Standard-Speaker/Times-Tribune: Barletta More Interested in Stopping Obama Than Creating Jobs In December 2011, the Standard-Speaker/Times-Tribune editorial board criticized Barletta for being a [member] of the hard-right House Republican freshman class that is as much interested in stymieing Obama as in helping to create jobs. Patriot-News: Barletta Hypocritical on Disaster Funding In October 2011, a Patriot-News editorial criticized Barletta and other representatives for railing against government functions, but still seeking government aid in times of need. Barletta was elected with strong tea party support, but joined with 70 Democrats to ask for more FEMA funding because of the damage done in his district by Hurricane Irene. The editorial stated that, People will always disagree about the core functions of government. But heres one pretty good definition of a core function: something you would want for yourself or your loved ones. Times-Tribune: NE Pennsylvania Choking on Barlettas Poison Pill In September 2011, the Times-Tribune published an editorial criticizing Barletta for supporting a House stopgap bill that provided $3.7 billion in disaster aid by cutting unrelated programs.

The board wrote that, Tying disaster relief to the demise of unrelated projects for which the House leadership has a philosophical dislike is bad enough. That Mr. Barletta would stand for it rather than standing up for the region is worse. The Times-Leader wrote that, But Barletta cant have it both ways, chiding an election foe for ending town hall meets, then stopping them himself, for the same reason. Barletta made a promise. Barletta Letter to Editor: I Will Fight For Flood Relief In October 2011, Barletta wrote a letter to the editor of Citizens Voice promising to fight for federal dollars to aid in flood relief and for change in the way businesses get loans after disasters. Barletta expressed his distaste for providing flood relief in Pakistan, the country that harbored Osama bin Laden for years and in Japan. Regarding Japan, Barletta said, The fact that Japan has an unemployment rate less half of that in the U.S. raises the obvious question: why are we doing more to help Japan recover from its natural disasters than we are here at home? Regarding loans for businesses impacted by flood relief, Barletta said, With sky-high unemployment and a struggling economy, Northeastern Pennsylvania's small businesses already face an uphill battle. The federal government's role should be to ensure they aren't in an even deeper hole because of this natural disasters. Times-Tribune: NE Pennsylvania Choking on Barlettas Poison Pill

In September 2011, the Times-Tribune published an editorial criticizing Barletta for supporting a House stopgap bill that provided $3.7 billion in disaster aid by cutting unrelated programs. [The Times-Tribune, Editorial, 09/24/11] Voted Against GOP For More Disaster Aid In September 2011, Barletta voted against his party, joining House Democrats in voting down a funding bill because it did not provide enough funding for disaster victims. Barletta said that GOP leadership tried to persuade him to vote for the House bill which contained $3.6 billion in aid, as opposed to the $6.9 billion Senate bill. Following the vote, Barletta said, My mind was made up as long as they came up with the number...that was a sticking point for me. For me it was easy, as we speak right now people are home in my district with boots on and generators going as they're throwing away their life's belongings to the curb." [The

Accused Obama of Playing Politics With Deficit Reduction Plan In September 2011, Barletta claimed that President Obama was playing politics with his deficit reduction plan. There are some things I like and some things I dont like about what the president said, he said. I like lowering the corporate tax rate and eliminating the loopholes, but I dont like raising taxes on the job creators. To me, this sounded more like a campaign speech rather than a policy change, and what we need is a policy change since its clear that the presidents policies arent working. [Times-Leader, 09/20/11] Agreed With Cantors Position on Disaster Relief In August 2011, Marino agreed with Rep. Eric Cantors position that any disaster relief funding should be offset by budget reductions. Barletta said, We have to get money by offsetting other duplicative programs. And there are many of those thousands where the same program is being run by different agencies. He cited the Institute of Peace as an example of such a program saying, We have the Peace Corps and other agencies that do the same job. [Times Leader, 09/01/11] Voted for Final Debt Ceiling Compromise Legislation In August 2011, Baretta voted for the final debt ceiling compromise legislation, the Budget Control Act of 2011. The framework would cut $917 billion in spending over a decade, raise the debt limit initially by $900 billion and assign a special congressional committee, with members from the House and the Senate and appointed by congressional leadership, to find another $1.5 trillion in deficit savings by late November.

