flamenco, chacha, reggaeton, and Bollywood. A typical ZUMBA class can burn between 500 and 1,000 calories and is recognized by the Aerobics and Fitness Association of America, IDEA Health and Fitness Association and the American Council on Exercise.

BRIDGING THE DIGITAL DIVIDE FOR OUR CHILDREN, ELDERLY They have become a necessity for students, and a link for seniors to their families. But while many people can be seen using laptop computers anywhere from coffee houses to park benches, there are those in our community for which there is no easy access to a computer -- let alone a laptop. As part of our partnership with IBM for citywide WiFi, we negotiated to receive 100 laptops for the community, 70 more than originally offered. Staff looked at several options on how to deploy the computers to expand computer literacy and use among youth and seniors. Through this donation, we are establishing a laptop loaner program in public schools and creating computer stations for the communitys elder residents residing in senior affordable housing buildings. Free WiFi is great, but only if you have a computer to access it, explains the Citys Chief Financial Officer Patricia Walker, who negotiated the IBM contract. The student laptop loaner program will provide 10 loaner laptops for Biscayne, South Pointe and North Beach elementary schools, Fienberg/Fisher K-8 and Nautilus middle schools, and Miami Beach Senior High. The laptop computer bags were donated by Total Bank. Enriching connections is the goal behind the laptop stations at almost a dozen senior housing buildings. This new program is due to the success of a previous laptop program at Freedom Towers, in cooperation with Dwights Computer for Kids. Additional buildings that primarily house seniors will now receive the IBM donated laptops. Seniors will be able to pay bills, shop, and communicate with family and friends, while accessing the citys free Wi-Fi services. Mount Sinai donated a mouse for each laptop and mouse pads were donated by Humana. Local schools and youth organizations are also pitching in to provide volunteer instruction for the seniors. PREPARING OUR YOUTH & FAMILIES FOR SUCCESS


Miami Beach is already at the forefront of education in America as the first municipality to implement an International Baccalaureate (IB) program that is accessible to every student in all of its public schools. Two new City programs, the Parent-Child Home Program and the Morning All-Stars, are following in that trend readying children for both, school and life. All Miami Beach families with children 16 to 36 months of age can participate in the fun, home-based Parent-Child Home Program. Recognized nationally for its ability to improve parent-child relationships and for preparing children for future academic success, the program is being implemented thanks to a grant the City applied for and was awarded by The Childrens Trust. The most extensive program for toddlers ever offered in Miami Beach to date, it requires a rigorous certification process for staff, and offers continuing services to families for up to two years. We always look for opportunities to bring programs to the city that will provide support to our families, said Maria Ruiz, community services director. This grant allows us to offer a top-notch curriculum in a convenient way. Parents and their children receive one free toy or book each week, along with twice weekly, 30-minute visits from a trained home visitor who will help parents interact with their children in ways that promote literacy, language development and school readiness. Also funded by The Childrens Trust and geared towards older children, the free Morning All-Stars promotes the abstinence of drugs, alcohol and sex. This interactive program for sixth and seventh graders encourages peer discussion and family support. Ivette Daz Planned communities that encourage walking and cycling tend to be healthier, greener, and benefit property values and local businesses. A new report by Seattle-based Walk Score showed that Miami Beach is Floridas most walkable community. Miami Beach received one of the highest scores in the country; although, not considered a major city. The Walk Score rating was the result of a survey that looked at how easily residents could access goods and services within short distances, using a scale of 100 to rank walkability. Miami Beach received an overall 75 with some neighborhoods scoring as high as 95. The way the city is designed with everything within walking distance and not enclosed inside a mall makes Miami Beach incredibly pedestrian friendly, said Miami Beach resident, Renee Wilson, 31, who relocated to Miami Beach a year ago. Thats the whole point of living on the beach. At any given time, you have skaters, scooters, people with their dogs, and bikers getting around. For over a decade, the Miami Beach Municipal Mobility Plan (MMP) has been improving citywide mobility needs. It is the first master plan envisioned by city leaders and planners since the 1920s. It includes a host of forwarding-thinking projects that are addressing all modes of mobility in the city like mass transit, bicycles and pedestrians, as opposed to simply vehicles. We have accomplished approximately 65 percent of our MMP projects, which has improved how people get around, said Fred Beckmann, director, Public Works Department.

As the result of a walkability study conducted last year, Miami-Dade County marked crosswalks and added flashing warning lights at the intersection of 11 Street and Jefferson Avenue. Stamped asphalt crosswalks, as well as audible push buttons, have been added citywide for pedestrian safety. I like the crosswalks because I feel safer than crossing where there are no white lines on the street, this way people see me and stop to let me cross, commented local student Cristian Vargas, 12, as he crossed 11 Street from Flamingo Park. The MMP is also addressing alternate modes of transportation and completing street construction projects to accommodate them. It added parking spaces for scooters, resurfaced streets and sidewalks, and conducted traffic-calming projects in several residential and commercial areas. Bridges and major intersections also received facelifts. People who use bikes to get around the beach are thrilled with the changes over the last ten years. Washington Avenue, one of the citys most important commercial districts, got the citys first shared lane for bicycles and vehicles. The roads marked

