uk Dear Sir or Madam, My name is Matthew Starmore, I am the Wales Co-ordinator for New Fathers 4 Justice and the South Wales Co-ordinator for Family Justice Groups United. Since my partner of 10 years left me on 6th November I have grossly been miss treated by the justice system in this country. It all started many years ago when I was a witness to a police officer beating up a pensioner, HTV Wales and paddy French contacted me and made a documentary called Rouge Cops (Week in Week out). I was a witness to a police officer beating up an old man in Usk , I was walking past this old mans house one morning when I saw a traffic warden across the road with a police officer leaning against the wall of this house, the next thing I saw was a walking stick go to shut the door, the police officer then shoulder barged the door knocking the old man backwards over the table then pining his arms down with the officers knees repeatedly hit the old man in the face, I thought this was extreme and walked off to scared to intervene. When walking back past a few hours later I saw the old man outside the house with a group of people so I approached him and a man stopped me, I explained that I just wanted to see if he was ok, the gent explained that they were from HTV Wales news and that they were filming Mr Whatly (the old gentleman that had been assaulted) for a news report on the incident and would I give an interview, So I did and it was on the news that night. What had happened explained Mr Whatly , he had been in hospital for two weeks with heart trouble and during this time in hospital his car had been broken into and tax disc and car stereo taken of which he had informed the police and DVLA , then a traffic warden tried to give him a ticket, so Mr Whatly got the traffic warden to call the police as to verify the situation, Then PC Ellis turned up would not check with the station and due to his bad attitude Mr Whatly struggled to shut the door, then the officer knocked the door through and assaulted Mr Whatly. Mr Whatly and I exchanged phone numbers then he contacted me to see if I would be a witness in court, to which I replied yes. HTV Wales later made a week in week out special called rouge cops this was a programme about police brutality and bad police, I helped them make the reconstruction of that event and I was on TV. In October 2003 I had a serious car accident which left me in a grade 1 coma for 1 month, then full memory loss for 6 months. Since then I have tried to rebuild my life. I started a job with Wilkinsons and safe style security. The court case had started whatly against PC Ellis, in Abergavenny courts. I then started security training for Wilkinsons in there Abergavenny store. The day after I was in court as a witness against PC Ellis I was working in the Wilkinsons store when PC Ellis came into my works and asked how I had a job there with my criminal record. Off which when I filled in my application form I had missed out a drink driving charge, which I had forgotten about due to my car accident. The case against PC Ellis was lost and Mr Whatly had to pay a fine and was charged with assaulting a police officer, and I lost my job due to the fact PC Ellis had discussed my full criminal record and suggested that I should not be employing me. PC Ellis had been moved from station to station because there where suspicions that he was stealing from the stations. The police set up PC Ellis up by an undercover police officer handing him a wallet that he was supposed to have found with 80 cash inside. When he filed the wallet the wallet had no cash, hence PC Ellis had stole the money. PC Ellis was sentenced to four months in prison and never to

return to the police service again. Before he had lost his job PC Ellis had got me arrested for obtaining advantage by perfumery deception ( not providing full criminal record on job application) for which I went to court in Abergavenny only to be found not guilty on medical grounds. On leaving the courts that day I was approached by two police officers which asked me how I had got on and I told them I was found not guilty on medical terms. My mother and I left the courts went to Little Mill and picked up her partner and friend and went for a meal to in the Kings Head Hotel in Usk. The private pub car park was very full so we had to park in a non allocated space (which was perfectly ok) at about 4.30 pm. We had a meal and stayed to chat with friends and relatives. When we had finished we booked a taxi to pick us up from the local Indian where we had booked a take away, at 12.15. We left the Kings Head Hotel and the owner asked if my mother could move the car as he had a delivery in the morning due to my mother being intoxicated (who is an oxford Cambridge degree psychiatric nurse with no criminal record at that time) and it being a private car park I decided to move the car. I got in the car pulled around to the left in the car park put the car into reverse to reverse into the space in the corner of the car park and a police car pulled up (The police officers were the same police offers that I saw earlier that day at the courts) I explained that I was just moving the car at the owners request and we were going to be leaving it there all night the police officer breathalysed me and it obviously went straight to red has I had wine with my meal. He asked me to step out of the car, which I did. Then he arrested me. My mother shouted across the road Matthew concerned about what was going on I turned to my mother then as I turned back to the police officer he C.S Sprayed me he then sprayed me again and hit me with a baton on my right leg knee cap, then sprayed me again. I was unable to see and was walking forward in fear of my own safety and walked into the officer touching him on the chest (thats where assault came into the charge) other officers turned up and I was arrested and put in the back of a police van, then my mother was arrested for assault, section 4, resisting arrest and preventing a police officer form performing his duty. On the way to the police station I was knocked unconscious and taken to Neville Hall Hospital Abergavenny before being taken back to Abergavenny police station, where I was expected to give a breath test. As I was medically unfit to take the test I didnt (and was later charged with failure to provide a breath test). I was realised the next day with my mother. My mother and I attended court and after further discussions with my solicitor she advised me to put in a guilty plea as you do not win against police at a magistrates court. We applied at the courts to have it transferred to crown but it was declined. My mother was charged with assault and all other charges dropped against her. She had a 200 fine. I was unaware that the highway law had recently changed and if the public have got access to a private car park including your own drive of your house if your gates are open. The highway law still stands, as I was disqualified from driving I was arrested for driving in a private car park. I was sentenced to two months for assault four months for driving whilst disqualified and two months for failing to provide a breath sample of which I served one month, due to good behaviour. On leaving prison after a month I felt I had to prove to everyone that I had no problem with authority so I got a volunteer job with Social and Housing Services (Monmouthshire and Torfaen Council) The Government agency for children and adults thought after I explained to them that my assault and other criminal record was no problem and deemed me safe to work with children and adults. I worked with children aged 10 - 18 on the youth offending Team as a role model and guide and I worked with Adults on the Cad (Communitys Against Drugs) helping rehabilitate ex drug users back