If Congress met that deadline and deficit target, or voted to send a balanced budget amendment to the states, the debt ceiling would be raised an additional $1.5 trillion. The plan guaranteed a vote on the balanced budget amendment between October and the end of 2011. If Congress failed to take either step, or debt savings of at least $1.2 trillion were not produced, the plan allows the president to obtain a $1.2 trillion debt ceiling increase. That would trigger automatic spending cuts across the government including in defense and Medicare to take effect starting in 2013. The Medicare cuts would only affect Provider reimbursements. The legislation included no revenue increases. The bill was passed by the full House, 269-161. [Bloomberg, 8/01/11; S 356, 8/01/11] Voted Against Reids Debt Ceiling Plan In July 2011, Baretta voted against Sen. Harry Reids plan to raise the debt ceiling. Reids plan called for raising the debt limit by $2.4 trillion, requiring no additional debt ceiling vote until after the 2012 election. The plan included $1.2 trillion in discretionary spending cuts over 10 years, mandatory spending cuts of $100 billion, $1 trillion in savings from winding down combat operations in Iraq and Afghanistan, and $400 billion in interest savings. The legislation included no revenue increases. The CBO score of Reids plan said it would reduce the deficit by $2.2 trillion. The bill was rejected by the full House, 173-246. [New York Times, 7/25/11; HR 2693, 7/30/11] Voted in Favor of Boehners Debt Ceiling Plan In July 2011, Barletta voted in favor of Speaker John Boehners plan to raise the debt ceiling. Boehners plan called for an immediate debt ceiling raise of $900 billion, spending cuts of $917 billion over 10 years, and an additional debt ceiling vote in six months. The legislation contained no revenue increases. Under Boehners plan, the second debt ceiling raise was conditional on the passage of a balanced budget amendment by both Houses of Congress and the creation of a select joint committee on deficit reduction. The CBO score of Boehners plan said it would reduce the deficit by $850 billion. The bill was approved by the full house, 218-210. Blamed Senate for FAA Funding Freeze, Supported Drawback in Bill Impacting Local Airport Funding In July 2011, Barletta criticized the Senate for failing to pass an extension bill for the FAA. Barletta said, The U.S. Senate is preventing Americans from getting back to work at FAA job sites and improving air traffic control in Northeastern Pennsylvania. Both the chairpersons of the bipartisan Essential Air Service Caucus in the Senate said the House wants to limit the programs subsidies to airports that are 90 miles or more away from the nearest hub airport. Current rules limit the subsidies to small airports located no closer than 70 miles from a hub. A Barletta spokesman said that Barletta agrees with the limited drawback that the House bill provides.