sharrows allow bicycles and vehicles to share a traffic lane. Bike racks are now abundant in the city, with about 150 of the fixtures installed over the last five years. An estimated 500 bicycle racks will be added by the end of 2015, said Beckmann. Milton DeTrinidad, 42, lives near Jackson Memorial Hospital. A Miami Beach hotel employee for the last 15 years, DeTrinidad has always cycled 45 minutes to and from his home and work. During his lunch break and after work, he cycles to Lincoln Road, restaurants and other locales and says he feels safe among other bikers and drivers. Biking or walking is better than driving; everything here is within five minutes, concentrated and you dont have to pay for a (parking) meter, DeTrinindad said. Nothing has happened to me in 15 years. The citys bike-sharing program, DecoBike, is receiving a lot of media attention and several accolades, including the Outstanding Achievement City Livability Award by the U.S. Conference of Mayors. Programs like DecoBike bring many benefits to cities, such as reduced traffic congestion, improved air quality, quieter and more livable streets, and the opportunity for citizens to improve their health through exercise. One of the MMPs popular projects includes the beachwalk, a component of the Atlantic Greenway Network (AGN). The beachwalk is a concrete multipurpose running, walking and jogging environmental path that runs parallel to the ocean. On any given morning or afternoon, you see many people jog, run or walk the path for exercise, fun, or just to catch the sunrise or sunset by the ocean. It is a terrific asset to the city because the

hotels are there and people go out to see the sun and have a place to go you meet fantastic people, said long-time resident, Doris Williams, 74. When completed, the beach/baywalk will make a seamless path that will stretch from the bay to South Pointe Park all the way to North Beach. Currently, the beachwalk/ boardwalk extends from South Beach to 47 Street and from 64 Street to the north end of North Shore Open Space Park. The South Beach Local and Mid-North Beach connector buses are also ways to get around the city without a vehicle. I use the Local for everything, said Judy Feiner, 81, as she got ready to go to temple on 41 Street from her home in Belle Isle on Rosh Hashanah. The two buses are exclusive circulators to the city and run every 15 minutes for 25 cents a ride. There are many more mobility projects in the works including a rental/sharedcar program, more bicycle lanes, and parking and traffic calming improvements. A new transit center on 72 Street will accommodate Miami-Dade Countys transit buses. Improving mobility continues to be a priority, added Beckmann. With the coordination and cooperation of agencies from the federal, state and county levels down to our residents and businesses, we can make getting around our city a lot easier and safer. Un reciente informe presentado por Walk Score, con sede en Seattle, mostr que Miami Beach es la comunidad ms apta para caminar en la Florida. Miami Beach recibi uno de los puntajes ms altos en el pas, pese a que no se le considerada una de las grandes ciudades. MiaMi Beach Keeps Lowering Your Tax rate


Smart financial management decisions and a healthy tourism economy paved the way for lowering your property tax this year. Holding the line on utility fees, as well, will mean some added relief for the average homeowner. Over the last several years, city officials have been challenged with balancing a budget that maintains current and enhanced service levels, while facing the realities of the economy decreases in property taxes and increases in the costs of doing business; in part, due to pension obligations and labor and health costs. The City of Miami Beach was able to offset some of its budgetary expenses like public safety by using resort tax funds and parking funds. We have worked to identify and streamline opportunities for efficiencies, said Kathie Brooks, director, Office of Budget and Performance Improvement. Were budgeting to collect almost $2 million less in taxes in FY 2011/12 than we budgeted in FY 2010/11, partially because values have decreased, but also because of our decreasing the property tax rate. Only 45 percent of this years budget is supported by property taxes. Five years ago, more than half of the budget was supported with property taxes a 24 percent decrease. Weve made good sound decisions on working to address priorities and living within our means, while careful not to sacrifice services, explained City Manager Jorge M. Gonzalez. Youre getting the same service or more, but paying less. More bang for your buck. Total combined millage rate (tax rate) has dropped 16 percent over the last five years and the operating budget has dropped 16 percent over the same period, while maintaining enhanced services like keeping the city cleaner and safer over the years. Even with substantial reductions to the budget, new facilities and projects have been completed, such as Normandy Golf Club, SoundScape, and beach walks, and a number of other facilities have been improved all of which are new expenses. Furthermore, the budget is only about three percent more than it was in 2006/07, in spite of typical increases in materials and goods since that time. Property tax is not the only area where city officials are looking at saving residents money. Utility fees this year will not increase, although the citys wholesale cost for sewer service from Miami-Dade County increased; this represents a savings of $14.50 for an average 11,000 gallons per year household. Furthermore, the FPL franchise fee is under negotiation where residents could derive cost-saving benefits to rate payers in our city.

Ivette Daz When it comes to sustainability efforts, the City is putting its money where its mouth is. Over the next 13 years, a citywide energy-savings plan is expected to yield energy and water savings of over $17 million, and a total savings, including operations and maintenance, of over $20 million guaranteed. The plan, approved in 2008, will enhance the environmental sustainability of our city. Ameresco, the Citys energy-savings contractor, is currently implementing the plan citywide and must repay the City if savings are not realized. The list of projects runs the gamut, but will have the same end result green alternatives that will provide long-term savings.