into the community . Whilst doing this I was running a high profile security job and I have worked with some of the biggest names in the industry here are some of the venues we have worked in: Cardiff Millennium Stadium, Royal Ascot, Hyde Park London, Alexander Palace London, St Davids hall Cardiff, Newport leisure centre, The Point Cardiff, TJs Newport, NCLA Newport, Cream Liverpool, St James Palace, Earls Court, Millennium Centre Cardiff, Party in the Park, Escape in The Park, The V Festival, Milton keens Bowl, Swansea City FC, Cardiff City FC, plus hundreds of smaller venues throughout the UK. i have worked along side stars within the music industry for example Franz Ferdinand, Oasis, Manic Street Preachers, Stereophonics, Eminem, Lisa Lashes, Pete Tong, Tall Paul, Robbie Williams, Rachel Stevens, Pink Floyd, Mcfly, Madonna, The Queen, Elton John, Fallout boy, Velvet Revolver, Keene, Bob Geldof, Scissor Sisters, Snow Patrol, The Killers, Joss Stone, Maria Carey, Miss Dynamite, Paul McCartney, Razor Light, Snoop Doggy Dog, Sting, Liberty X, Sugar Babes, Travis, u2, UB40, The who, Dido, Anne Lenox, James Brown plus a lot more. 2004 I moved to Newport and took a step back from the security industry and got a job managing a guesthouse, It wasnt long before I had my own security company and my promotion company giving bands the opportunity to play in venues plus I was still managing the guest house. November 6th 2008 my partner of 10 years to whom I have three children with abruptly split up with me, I was not allowed to obtain any of my property or go in the house where I was living. The next months that followed were and still are painful and hard , I was taken from the house by police on November 16th because she did not want me there . I then joined the New Fathers 4 Justice and all Family Groups United . I never realised that dads had no rights at all, I then found myself in court for harassment when my childrens school was calling me concerned for them as they were not attending I went to the police station and asked them to contact my ex to which they did, the reply was they are home with me ! Not knowing if they were ok or not I text Sarah over the next 10 weeks trying to see if my babies were ok, the court found me guilty of harassment and sentenced me too: The crime: 46 text messages during the 10-week period The punishment: 12 months restraining order against me contacting Sarah 12 months community order against me contacting my kids (even if they spoke to me on the streets i would not be able to reply or i would go to prison) 365 fine 100 hours community service PUNISHED FOR BEING A DAD I have always loved my ex and children like any partner / father should, I am deemed fine to be with children (by the government agency I worked for) and have no violence against my ex partner or child

protection issues, yet I cannot be a dad like so many others. I am now appealing to the high court these charges. Since the split I have had my children for 8 hours and now I may be seeing them supervised by the salvation army 2 hours every fortnight in Newport. There is a mass amount of interest in my story and situation and I am currently making a film with Caerleon university documentary media and Warwick university have used my story too. I have been in the local papers 5 times regarding this and 1 time as a hero when I saved lives tackling a blaze in the guesthouse where I worked: Gwent man given restraining order over harassment of partner 9:10pm Thursday 16 April 2009 A GWENT man was given a restraining order today after being convicted of harassing his former partner. I loved my ex partner and children more than anything in the world and no matter what I will always love them but in the eyes of the court system I am not allowed to be in love or be a dad and theres a big chance of me going to prison for appealing at high court. Two days before my court date my exs sister and her boyfriend were in the local pub taunting me about me not being able to see my kids, two of my friends were riled about this but I did not react and left to go home, three days after my case I walked into the local shop with a friend only to see my exs sisters boyfriend in the shop, I didnt go in and waited outside only to be punched in the face when he left. I then palmed him back as open hand jesters are a series of non aggressive movement and tried to

restrain him to the floor, he then got up and ran off, I then followed him trying to talk to him but was unable to catch up. I then returned back to my friend and went home. The next day I had a call from a friend in Usk saying he was there in the pub waiting for me with 5 boys so I called the police to let them know only to be told that he had pressed charges the day before and now I await court on the 22nd of next month for a section 47 ABH (there plan worked) . I have still not got any of my property back and the police dont help me at all as I have no rights, I spent all my savings in the first month on solicitors and my childrens savings accounts now I have had to finish work to obtain legal aid as I cant afford anything 35,000 a year down to 60 a week.I have missed my sons first Christmas his first birthday, first words, everything about all my babies I cant replace at the hands of this government and now I have had enough, the pains too much. I have held NF4Js meetings and have a lot of plans, I have sent letters to every MP in the UK and the PM, I have a following of 1000s and would really appreciate your help and support as I know there are 100,000s in the same situation as me if not better or worse.