Voted for Cut, Cap and Balance, Said It Was What He Came to Congress For In July 2011, Barletta voted for the Cut, Cap and Balance Act. Barletta said, The cut, cap and balance is what I came to Congress foreighty percent of the American people want us to balance the budget. When we talk about taking care of our children and grandchildren, this is what will do it. Barletta also said he didnt like the alternative plan being worked on by Senators Reid and McConnell. He said, I equate it to when we were small and we played hot potato. Were just passing it to someone else. We came here to fix Americas problems and passing a balanced budget is how we make sure we never do this again. [Times-Leader, 7/20/11] Voted in Favor of Cut, Cap and Balance Plan In July 2011, Barletta voted in favor of the Cut, Cap and Balance Act, legislation requiring deep spending cuts, a federal spending cap and a balanced budget amendment in order to raise the federal debt ceiling. Under Cut, Cap and Balance, discretionary spending in fiscal year 2012 would be reduced below fiscal year 2008 levels except for Defense, Homeland Security and Veterans affairs. The plan provided a universal spending cap after 2012. The legislation contained no revenue increases. The bill was approved by the full House, 234-190. We have argued over discretionary spending, but the truth is if we cut all of the discretionary spending here, including the Department of Defense, we still would not come close to getting this country out of debt. [The Morning Call, 4/05/11] Previous Government Shutdown Caused Furloughed Workers in Barlettas District In 2011, the Times Tribune reported on the effects of 1995 shutdown that took place. In 2011, Barletta said that his constituents would be willing to accept a government shutdown. During the 1995 shutdown, hundreds of Social Security employees at the Plains center and a Social Security benefits office in downtown Wilkes-Barre were furloughed. So were hundreds of civilian employees at the Tobyhanna Army Depot. The Steamtown National Historic Site closed and told all but a handful of employees to stay home. Barletta Wanted Spending Back to 2008 Levels In a January 2011 speech, Barletta tried to be clear about his planned spending cuts. We need to do more than just freeze spending. We need to cut spending, he said. A good place to start is by scaling back our discretionary spending to 2008 levels, a plan which I was happy to support just last week. Expressed Anger Over Loan Rate In September 2011, Barletta wanted to get the U.S. Small Business Administration to lower interest rates to flood-wrecked businesses in an attempt to save jobs. Barletta said that interest rates must be lowered from 6 percent and said they should be no more than the 2.9 percent charged to Katrina victims. Im not happy at all; in fact, Im raging mad over this, he said. And I have let my party leaders know. We are providing taxpayers dollars to foreign countries to build roads, bridges, schools and hospitals at zero interest. But when disaster strikes America and Americans, we want to charge 6 percent. People will lose their jobs if these businesses dont reopen. We should not be helping other countries before we help Americans. Raised $269,498 in 2011 In February 2012, the Times Leader reported that Barletta raised $269,498 in 2011 and $146,978 during the fourth quarter. However, he also spent $101,803 during the same time period.

Barlettas campaign also reported an outstanding debt of $85,102. That included $72,500 in personal loans Barletta made to the campaign. In January 2012, Barletta expressed his satisfaction with the federal governments initiative to improve roads and repair bridges affected by natural disasters. Barletta said he was pleased and proud that the federal government was taking steps to provide disaster relief funding for the people who live in, work in and travel through his district. This funding is vitally needed, and it will help restore some of the roads that were damaged during Tropical Storm Lee and Hurricane Irene, he said. These funds are awarded to a state after the president or the governor issues a formal emergency declaration and the state files a request for the cost of damages to its eligible highways. Office Visited by Occupy Protestors In December 2011, members of the Take Back the Capital protest visited Barlettas office to ask for an extension of long-term unemployment benefits. Barletta met briefly with the protestors and said he would look very closely at unemployment benefits and all that. The protestors asked Barletta if he would continue to support and take money from the 99 percent. Barletta said, I always put the constituents fist, its about people not politics. I stand for 100% of Americans. He also said, Its very important to get everybody back to work to get them a job and hopefully get them on the right track again. NEPA Needs Jobs Group Rallied for American Jobs Act In November 2011, the NEPA Needs Jobs coalition rallied support for the American Jobs Act, which Barletta opposed, by suggesting that infrastructure repairs would create and save jobs. The group pointed specifically to the Water Street Bridge in Pittston.