This project brings all lighting systems citywide to meet minimum light levels. In addition to increasing safety and providing comfortable lighting, the transition reduces electrical consumption, operation and maintenance. City Hall, parks, garages, lots and all public facilities are switching from 32 watt T8 lamps and electronic ballasts to energy-efficient, 28 watt T8 lamps and high-efficiency electronic ballasts. Wall and ceiling-mounted photo and occupancy sensors are being installed in certain locations to detect when the lights are needed or not, such as during daylight hours and when a location is unoccupied. An energy efficient lighting control system will also help better monitor the use of energy citywide.

Building level controls systems were upgraded to help monitor and manage energy levels at 17 city-owned facilities. They are integrated into a computerized single-energy management system (EMS). The citywide, web-based EMS interfaces with existing control systems so that buildings conditions, schedules, setpoints and alarms are easily viewable and thus monitored for energy level consumption. Other components include demand controlled ventilation, active building scheduling, and unoccupied setback systems.

The conversion to a district chiller plant and the use of a geothermal system at the Miami Beach Convention Center (MBCC) will help save electricity, domestic water, chemicals and maintenance costs. The chiller plant provides chilled water used in the air conditioning systems of four major city buildings. The geothermal system replaces the need to operate five large cooling towers and support equipment by taking water out of the aquifer, and sending that water through two heat-exchangers, which pre-cools the chilled water before it returns to the chillers. The district chiller plant will provide chilled water through a closed loop system to the MBCC, the Fillmore, City Hall and its related campus buildings. A similar but smaller geothermal system was already installed at the police station headquarters on Washington Avenue. A NEW PERSPECTIVE TO THE POINTE


Shari Lipner-Hobert Miami Beach has always been synonymous with sand and surf. People flock here from all over the world to take advantage of everything the ocean waves have to offer. Coming soon, visitors will get a new beach side experience, a view of marine life and a chance to fish from the South Pointe Pier. In 2004, the existing pier, built in the 1970s, was deemed to have reached the end of its lifespan and was shut down pending plans for rehabilitation. The 35-year old structure showed evidence of weakening concrete and rusting rebar a consequence of a daily salt-water beating over time. Anglers and fish-watchers have been patiently waiting the return of the last remaining pier on the Atlantic Ocean south of the Haulover Inlet. I remember that this used to be the family beach, said Rachel Rantell, a South of Fifth resident who grew up in South Florida. My dad used to bring me and my brother to the pier to fish when we were kids. [The pier] is where I learned how to bait a hook. The firm of Atkins, North America has just completed design of the new pier, presented it at a community meeting this summer, and then for the approval of the Design Review Board. Now begins the arduous process of permitting through the various regulatory agencies that have jurisdiction over this coastal structure. The process is expected to take up to a year to complete. The location of this pier is within a Federal Navigation Channel. If the installation of a new pier were to be sought where one had not stood before, it would be unlikely that it could be built today. In the meantime, city officials will seek the construction firm to build the facility to provide another destination activity to the already popular South Pointe Park. Through the community outreach process, including public meetings, city staff received feedback on what residents and visitors wanted from the pier. The design, which telescopes out in a succession of widening platforms 450 feet from the entrance, provides designated areas for fishing and additional areas for those who want to enjoy the view and relax, away from the rods and reels. The pier, just like South Pointe Park, will provide something for everyone. Some areas of the pier will be shaded and there will be seating provided. The pier will stay open in conjunction with park hours, and be lit at night. Turtle-safe lighting, of course, will provide the illumination. If all goes according to schedule, the project, budgeted at $4.5 million, will open two years from now. There is a concerted effort to make this a unique experience, said Parks and Recreation Department Director Kevin Smith. The people-watching is always great on South Beach. But to do it over the water, with a good chance of a cruise ship going by, or spotting a colorful big fish something like that makes a visit to the pier something special.

Although lighthouses are usually representative of cities by the sea, Miami Beach residents are very aware that usual is not iconic around this vibrant, urban island city. Still, internationally recognized artist Tobias Rehberger is creating a unique lighthouse worthy of Miami Beach iconic tradition. The latest addition to the citys Art in Public Places collection is Rehbergers 55-foot, colorful abstract representation of a lighthouse that will rise out of South Pointe Park. In keeping with the Miami Beach set of mind, the lighthouse is anything but traditional. Although women are widely reported as victims, men and children are also victims of abuse. It can be sexual, physical or emotional, and can leave deep and lasting scars. Domestic violence is used for one purpose: to gain and maintain control over the victim. The abuser never plays fair and typically uses fear, guilt, shame, and/or intimidation. In some cases, the abuser can even threaten to hurt someone the victim cares about, just to maintain their control. Yet, domestic violence is often overlooked, excused or denied.

You have the right to feel safe and respected, especially in your home, added Poux. If you suspect someone you know or love is a victim of abuse, speak up. Dont tell yourself its none of your business. Getting involved sends the message that you care and may save someones life.