Cosponsored ACE Act, Altering Public School Funding In July 2011, Barletta cosponsored the All Children Are Equal (ACE) Act. The legislation fixes a gross inequity in the way formulas are calculated under Title 1 of the Elementary and Secondary Education Act, which provides funds to local school districts in order to improve the education of disadvantaged students. The current formula has the perverse effect of diverting funding from higher poverty school districts to more populous school districts, regardless of the actual poverty rates. [gantdaily.com, 7/14/11] Supported the Revival of a School Voucher System in the District of Columbia In 2011, Barletta voted in support of legislation that would revive a school voucher system in DC that would provide more students with scholarships of $8,000 to $12,000 annually for tuition costs at private elementary and secondary schools in the D.C. area. The legislation is estimated to cost $100 million over five years in deficit spending. "If we really want to provide a future for students, it is imperative that we cut spending," Barletta said. "America is broke. It's as simple as that." Criticized Obama for Delaying Decision on Keystone Pipeline In November 2011, Barletta said that Obama was putting politics ahead of job creation and energy policy by delaying a decision on whether to approve the Keystone pipeline, which would carry oil from Alberta through Nebraska down to Texas. Barletta said that the pipeline would create thousands of jobs and lower dependence on Middle Eastern oil. He said, I am very disappointed by the presidents decision to punt on the Keystone XL pipeline project. The extended pipeline and expanded volume of energy that would move through this new system

would create jobs and lower the price of energy. President Obama has put political considerations ahead of the needs of the American people and the security of the American economy. [Times Leader, 11/18/11] Supported Stimulus $24 Million Stimulus Grant to Now Bankrupt Energy-Storage Company In October 2011, Beacon Power filed for bankruptcy after receiving a $43 million Department of Energy loan guarantee. In 2009, Beacon Power won a $24 million Smart Grid stimulus grant to build a flywheel facility in Hazle Township. In addition, Beacon Power received a $5 million grant from Pennsylvania Republican Gov. Tom Corbett. Regarding the grants, Barletta said, Projects like this will bring significant economic, environmental and efficiency benefits to Pennsylvania's power grid. It will also create new jobs and boost the local economy. [USA Today, 10/31/11] Supported Now Bankrupt Power Company In November 2011, Beacon Power, which Barletta once supported, declared bankruptcy and needed more money from investors to build a $53 million flywheel plant in Hazleton. Barletta supported Beacon Powers decision to build a plant near Hazleton and his spokesman said, He hopes the company's restructuring is successful and the project is saved because it has the potential of creating jobs and lowering the cost of electricity to consumers. NEPA Tea Party Launched Robocall Campaign Against Energy Policies In October 2011, the Northeast Pennsylvania Tea Party launched a campaign against Barletta for his support of legislation that created tax incentives and subsidies to encourage the use and production of natural gas vehicles. NEPA Tea Party Leader Orbin said its disappointing to see them backing these types of plans whey they say they back the free market. The bill would provide $5 billion in subsidies over a 5 year period. A Barletta spokesman wrote that Rep. Barletta supports efforts to reduce Americas dependency on foreign oil, and he supports the sensible, responsible use of natural resources here in Pennsylvania. Barletta was supposed to meet with the NEPA Tea Party about their concerns but could not do so due to flooding from Tropical Storm Lee. [Times Leader, 11/18/11] Targeted by TV Ads From Environmentalists In October 2011, the NRDC launched a $100,000 media attack on Barletta for his affiliation with polluters after Barletta voted for the TRAIN Act, which would delay compliance to certain Clean Air Act regulations. The TV ads showed images of children swimming underwater with masks on and were set to appear in Harrisburg and Wilkes-Barre/Scranton. The NRDC plans to spend several hundreds of thousands of dollars on the ads. A spokesman for Barletta said, Claims that Rep. Barletta is attacking the Clean Air Act are completely false. Not one of the roll call votes cited (#86, #140, #147, and #741) alters the Clean Air Act in any way. Every single vote cited keeps current EPA regulations in place and allows the EPA to continue to regulate pollutants. The roll call votes in question do not weaken or remove any EPA regulation currently in effect. This is a horrible attack ad that attempts to mislead and scare voters by making false claims about the health of children. Its repugnant. These roll call votes will save thousands of jobs of people who work in the American cement industry. Votes against these bills are votes to kill at least 20 percent of the
